Mayor Pro Tempore Cooney called the meeting to order. Present at Roll Call: Councilmen: Rubio, Mc Lees, Cooney (Mayor Pro Tempore) Absent: Councilmen: Solem, Memmesheimer Also Present: City Administrator Foxworthy, City Treasurer Watkins, Recreation Direc- tor Dangleis, Planning Director Craig, City Engineer Sandwick, Supt. of P.W. Brusnahan, City Clerk Miller. The budget requests of the following Departments and Non - Departmental Accounts were reviewed by Council: Treasurer (Account #5050) Recreation (Account #5651) Planning (Account #5070) Engineering (Account #5310) Street Construction (Account #30.5329) Public Works (Account #5320) Parks (Account #5611) Parkways (Account #5212) Government Bldgs. (Account #5090) Parking Facilities (Account #5330) Waste Collection (Account #5350) Call to Order Roll Call Budget Reqs. Reviewed City Treasurer Watkins discussed the charge for City Clerk's Vault 'and Treasurer's vault construction, as set forth in current Constr. 1964-1965 budget. After further discussion, it was moved by Councilman Mc Lees, C.Treas. seconded by Councilman Rubio and unanimously carried that Account the City Treasurer's budget be accepted as presented, with #5050) the exception of Capital Outlay, conferences and meetings which will be taken up later. Re: Object Account #245 under Recreation Department, Recrea- Recreation tion Director Dangleis discussed with Council the various tAccount duties of Recreation Supervisors Cordray and Moore, request- #5651) ing consideration of items which may be deferred. Moved by Councilman Mc Lees, seconded by Councilman Rubio and unanimously carried that the Recreation Budget be approved as presented, with the exception of Object Accounts #245, #330 and #440 which will be considered at a later meeting. A request was received from Joe Mora, for Council considera- Relocation tion to permit relocation of a residence from Pasadena to Permit to the rear of lot at 146 N. A memo was submitted by the Planning Commission, recommend- ing the granting of the relocation permit to Joe Mora; a list of relocated homes in the City from August, 1963, to April, 1965, was also submitted, which the Planning Com- mission proposed to 'consider at its June 9th meeting. After review of the Building Inspector's correction list, it was moved by Councilman Rubio, seconded by Councilman Mc Lees and unanimously carried that the recommendation of the Planning Commission be accepted to grant the relocation permit requested, subject to the Building Department re- quirements. Regarding Council's appeal to the granting of a Variance 'to permit construction of a two -car carport in lieu of enclosed garage, in order to get a valid building permit for a previously constructed family room, on property located at 213 E. Russell St. (Planning Comm. Res. #525, Case V-131 - A. Nunez), a memo was received from the Planning Director that Mr. Nunez cancelled his request for a Variance and has applied for a,building permit to erect a two -car garage at his residence. Moved by Councilman Mc Lees, seconded by Councilman Rubio and unanimously carried that Council withdraw its appeal from the granting of the Variance. Referring to Council motion on 5/17/65 to enter protest with Alcoholic Beverage Control to the application for a Veterans Club License by the American Legion Canyon City Post #180, at premises 300 N. Dalton Avenue, until com- pliance with Zoning Ordinance res parking, a memo was received from the Planning Director, with a statement signed by Louis E. Hitt, Commander of Iegion Post #180, agreeing to comply with the off-street parking require- ments which provide for a minimum total of eleven parking spaces at 300 N. Dalton Avenue, which will become a con- dition of the Precise Plan. The Planning Department also 'suggested that the applicant erect a 3 -ft. wall along the residential portion of the north 25 ft. of the property facing Dalton Avenue, and a 6 -ft. wall at the rear of the lot adjacent to the residential area. Moved by Councilman Rubio, seconded by Councilman Mc Lees and unanimously carried that Council's considered protest be withdrawn, since compliance with zoning ordinance has been met, and that the ABC application be filed. Appeal by Council withdrawn re: grtg. of Var. (V-131 - A.Nunez) Protest re : ARC license withdrawn (American Legion - 300 No. Dalton) The City Administrator noted that the total appropriation Planning for the Planning Commission is down from last year; also(Account that the Planning Director started at a lower salary. #5070) The request for salary for members of the Commission was eliminated. Discussion was held re: a part-time Planning -Aide, re- quested by the Planning Director (at Range 15) for 12 to 20 hours work per week and also the request by the Plan- ning Director for proposed salary increase. Re: Object Account #260 (Contractual Services), the Plan- ning Director asked that the Planning staff be increased so that the Planning Department could make its own studies rather than contract planning consultants; he suggested that the most important items of the Zoning Ordinance be up -dated rather than re -doing the whole ordinance. Council- man Cooney asked that the City Administrator contact the City Attorney to find out if his legal fees include updating the Zoning Ordinance. Moved by Councilman Mc Lees, seconded by Councilman Rubio Object and unanimously carried that the amount of $200 in Object Account Account #440 be eliminated. #440 elimintd. Moved by Councilman McLees, seconded by Councilman Rubio and unanimously carried that the item of the salary of P1an.Dir. the Planning Director be considered at a later budget salary meeting when personnel matters will be discussed. Moved by Councilman Cooney, seconded by Councilman Mc Lees and unanimously carried that the Engineering budget be approved, except for Object Accounts #330 and #440, which will be considered at a later meeting. Page 3 Engineering Account #5310) Moved by Councilman McLees, seconded by Councilman Cooney Acct.5329 and unanimously carried that the Street Construction (Street Account #5329 be accepted. Constr.) Re: personnel (Object Account #120) under :Public Works Public Wks. Department, a request was submitted for amendment to the(Account' complement by the reduction of one Equipment Operator #5320) classification and increase of one Maintenance Man clas- sification. Re: Object Account #440; the City Administrator will check with the City Attorney re: purchase of Street Sweeper on time purchase. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the budget requests of the Public Works Department be approved, with the exception of Object Accounts #330 and #440 which will be considered at a later date. The City Administrator noted that the Public Works and Park budgets do not reflect the current salaries, includ- ing the last increase of 5%. The Mayor suggested that when summarization of the budget is completed, the depart- ment heads should be given the up-to-date figures upon budget approval. Re: Object Account #120 under "Parks", a request was made for an amendment to the salary complement by the reduction of one Senior Groundsman classification and the increase of one Groundsman classification. Moved by Councilman Rubio, seconded by Councilman Mc Lees . and unanimously carried that budget requests under Account #5611 be accepted, except Object Accounts #330 and #430, which are to be considered later. Parks Account #5611) Moved by Councilman Cooney, seconded by Councilman Mc Lees Pa.rkwas and unanimously carried that budget requests of Account ccoun #5612 be approved. #5612) Superintendent of Public Works explained that the clean- Govt.Bld s. up work at the Police Station is scheduled overtime; that Accoun under Object Account #240, the Light & Water Office Build- #5090) ing is not included in Account #5090; also that Object Account #261 includes the Telefire system in the Library. Moved by Councilman Cooney, seconded by Councilman Mc Lees and unanimously carried that Account #5090 budget be approved, less Object Accounts #440 and #261 which were deferred for future study.
