HomeMy WebLinkAboutE-9 Staff Report - OTS Grant 20-21CONSENT ITEM E-9 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKE BERTELSEN, CHIEF OF POLICE DATE: SEPTEMBER 21, 2020 SUBJECT: GRANT AGREEMENT FROM CALIFORNIA OFFICE OF TRAFFIC SAFETY FOR THE “SELECTIVE TRAFFIC ENFORCEMENT PROGRAM” (STEP) 2020-2021. GRANT NUMBER PT21011. BACKGROUND: Through a competitive process, the Office of Traffic Safety provides grant funding to selected police departments to assist in reducing the number of persons killed and injured in crashes involving alcohol and other primary collision factors. Based on the Office of Traffic Safety’s evaluation of Azusa’s traffic data, the City has been awarded $93,000.00 of grant funding to continue traffic safety efforts. RECOMMENDATIONS: Staff recommends the City Council take the following actions: 1)Approve the attached Resolution No. 2020-C50, accepting a grant in the amount of $93,000 (for hourly wages at an overtime rate) from the California Office of Traffic Safety (OTS) to conduct DUI Saturation Patrols to apprehend drunk drivers, Warrant Service Operations and other related traffic programs for the grant period from October 1, 2020 to September 20, 2021; and 2) Authorize the Mayor to execute the grant agreement. ANALYSIS: The Azusa Police Department Traffic Division has applied for and was awarded a grant from the California Office of Traffic Safety. The Project title is “Selective Traffic Enforcement Program” (STEP) and the Grant number is PT21011. The Grant obligates the Police Department to conduct the following traffic enforcement and DUI enforcement activities: conduct ten (10) Traffic Safety Campaigns, fourteen (14) DUI Saturation Patrols; two (2) DUI/DL Checkpoints; one (1) Motorcycle Safety Operation; two (2) Warrant Sweeps; fifteen (15) Traffic Enforcement Operations; three (3) APPROVED CITY COUNCIL 9/21/2020 OTS Grant Acceptance September 21, 2020 Page 2 Distracted Driving enforcement operations; four (4) Bicycle and Pedestrian Operations; four (4) Traffic Safety educational presentations; two (2) highly visible collaborative DUI enforcement operations; two (2) highly visible collaborative Traffic Enforcement operations; issue one (1) grant kick-off press release; develop/maintain twelve (12) monthly DUI/ Unlicensed offender “Hot Sheets”; send two (2) law enforcement personnel to the NHTSA Standardized Field Sobriety Testing training; two (2) law enforcement personnel to the NHTSA Advanced Roadside Impaired Driving Enforcement (ARIDE) training; one (1) law enforcement officer to the Drug Recognition Expert (DRE) training; one (1) law enforcement personnel to the Drug Recognition Expert (DRE) Recertification training in a 12 month period starting October 1, 2020 to September 30, 2021. The pro-active enforcement efforts will be staffed by Azusa Police Officers on an overtime basis. The goal of the Selective Traffic Enforcement Program is to reduce the number of persons killed and injured in crashes involving alcohol, speed, red light running and other primary collision factors in the City of Azusa. This will be accomplished through a combination of enforcement and educational efforts. The Grant is worth up to $93,000.00 and reimburses The City for overtime salary and benefits for officers working the Grant details. The Grant also provides funding for specified equipment as well as specified training to be completed by Azusa Police Officers in furtherance of the Grant objectives. This Resolution has been approved as to form by the City Attorney. FISCAL IMPACT: This is a reimbursement grant in the amount of $93,000.00 from the California Office of Traffic Safety. Quarterly returns will be administered and filed by the Police Department on a schedule set by OTS. Upon council approval and when the grant agreement is fully executed, staff will prepare a budget amendment and increase the budget consistent with the grant award amount. Attachment 1 RESOLUTION NO. 2020-C50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, APPROVING A GRANT AGREEMENT WITH THE CALIFORNIA OFFICE OF TRAFFIC SAFETY (OTS) FOR THE “SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP)” 2020- 2021 GRANT NO. PT21011. WHEREAS, the Legislature and Governor of the State of California have agreed to reimbursement up to $93,000.00 for the program shown above; and WHEREAS, the California Office of Traffic Safety (OTS) has been delegated the responsibility for the administration of this grant Program, establishing necessary procedures; and WHEREAS, said procedures established by the California Office of Traffic Safety (OTS) require the Applicant to certify the approval of Application(s) by the Applicant’s governing body; and WHEREAS, the Applicant will enter into an Agreement with the State of California to carry out the Project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does hereby: 1.Accept the Grant agreement from the California Office of Traffic Safety (OTS) to cover the hourly wages at overtime rate for police officers and regular rate for reserve officers. Certifies that the Applicant has or will have sufficient funds to operate and maintain the Project; and Attachment 2 3. Certifies that the Applicant has reviewed and understands the provisions contained in the California Traffic Grant Program Manuals; and 4. Appoints the City Manager as agent to conduct all negotiations, execute and submit all documents including, but not limited to Applications, Agreements, payment requests and so on, which may be necessary for the completion of the aforementioned Project. The City Clerk shall certify the passage of this Resolution.
