The "Library Bond Act of 2000" was created by the passage of Proposition 14, which
was a statewide bond measure that was approved by the voters of the State of California
on March 7, 2000. The Office of Library Construction was created with this act. The
Library Bond Act allows for $350 million in grants for public library construction. At two
separate meetings in December 2002, the California Public Library Construction and
Renovation Board awarded approximately $149 million of 1st cycle Library Bond Act
funds for 18 projects throughout the State of California.

Deadlines:
Cycle One applications are due June 14, 2002 for awards totaling no more
than $150 million.
Cycle Two applications are due March 28, 2003 for awards totaling no
more than $110 million.
Cycle Three applications are due January 16, 2004 to award all remaining
funds.
Criteria for evaluation of grant applications:
There are seven "factors" which the Board shall consider while reviewing applications:
(See Education Code Section 19998 [a].)
1. Needs of urban and rural areas.
2. Population growth.
3. Age and condition of the existing library facility.
4. The degree to which the existing library facility is inadequate in meeting
the needs of the residents in the library service area and the degree to
which the proposed project responds to the needs of those residents.
5. The degree to which the library's plan of service integrates appropriate
electronic technologies into the proposed project.
6. The degree to which the proposed site is appropriate for the proposed
project and its intended use.
7. The financial capacity of the local agency submitting the application to
open and maintain operation of the proposed library for applications for
the construction of new public libraries.
