HomeMy WebLinkAboutE-5 Staff Report - Notice of Completion Alleyways and Industrial RoadsCONSENT ITEM E-5 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: SEPTEMBER 21, 2020 SUBJECT: ACCEPTANCE OF PROJECT COMPLETION, AND AUTHORIZATION TO FILE A NOTICE OF COMPLETION FOR THE ALLEYWAYS AND INDUSTRIAL ROADS PAVEMENT REHABILITATION PROJECT No. 66120A & 66120C BACKGROUND: On May 18, 2020, the City Council awarded a contract to Toro Enterprises, Incorporated for the Alleyway & Industrial Roads Pavement Rehabilitation Project. The project was completed on August 28, 2020. The proposed actions will accept the improvements, and authorize Staff to file a Notice of Completion for the project. RECOMMENDATIONS: Staff recommends the City Council take the following actions: 1)Accept the project improvements; and 2)Authorize Staff to file a Notice of Completion for the Alleyway & Industrial Roads Pavement Rehabilitation Project No. 66120A & 66120C. ANALYSIS: The project rehabilitated the pavement on various industrial roads, and alleyways, approximately 1.5 miles in length. The rehabilitation method consisted of a 2 inch coldmill and asphalt concrete overlay operation within the alleyways, and 3 inch coldmill and asphalt concrete overlay within the industrial roads. Additional improvements included removal and replacement of curb ramps at various locations throughout the project limits, sidewalk, curb & gutter, and alleyway approaches. The proposed project is exempt from environmental review pursuant to the California Environmental Quality Act (Pub. Resources Code, §§ 21000 et seq.) (“CEQA”) and the State CEQA Guidelines (Cal. APPROVED CITY COUNCIL 9/21/2020 Alleyway & Industrial Roads Pavement Rehabilitation September 21, 2020 Page 2 Code Regs, tit. 14, §§ 15000 et seq.). Specifically, the proposed project qualifies for a Class 1 Categorical Exemption (State CEQA Guidelines, § 15301), which applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing former use. The subject project would rehabilitate equipment to meet current standards for safety and provide for improved safety or health protection devices in conjunction with existing structures and facilities. FISCAL IMPACT: The contract for this project was awarded in the amount of $720,252.50, which included a 10% contingency for potential change orders. The project was funded by Senate Bill 1 (SB1) Funds, and was completed within budget with a total cost of $717,289.28. Prepared by: Reviewed and Approved by: Phillip Flores Robert Delgadillo, P.E.
