Mayor Memmesheimer called the meeting to order. Present at Roll Call: Councilmen: Rubio, Cooney, Solem, McLees, Memmesheimer Also Present: City Administrator Foxworthy; Super- intendent of Light & Water Smith; Miss Johnson, Librarian; Mr. Edward Snyder, Chairman of the Library Board of Trustees; Deputy City Clerk Roehrich and City Clerk Miller 7:00 P.M. Call to Ord. Roll Call A report was made by the City Administrator that the City of Re: Drag Irwindale withheld action on the granting of their Special Strip in Permit No. 20 to Irwindale Raceways, Inc., for the operation Irwindale of a drag strip in the area south of the Santa Fe Railway tracks on the west side of Irw.i.ndale Avenue, pending an appeal. by the City of Azusa prior to May 26, 1965, and payment of a $298.00 filing fee. The City Administrator stated he had con- tacted the City of Duarte and sent them a copy of his letter and of Planning Commission Resolution #527, plus a cover letter suggesting it would be to their interest to enter an appeal in this matter. Mayor Memmesheimer suggested that a letter be written to the City of Irwindale and be approved by the City Attorney before forwarding. Moved by Councilman Cooney, seconded by Councilman McLees and ' unanimously carried that the City Administrator draft a letter to the City of Irwindale, to be signed by the Mayor, expressing Council's disapproval of lack of cooperation re: City's request for a hearing on this drag strip matter, and that copies of the letter be sent to the newspapers in the area. The budget requests of the following Departments were reviewed Budget by Council: Reqs. Water (Account #6000) reviewed Light & Power (Account #7000) Library (Account #5510) After discussion re: Water Utility (Object Account #341), it Water Dept. was moved by Councilman Cooney, seconded by Councilman McLees Account and unanimously carried that the b4lance of $8,000 in the .#6000) current budget, under Object Account #341, be allowed to be (Object encumbered,and eliminated from the 1965-66 budget. Acct.#341) Re: Object Account #732 (Maintenance -Pumping Equipment), the Object City Administrator recommended that the requested amount of Acct.#732 $8,000 be reduced $3,000. Moved by Councilman Solem, seconded by Councilman McLees and unanimously carried that Object Account #732 be reduced to $5,000, Re: Object Account #361 under Light & Power Dept., it was Light Dept. moved by Councilman Cooney, seconded by Councilman McLees Account and unanimously carried that the amount budgeted in 1964-65 #7000) for truck sheds, etc., be allowed in 1965-66 budget. (Object Actt.#361) Re: Object Account #120 under Light Dept., a request was made (Personnel) to decrease by one (1) the Lineman Helper classificatio6 and increase the Apprentice Lineman classification by one (1): LIBRARY BOARD ROOM AZUSA, CALIFORNIA WEDNESDAY, MAY 19, 1965 Page 2 Superintendent Smith discussed the possible need of a Secretary- Pers. Stenographer or Stenographer -Clerk in the new Light & Water office. (Cont.) Superintendent Smith fu.rlher discussed the complement amendment by reduction of 3 IJtiIA{..i-s Commercial Clerks and increase of 3 Utilities Commercial. •",.=•ks.Cl (Range 15), with the Personnel Board to review the Job duties of these positions. At 8:40 P.M., the City Clerk asked to be excused and left the ' meeting in order to attend the Planning Commission meeting. City Clerk left mtg. The Mayor stated that although the Council has limited control Library over the Library administration, an explanation of the Library (Account Budget assists the Council in setting the necessary tax levy 6510) and, if necessary, the Council shall request a reduction in the Library Budget. The City Administrator reported that Council will be offered an agreement by which the City may become part of the Southern California Library Film Circuit, consisting of 10 libraries, for the purpose of purchasing, storing and identifying pre -selected films to be circulated among various libraries. The annual fee is estimated at $600.00. Re: Library personnel (Object Account #120), a request was made for 1 Library Assistant V and an additional Library Page. The City Administrator stated that the total proposed budget of the Library amounts to $140,854, and possibly a 30¢ library tax will not be enough to meet this year's budget request. No action taken. A Resolution was presented, granting a Conditional Use Permit Res.4851 to allow an interior -illuminated sign of 24 sq. ft. in an R -lc grtg.Cond. zone for a medical -dental building located at 210 N. Citrus Use Perm. Avenue, subject to conditions requested by Council (Case C-49 - (Burgraff) Burgraff). Councilman McLees offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA GRANTING A CONDITIONAL USE PERMIT (C-49 - Burgraff). Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that further reading be waived. Moved by Councilman McLees, seconded by Councilman Cooney that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Cooney, Solem, McLees, Memmesheimer NOES: Councilmen: Rubio ABSENT: Councilmen: None and numbered Resolution 4851. The City Administrator informed Council of a communication M -K Noti- from Mr. Krueger, representing the M -K Notifier Systems Co., fier Sys - which company had installed a fire alarm system at the Sierra tems Co. ' Royale Convalescent Home and endeavored to install a receiver by placing a panel on the wall at the Fire Station. The representative was advised that the City would not allow this type of installation, as the present system is a slash tape register type. However, Mr. Krueger was under the impression that the Notifier System was accepted by the Fire Department. Moved by Councilman Cooney, seconded by Councilman Mc Lees and Adjourn unanimously carried that the meeting be adjourned to Wednesday, May 26, 1965, at 7:00 P.M., in the Council Chambers.
