SUBJECT: EXTENSION OF EMPLOYMENT CONTRACT WITH MR. MIKE LORUSSO FOR THE PUBLIC
WORKS DEPARTMENT -
RECOMMENDATION
It is recommended that the City Council approve the “Employment Contract” with Mr. Mike Lorusso,
effective March 26, 2003 through June 30, 2003.
BACKGROUND
Mike Lorusso has provided excellent personnel and contract oversight for the Department of Public
Works in the past nineteen months. He has managed the following projects in the same period:
•City Auditorium Interior Renovations
•City Facilities HVAC Replacement
•City Facilities Lighting Upgrades
•City Facilities Roof replacements
•City Yard Clarifier Installation
•Public Swimming Pool Upgrades – mechanical, decking, and interior renovation
•Women’s Club Upgrades – HVAC, mechanical, electrical, and structural
•City Yard Main Gate Security System
•City Yard Auxiliary Gate Placement
•Memorial Park Upgrades – project identification and bid spec development
•Completion of a 4 Year Facilities Needs Assessment

Currently, there is a supervisory vacancy in the Facilities Division. The Division is undermanned with a list
of capital projects that require special attention:
• Womens Club Phase II – identification of kitchen and storage projects contingent upon fund
availability after all costs are firmly identified for HVAC, structural, mechanical, and electrical
projects.
• Memorial Park Phase II – project oversight on the Memorial Park Capital Projects Bid Package as
well as oversight on miscellaneous projects not included in the capital project scope of work.
• An analysis of the recently acquired Health Center to include long term capital improvements
over the next 4 years as well as identification of annual operating costs.
• Space Planning at the City Yard to for the Parks Division and the Engineering Division.
• Space Planning for efficient work stations at the West Wing of City Hall.
The Department of Public Works and Human Resources are currently in the process of recruiting for a
“Facilities Maintenance Supervisor” position for the Facilities Division. We anticipate having this vacancy
filled on or before the termination date of this contract (June 30, 2003). Mr. Lorusso’s services are
needed for the interim. The attached contract will engage Mr. Lorusso for three months to:
1. Manage the day-to-day operation of the City’s Facilities Division, supervise personnel, interface
with customers, and oversee contract services.
2. Develop bid packages and other documents to satisfy all City purchasing procedures and
requirements for Public Works Projects. And,
3. Administer contracts with contractors, document work performed, and process payments
through appropriate channels.
Mr. Lorusso will be paid the same monthly salary of $6,118 that he is being paid under the current
contract with the City.
FISCAL IMPACT
Salary savings, due to vacancies in Facilities and Streets Divisions, will be used to pay for the contract
services.
