SUBJECT: CONSULTANTING SERVICE AGREEMENT: PAVEMENT MANAGEMENT IMPROVEMENTS
DESIGN SERVICES WITH BOGHOSSIAN AND ASSOCIATES IN AN AMOUNT OF $56,880
RECOMMENDATION
It is recommended that the City Council approve a Consulting Service Agreement for the Pavement
Management Plan design services with Boghossian and Associates Inc. in the amount of $56,880.00.
BACKGROUND
The current year Pavement Management Plan (PMP) was divided into two phases. The first phase was
comprised of slurry and chip seal projects. The plans and specifications were prepared in house and a
contractor has been selected to complete phase one improvements in April 2004.
The second phase of the PMP covers asphalt concrete overlays in the following areas:
1. Azusa and San Gabriel Canyon Road (Old Dairy Road)
2. Gladstone and the Frontage Road, between Citrus and the easterly City boundary line
Due to complexity of design issues, especially on the Old Dairy Road that is in large part unimproved ,
outside consulting services are needed to prepare the plans and specifications.
Request for Proposals
On January 23, 2003, staff circulated a request for proposals on this project to the following five
companies:
1. B& E Engineers
2. Boghossian & Associates Inc.
3. HDR Engineering
4. Korve Engineering, and
5. Wheeler & Gray Inc.
On February 18, 2003, only two proposals were submitted from Boghossian & Associates Inc. and
Wheeler & Gray Inc. Staff evaluated both proposals based upon the following criteria:
$ Experience and demonstrated ability of the designated individual, who will be the project
manager.
$ Training and experience of support staff.
$ Ability to deliver the required work to meet the project schedule.
Upon review of the proposals, staff is recommending the selection of Boghossian and Associates for the
following reasons:
1. The scope of work as shown in the proposal best meets City requirements.
2. Boghossian & Associates Inc. also provides plan check services to the City and has completed
other recent projects to staff’s satisfaction.
Each proposal contained the following fee for the project (proposal fee schedules are attached):
Boghossian & Assoc Inc $56,880.00
Wheeler & Gray $57,955.00 (plus optional $5,850 for construction management)
FISCAL IMPACT
The current year CIP list has designated $2,139,000 for the PMP and the consulting fee of $56,880.00 will
be paid out of the same funds. The current status of the Pavement Management Improvement Plan
budget follows.
Encumbered Costs:
Phase I Cape and Slurry - $608,000
Grid Tree Trimming and Removals (Grids 3,6,18, and Foothill & Alosta) - $35,012
Old Dairy Road Design - $57,000
Azusa Ave (San Gabriel Beautification) - $191,000
Projected Future Costs:
Old Dairy Road Construction - $400,000
Concrete work (grids 3,6,18, 4,7,15, 17) - $300,000
Grid Trim and Removals (grids 4,7,15,17) - $100,000
The project fund balance may stand at about $450,000 to be used for year two improvements, once
the current year projects are completed.
