HomeMy WebLinkAboutF- 7 Request for Qualification Tax Administration Service Request for Qualifications Community Facilities District Tax Administration City of Azusa Finance Department 1. Introduction The City of Azusa Community Facilities District No. 2002-1 (Mountain Cove) was established by the City Council of the City of Azusa on April 15, 2002. Additional territory was annexed to the District on October 21, 2002. Special Tax Bonds were issued on December 19, 2002 in the amount of $8,980,000. The City of Azusa is now in the process of vendor selection for tax administration services for CFD No. 2002-1 (Mountain Cove). The City of Azusa, hereinafter referred to as CITY, is now soliciting qualifications from suitably qualified organizations, hereinafter referred to as CONSULTANT, to provide tax administration services in accordance with instructions and requirements in this Request for Qualifications (RFQ). 2. Submissions of Qualifications Your response must be received no later than 3pm, April 7, 2003. CONSULTANT must submit 1 (1) printed qualifications document. Failure to meet the deadline will result in disqualification without review. Please address Qualifications to: City of Azusa Attention: Steve Kenoyer, Acting Finance Director 213 E. CITY’S Rights CITY may investigate the qualifications of any CONSULTANT under consideration, require confirmation of information furnished by CONSULTANT, and require additional evidence of qualifications to provide the services described in this RFQ. CITY reserves the right to: • Reject any and all qualifications at its discretion • Make a partial award • Award contracts to one or more CONSULTANT • Cancel entire RFQ • Waive any minor errors or informalities in any qualifications, to the extent permitted by law • Conduct oral interviews • Visit CONSULTANT’S facilities • Examine financial records of CONSULTANT to the extent necessary to ensure financial stability • Negotiate with one or more CONSULTANT • Require a best and final offer from one or more CONSULTANT All qualifications and other material submitted become the property of CITY and may be returned only at CITY’S option. CITY reserves the right to use any ideas presented in any response to the RFQ. Selection or rejection of the qualifications shall not affect this right. 4. Pre-Contractual Expenses CITY shall not be liable for any pre-contractual expenses, which are defined as expenses incurred by CONSULTANT in: • Preparing its qualifications in response to this RFQ • Negotiating with CITY any matter related to the qualifications • Any other expense incurred by CONSULTANT prior to the date of award of the contract for this RFQ 5. Insurance Specific insurance requirements are noted in ATTACHMENT A, Professional Services Agreement, and will need to be in place by the start of work. CITY will require certificates of insurance before the contract can be executed. CONSULTANT does not need to submit proof of insurance to submit qualifications, but must be prepared to meet all CITY insurance requirements with no additional cost to CITY beyond that identified in qualifications. 6. Scope of Work This section provides CONSULTANT with a brief overview of the nature and magnitude of the project. Statements in this section are intended to assist respondents to ensure that their qualifications encompass all aspects of the services. The scope of work is for tax administration services for Community Facilities District 2002-1 (Mountain Cove). This section may not list all required CONSULTANT tasks and/or responsibilities. Statements made in this section in no way limit the responsibilities of the CONSULTANT and, where conflicts with other statements or requirements in this RFQ occur, the statement resulting in the greatest benefit to CITY should be deemed the binding one. CONSULTANT shall include a list and description of proposed services. As an integral part of these services, the selected CONSULTANT at a minimum shall: • Calculate the Special Tax Requirement for each fiscal year • Prepare financial reports for the CFD including the Annual Special Tax Report • Submit the Special Tax Levy to County of Los Angeles • Respond to property owner questions • Attend City Council meetings where CFD resolutions are scheduled • Act as Dissemination Agent and prepare all continuing disclosure documents 7. Fee Schedule Included with its qualifications, CONSULTANT shall provide a fee schedule of its proposed services. 8. Professional Services Agreement A sample PSA is included as ATTACHMENT A.
