FOR THE FOOTHILL BOULEVARD PAVEMENT REHABILITATION PROJECT BACKGROUND: TKE Engineering, Inc. is currently preparing the Plans, Specifications, and Estimate (PS&E) for the Foothill Boulevard Pavement Rehabilitation Project. This project currently proposes to rehabilitate the pavement on Foothill Boulevard from Alosta Avenue to Azusa Avenue. The recommended action will extend the limits of the project west to Orange Avenue. RECOMMENDATIONS: Staff recommends the City Council take the following actions: 1)Approve an agreement amendment in the amount of $33,330, which includes a 10% contingency for potential change orders, increasing the not-to-exceed amount to $107,470, in a form acceptable to the City Attorney, on behalf of the City; and 2)Authorize the City Manager to execute an agreement amendment with TKE Engineering, Inc., in a form acceptable to the City Attorney, on behalf of the City. ANALYSIS: On June 17, 2019, the City Council awarded a professional services agreement to TKE Engineering, Inc. for the Foothill Boulevard Pavement Rehabilitation Project. This project currently proposes to rehabilitate the pavement on Foothill Boulevard from Alosta Avenue to Azusa Avenue. The recommended action will extend the limits of the project west to Orange Avenue. This project is currently in the design phase and initial estimates allow for the project limits to extend west to Orange Avenue based on the current Prop C allocations. APPROVED CITY COUNCIL 9/21/2020 Agreement Amendment with TKE Engineering, Inc. September 21, 2020 Page 2 Staff is seeking authority to amend the existing professional services agreement with TKE Engineering, Inc. to include development of plans, specifications, and estimate of the pavement rehabilitation on Foothill Boulevard from Azusa Avenue to Orange Avenue. FISCAL IMPACT: The professional services agreement with TKE Engineering, Inc. was originally awarded in the amount of $74,140, which included a 10% contingency for potential change orders. The costs for the added scope of services are $33,330, which includes a 10% contingency for potential change orders. Staff requests a revised not-to-exceed amount of $107,470, which includes the original award amount plus the added scope of services. The original agreement was funded with Prop C Funds. The additional scope of work will also be funded with Prop C funds. Upon Council approval, staff will prepare the necessary budget amendments. Foothill Boulevard Azusa, CA 91702 Subject: Additional Services for Design of the Foothill Boulevard Pavement Rehabilitation Project (CIP 66218A) Dear Mr. Delgadillo: TKE Engineering, Inc. is pleased to provide a proposal for additional design services for the Foothill Boulevard Pavement Rehabilitation Project to The City of Azusa (City). The City has requested to increase the original project limits of 3,000 linear feet along Foothill Boulevard from Azusa Avenue to Alosta Avenue to include an additional 1,500 linear foot reach along Foothill Boulevard from Orange Avenue to Azusa Avenue. The project is not limited to pavement restoration and will include improvements to sidewalks, curb ramps, driveways, bus stops, etcetera which may be required. In addition, the added reach also includes landscape modifications of one additional median island. TKE’s Scope of Services and Fee for the added services is presented in the following paragraphs: SCOPE OF WORK The services listed below are tasks from the original project limits that will require additional work to complete the added reach: Task No. 2 Records Research We will thoroughly research existing record drawings and acquire copies of all available records. The purpose of the records research is to assemble survey records to establish locations of street centerlines, street rights-of-way, and easements and determine locations of all existing utilities and improvements. The research will consist of assembling copies of assessors’ maps, tract maps, parcel maps, easement documents, monument ties, benchmark data, corner records, street improvement plans, and record drawings. We will acquire copies of available pertinent County records, such as survey ties, benchmarks, and street, sewer, storm drain and/or water improvement plans. Task No. 3 Design Survey TKE will conduct a conventional design survey. Our field survey crew will locate existing street centerline monuments. The crew will measure the horizontal angle, horizontal distance, and vertical elevation difference between monuments. We will complete a traverse for each survey to ensure closure. Elevations will be tied to existing County benchmarks. We will collect on-site appropriate detail as required including edge of pavement, gutter lip, top of curb, building corners, channel slopes, drain inlets, fire hydrants, bollards, rip-rap, outlet structures, fences, light poles, and all other visible features. Mr. Robert Delgadillo – City of Azusa Additional Services for Design of the Foothill Boulevard Pavement Rehabilitation Project (CIP 66218A) 7/27/2020 Page 2 of 3 Task No. 4 Field Reconnaissance TKE will perform field reconnaissance to collect appropriate detail as required to identify existing improvements and existing areas of reconstruction. Data collected from the field reconnaissance will be used to identify and prepare the limits of removals and appropriate pavement rehabilitation strategies. In addition, during the field reconnaissance phase, LOR Geotechnical will provide two street corings to identify the existing pavement and aggregate base thickness as well as an R value for the subgrade material. Task No. 5 Base Construction Drawings We will prepare the base construction drawings on 24” by 36” sheets with the County’s standard title block using AutoCAD 2015 software at a drawing scale of 1”=20’. The base construction drawings will include a plan view based on conventional survey data. We will add the sheet north arrow, graphic scale, existing improvements and utilities (based on both assembled records and field data), property lines, public and private right-of-way, assessor parcel numbers, street centerline, street names, building locations; sewer manhole lids and water valve lids; cross gutters; driveways, curbs, gutters, channel slopes; details of private improvements, fences, gates, light poles, and all other survey data to the plan view portion of the drawings. Once the base drawings are complete, we will perform a careful field review to ensure all underground facilities are shown correctly. Task No. 6 90% Design 60% Design will include preparation of preliminary construction drawings and preliminary construction estimates. Construction drawings will be prepared to show necessary demolition, grading, and construction of all improvements listed above including locations of proposed curb and gutter, rip-rap, drain piping and regrading, and proposed elevations and grades to establish project grading requirements. Proposed improvements will be designed in accordance with the County’s current design standards and specifications. For the drawings, we shall include the title of the job, a vicinity map showing the facility in relationship to surrounding communities, a list of abbreviations used, benchmark data, general notes, construction notes and quantities. The construction note sheet will show general construction notes, a list of abbreviations used, benchmark data, general notes, utilities with phone numbers, and project specific requirements. The demolition sheet will show existing improvement demolition including limits of pavement removal, saw cutting locations, DG removal, concrete curb and gutter, if required. In addition, the plan will specify relocation of any required private improvements, as required. Grading sheets will show proposed improvements including curbs, driveways, pavement limits, rip-rap, storm drain pipe, inlets, overlay limits, and manhole, valve, and vault cover grade adjustments. We will show existing and proposed pavement elevations and existing edge of pavement on both sides of the street and swale with appropriate design data together with proposed top of curb elevations. The detail sheets will show all required details to identify specific construction requirements at appropriate drawing scales. In addition, we will prepare quantity estimates for all proposed improvements prepared using an excel spreadsheet showing an itemized construction cost breakdown. Descriptions of work, unit prices, and quantities will be included in the spreadsheet. Final documents will include mylars with signatures and electronic copies of final documents. Fee TKE’s fee to provide the scope of service described above is shown in the attached fee table breakdown. TKE will invoice monthly in accordance with our attached rate schedule and will not exceed our fee without prior approval from the County. PARTIES AND DATE. This First Amendment to the Professional Services Agreement (“PSA”) (“First Amendment”) is entered into on the 19th day of June, 2020, by and between the City of Azusa, a municipal corporation organized under the laws of the State of California, with its principal place of business at 213 East Foothill Boulevard, Azusa, California 91702 (“City”) and TKE Engineering, Inc., with its principal place of business at 2305 Chicago Ave., Riverside, CA 92507 (“Consultant”). City and Consultant are sometimes individually referred to herein as “Party” and collectively as “Parties”. 2. RECITALS. 2.1 Agreement. The Parties entered into that certain Professional Services Agreement dated June 19th, 2019 ("Original PSA"), whereby Consultant agreed to render professional engineering services for the Foothill Boulevard Pavement Rehabilitation from Azusa Avenue to Alosta Avenue Project (“Project”) 2.2 First Amendment. The City now desires to amend the Original PSA to include engineering services for the preparation of Plans, Specifications, and Estimate (PS&E) for pavement rehabilitation from Azusa Avenue to Orange Avenue as described in the Consultant’s proposal dated July 27, 2020 (Attached). 3. TERMS. 3.1 Scope of Services and Term. The following professional engineering services are added to the scope of services per Consultant’s July 27, 2020 proposal: • Records Research • Design Survey • Field Reconnaissance • Base Construction Drawings • 90% Design • 100% Design As related to Foothill Boulevard Pavement Rehabilitation from Azusa Avenue to Alosta Avenue 3.3 Fees and Payments. The following changes shall be made to this section 3.3.1 Compensation. The total compensation shall be increased from Seventy Four Thousand One Hundred Forty Dollars ($74,140) to a total compensation not to exceed One Hundred Seven Thousand Four Hundred Seventy Dollars ($107,470). 2 4. Continuing Effect of Agreement: Except as amended by this First Amendment, all provisions of the Agreement shall remain unchanged and in full force and effect. From and after the date of this First Amendment, whenever the term “Agreement” appears in the Agreement, it shall mean the Agreement as amended by this First Amendment. 5. Adequate Consideration: The Parties hereto irrevocably stipulate and agree that they have each received adequate and independent consideration for the performance of the obligations they have undertaken pursuant to this First Amendment. 6. Counterparts: This First Amendment may be executed in duplicate originals, each of which is deemed to be an original, but when taken together shall constitute but one and the same instrument.
