ACCOUNTANT-REDEVELOPMENT VIA: RICK COLE, CITY MANAGER DATE: APRIL 21, 2003 SUBJECT: THE INTERNATIONAL CHURCH OF THE FOURSQUARE GOSPEL/RELEASE OF LEASE OBLIGATION RECOMMENDATION It is recommended that City Council approve the International Church of the Foursquare Gospel’s request for release of lease obligation. BACKGROUND On November 6, 1984, the City entered into a 25-year lease agreement with International Church of the Foursquare Gospel for use of a City-owned 0.75 acre vacant lot located adjacent to 325 S. Azusa Avenue. The Church intended to construct and operate modular classroom units on the property for the Alpha Christian Elementary School. The school operated until June 1990, when it was closed due to financial difficulties. In July 1994, Pastor Rick MacDonald sent a letter to the Mayor requesting release from the lease obligation. Although the letter was sent to Council, no formal action was ever taken. As a result, the Church is still listed on Los Angeles County’s possessory interest tax rolls as a tenant of the City. To rectify this matter, staff requests that Council approve releasing the International Church of the Foursquare Gospel from its lease obligation, effective for the current tax year. FISCAL IMPACT There is no current fiscal impact. Although the Lessee was paying $100/month, those payments were discontinued in 1994. Prepared by Roseanna J.
