BACKGROUND: The Water Division utilizes Motor Control Centers (MCCs) to operate electrical equipment used in water production and transmission. The existing MCCs at Wells 4, 5, and 7 do not meet current safety regulations for high voltage equipment. In order to provide safe working conditions and reliable service of equipment, upgrades to internal MCC parts and lock-out mechanisms are required. Upgrades to these MCCs have been budgeted for in the current fiscal year’s Capital Improvement Project schedule. The proposed action authorizes a Purchase Order to the lowest responsible bidder, Reign Industries, Inc., in an amount not-to-exceed $80,708.03. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1)Approve the issuance of a Purchase Order to Reign Industries, Inc., in an amount not- to-exceed $80,708.03 for motor control center upgrades at Wells 4, 5, and 7, under Azusa Municipal Code Section 2-517(a)(25) Electric Motor Controls. ANALYSIS: Motor Control Centers are utilized to control the electric motors and actuators associated with water pumps. These assets, located at individual facilities throughout the service area, contain the motor starters, fuses, circuit breakers, and power disconnects, as applicable, for each well and booster pump. The existing MCCs used at Wells 4, 5 and 7 do not meet current safety standards and have begun to deteriorate. These MCCs were installed approximately sixty years ago and have reached the end of their design life. APPROVED UTILITY BOARD 9/21/2020 Special Meeting Motor Control Center Upgrades September 21, 2020 Page 2 While Electric Motor Controls are exempt from bidding under the Azusa Municipal Code (Section 2-517(a)(25)), Staff obtained proposals from Reign Industries, Inc. and Sulzer to upgrade these MCCs with current industry devices and safety mechanisms. The price for each MCC upgrade, including parts and installation, is listed below: Reign Industries, Inc. Sulzer Well 4 $29,287.64 $31,284.84 Well 5 $25,383.17 $27,998.29 Well 7 $26,037.22 $32,688.32 Total $80,708.03 $91,971.45 After reviewing both proposals, Staff recommends awarding a Purchase Order to Reign Industries, Inc. for $80,708.03. Reign Industries, Inc. is a current vendor that has performed satisfactory electrical maintenance and repair work at various water facilities. FISCAL IMPACT: The fiscal impact associated with this action is $80,708.03, including applicable taxes. These expenses are included in the Fiscal Year 2020-21 Water Fund budget, and there are sufficient funds available in Account No. 32-80-000-721-7130/72121A and 32-80-000-721-7130/72121B.
