HomeMy WebLinkAboutN- 7 Staff report of Otrhophoto Project Sanborn Company CONSENT CALENDAR TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ANN GRAF GAYNOR, INFORMATION SYSTEMS MANAGER KEVIN MORNINGSTAR, INFORMATION SYSTEMS MANAGER LYSELL WOFFORD, INFORMATION SYSTEMS MANAGER VIA: RICK COLE CITY MANAGER DATE: MARCH 17, 2003 SUBJECT: APPROVAL OF A CONTRACT FOR THE ORTHOPHOTO PROJECT FROM THE SANBORN COMPANY AND AUTHORIZE THE CITY MANAGER TO SIGN THE CONTRACT AND NECESSARY DOCUMENTS IN AN AMOUNT NOT TO EXCEED $150,000 FOR ORTHOPHOTO FLY OVER, PLANIMETRIC DATA AND SERVICES PER THE ATTACHED QUOTATION. RECOMMENDATION It is recommended the City Council approve a contract for the orthophoto project from The Sanborn Map Company, and authorize the City Manager to sign the contract and necessary documents in an amount not to exceed $ 150,000 for orthophoto fly over, planimetric data, and services per the attached quotation. BACKGROUND The City of Azusa participated in a formal RFP process with ten other cities. This was a coordinated effort spearheaded by Thomas Mayer, City Engineer for the City of West Covina. Eight responses to the RFP were received. Each city rated the proposals on the following: general control, aerial both black & white and color, triangulation, ortho, methods, team, experience, schedule, fee’s, fee structure, and alternatives. Once the initial rating was completed the top 3 vendors were invited to do presentations to the cities. Once these were completed, the cities selected the top firm. The following cities have executed the contract for orthophoto acquisition, West Covina, Duarte, City of Industry, and Monrovia. The GIS team which consisted of representatives from Community Development, Redevelopment, Light & Water, and Information Services met with the selected vendor several times to refine specific needs for Azusa. This includes the additional water service area that extends south of the City, and a portion that is east. The attached map outlines the project boundaries. Product Accuracy All the mapping data and products that will be generated for the City of Azusa under this project will meet the National Map Accuracy Standards for the defined scale of data. Deliverable Items 1. Flight maps 2. One set of color 9”x9” contact prints 3. A control survey report 4. An aerial triangulation report 5. 2-foot contour sheets in digital format as AutoCAD and ArcView shape files (preliminary plan indicates 100 2500’ x 2500’ tiles). 6. Planimetric data as sheets in digital format as AutoCAD and ArcView shape files (preliminary plan indicates 100 2500’ x 2500’ tiles). 7. 0.5 foot resolution color digital orthophotos in digital format as TIFF files with TIFF world files (preliminary plan indicates 100 2500’ x 2500’ tiles). A detailed explanation is found in the attached base-mapping proposal. Project Costs The total cost to perform all the services for this project are $ 149,600. This includes the city, all water service areas, and the Monrovia Nursery County area that is within our sphere of influence. The services are itemized in the attached project cost breakdown. Project Schedule The preliminary project schedule is attached. As you will notice it is based on the date of fly over and this is contingent on weather and other factors. This project will take between 10- 12 months. FISCAL IMPACT This project is funded at 75% by the Light and Water Department and the remaining 25% is funded with CIP carry over for GIS projects.
