SPECIFICATION OF FACLITIES MAINTENANCE SUPERVISOR
RECOMMENDATION
The Personnel Board recommends, pursuant to the City of Azusa Civil Service Rules Section
3.8 and 3.9, that the City Council adopt the following actions:
•Reclassification of an Electrical Engineer to Senior Electrical Engineer in the
Utility Department (Azusa Light & Water);
•Updated Class Specification of Facilities Maintenance Supervisor.
BACKGROUND
The incumbent holding the title of Electrical Engineer started employment with Azusa Light
& Water (AL&W) in February of 1992. Duties and responsibilities then were much less
demanding than today due to the relative uncomplicated system internally and static
external regulatory environment.
Over the past eleven years, the incumbent has been tasked with duties and responsibilities
well beyond the current level of Electrical Engineer. After the acquisition of Azusa Valley
Water Company in 1993, AL&W created an Engineering Division to consolidate electric and
water engineering functions within one small division. The Electrical Engineer was given
supervisorial responsibility over the division. With the onset of deregulation and distributed
generation, the incumbent was also given the responsibility of tracking the development of
distributed generation and preparing and advising management of strategies in the
implementation of distributed generation policy and practices. Additional responsibilities
have been undertaken to include management of the City’s dark fiber (constructed by
Charter), and a telecommunication feasibility study.
Lastly, with the increasing demand on system growth and reliability, the classification of
Electrical Engineer was given the responsibility of getting additional substation capacity in
1997. This responsibility has resulted in the incumbent again taking a leadership role and
having strong involvement in the construction of the second point of interconnection
(substation) with Edison.

The proposed salary for the classification of Senior Electrical Engineer is based upon an
external salary survey conducted by the Utility Department (attachment A). The proposed
monthly salary is $6,693.00 - $8,135.38 (formerly Electrical Engineer $5,790.78 - $7,038.70).
The proposed adjusted monthly salary is approximately 15.5% above the Electrical Engineer
salary and allows growth within the new range for the incumbent. This adjustment brings
the classification within a range comparable to the external market and within the City’s
internal salary structure.
The classification of Senior Electrical Engineer will remain under the Compensation and
Benefits Memorandum covering Azusa Middle Management Association.
On September 11, 2001, the Personnel Board approved a recruitment request for the position
of Facilities Crew Supervisor. At that time, it was determined the classification would help
formulate the needs of the Public Works Department, Facilities Division in the area of
contract administration, specification writing and plans review. After a short review, it was
discovered these areas were not met within the classification of Facilities Crew Supervisor,
but called for a slightly higher classification level. The position actually requires an
incumbent with strong skills in project management and in managing capital improvement
projects as they related to buildings and city facilities. Additionally, the incumbent needs to
possess effective personnel management skills to schedule work, motivate staff and
interface with customers one on one. The higher skill level is better suited by the
classification of Facilities Maintenance Supervisor.
The classification of Facilities Maintenance Supervisor is commensurate with existing
supervisorial levels in the Public Works Department. Classifications at the same level include
Street Maintenance Supervisor and Park Maintenance Supervisor. Each of these
“Supervisor” level classifications are distinguished from the “Crew Supervisor” level in that
in that the Crew Supervisor is a working lead supervisor directly overseeing a crew. The
Supervisor level classifications are second line supervisors over Crew Supervisors and work
closely with managers and department heads to accomplish the goals and objectives of the
divisions and Public Works Department.
This position will remain assigned under the Compensation and Benefits Memorandum
covering Laborers International positions. The salary for this position is recommended at
$3,905.86 - $4,712.14 (formerly at the Crew Supervisor level of $3,484.76 - $4,200.29). This is
an increase of 12.2% over the existing “Crew Supervisor” level salary and brings the Facilities
Maintenance Supervisor monthly salary commensurate with the existing two Supervisors
(Streets and Parks) within the Public Works Department.
FISCAL IMPACT
The fiscal impact for the reclassification of the Senior Electrical Engineer is $1,370 and will be
absorbed entirely by the Electrical Fund for the remainder of the 2002-03 Fiscal Year. The
fiscal impact of the salary adjustment for the classification of Facilities Maintenance
Supervisor is $2,050 for the remainder of the 2002-03 Fiscal Year. The amount will be
absorbed through salary savings in the Public Works Department.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING THE CITY’S CLASSIFICATION PLAN AND
ESTABLISHING COMPENSATION FOR THE CLASSIFICATIONS OF
SENIOR ELECTRICAL ENGINEER AND FACILITIES MAINTENANCE SUPERVISOR
WHEREAS, the Municipal Code and Civil Services Rules of the City of Azusa require
that amendments or revisions to the Position Classification Plan be approved by Resolution
of the City Council; and,
WHEREAS, it has been determined that the classification of Senior Electrical Engineer, under
the Salary and Benefits Memorandum covering Middle Management position; and the
classification of Facilities Maintenance Supervisor, under the Salary and Benefits
Memorandum covering Laborers International; and,
WHEREAS, it has been determined that the appropriate compensation for these positions
are as follows:

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa
does hereby adopt the above salary ranges for the classifications of Senior Electrical
Engineer and Facilities Maintenance Supervisor, thereby amending the City’s Position
Classification Plan.
