HomeMy WebLinkAboutH-7 Staff Report - Purchase Three Water Division Work TrucksWater Division Work Trucks September 21, 2020 Page 1 CONSENT CALENDAR H-7 TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: SEPTEMBER 21, 2020 SUBJECT: APPROVE THE PURCHASE OF (3) WORK TRUCKS FOR WATER DIVISION UNDER SOURCEWELL CONTRACT 120716-NAF FROM NATIONAL AUTO FLEET GROUP BACKGROUND: The Water Division’s existing Distribution Section welding truck is twenty-nine years old and has been budgeted for replacement due to heavy wear. The Production Section budgeted for two maintenance trucks for use in completing operation and maintenance needs at over forty different facilities located throughout the service area. The proposed action authorizes the purchase of two (2) 2021 Chevrolet Silverado 2500HD 2WD double cab work trucks with custom service bodies in an amount not-to-exceed $82,335.48 and one (1) 2021 Ford Super Duty F-350 DRW XL pickup with a custom flatbed body to house welding equipment in an amount not-to-exceed $65,106.10. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1)Waive the competitive purchase requirements pursuant to Chapter 2, Article VII, Section 2-521(a), of the Azusa Municipal Code (Cooperative and Piggyback Purchasing); and 2) Approve the issuance of a Purchase Order to National Auto Fleet Group of Watsonville, California, in an amount not-to-exceed $82,335.48, including sales tax and delivery charges, for (2) 2021 Chevrolet Silverado 2500HD 2WD Double Cab Work Trucks with service bodies; and APPROVED UTILITY BOARD 9/21/2020 Special Meeting Water Division Work Trucks September 21, 2020 Page 2 3) Approve the issuance of a Purchase Order to National Auto Fleet Group of Watsonville, California, in an amount not-to-exceed $65,106.10, including sales tax and delivery charges, for (1) 2021 Ford Super Duty F-350 DRW XL 2WD Regular Cab with custom flatbed. ANALYSIS: The Water Distribution Section currently has a 1991 Ford F-350 pickup truck, with custom body, used in routine and emergency water construction activities. This truck is outfitted to carry a welder and welding equipment, including gas tanks and other supplies. The current truck is twenty-nine years old and is in need of frequent repairs. Staff obtained a quote through the Sourcewell cooperative purchasing program for a replacement truck. The quote includes a California Truck Equipment Company (CTEC) price for installation of a custom flatbed, which will be adapted to carry welding equipment. The Water Production Section currently utilizes (4) vehicles to carry out operation and maintenance duties throughout the water system. These vehicles are used to collect water production samples and equipment data at over forty locations throughout the service area. They are vital in carrying tools and supplies for a variety of maintenance activities; including, preventative and corrective maintenance activities, new installation work, and inspections. The Water Division budgeted for two additional maintenance trucks to be used by (7) Production Operators. One vehicle will replace a truck that suffered a total loss accident last year, and the other vehicle will supplement the needs of the Operators and Production Supervisor. Staff obtained a quote through the Sourcewell cooperative purchasing program for two maintenance trucks. The quote includes a Harbor Truck & Van (Harbor) price for installation of a custom maintenance body with storage bins, backup camera, additional lighting, and bed liner for each vehicle. FISCAL IMPACT: The fiscal impact is $82,335.48 and $65,106.10, including applicable taxes and delivery. These purchases were included in the Fiscal Year 2020-21 Water Fund budget, and there are sufficient funds available in Account No. 32-40-722-700-7135 and 32-40-723-751-7135, respectively.
