SUBJECT: A LICENSE AGREEMENT BETWEEN THE CITY AND PROPERTY OWNER LARRY D. SUTTON FOR
THE PROPERTY AT 145 S. RANBURN AVENUE
RECOMMENDATION
It is recommended the City Council approve A License Agreement between the City of Azusa and private
property owner Larry D. Sutton and authorize the City Manager to execute the agreement.
BACKGROUND
As part of the City of Azusa Neighborhood Improvement Program, staff has met with and negotiated a license
agreement (copy attached) to install and maintain a decorative masonry block wall across the rear of 145 S.
Ranburn Avenue, and to install and maintain signage identifying the City of Azusa on the Citrus Avenue side of
the block wall visible to motorists exiting the East-bound 210 Freeway at Citrus Avenue. The property is owned
by Mr. Larry D. Sutton, who has approved a no fee license agreement in order for the city to construct the
improvements. The proposed masonry wall would be similar in construction to the one installed at the Vernon
Avenue off-ramp last year. Utilizing similar construction design will provide continuity and provide greater city
identity via the gateway concept.
The proposed signage will consist of raised anodized channel lettering identifying the “City of Azusa” and
provide directional signage identifying the “University District” to the North and the “Edgewood District” to
the South. The proposed directional signage would be consistent with the new General Plan guidelines and
lend itself to establishing unique areas of the city.
The improvement project on the private property is very limited in scope with minimal investment, and will
provide long-term returns in the form of municipal identity, while improving the quality and character of a well-
traveled corridor through the city.
FISCAL IMPACT
The cost of installing the block wall and installing raised channel lettering is estimated at approximately
$6,500, which will be funded from the Azusa Neighborhood Improvement Program working budget.
