HomeMy WebLinkAboutAgenda - October 5, 2020 10/5/2020 - 1 - AGENDA REGULAR MEETING OF THE CITY COUNCIL, THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY, THE PUBLIC FINANCING AUTHORITY OF THE CITY OF AZUSA CORONAVIRUS (COVID-19) ADVISORY Due to the state and local State of Emergency resulting from the threat of Novel Coronavirus (COVID-19), Governor Newsom has issued Executive Order N-29-20 in which Section 3 supersedes Paragraph 11 of Executive Order N-25-20 (issued on March 12, 2020) addressing Brown Act regulations. This new order states that the City does not need to make a physical location available for members of the public to observe a public meeting and offer public comment. The Order allows the City to hold City Council/Board meetings via teleconferencing and allows for members of the public to observe and address the meeting telephonically or electronically. To comply with the recent Health Orders issued by the Governor and Los Angeles County Health Department, the City Council meeting scheduled for Monday, October 5, 2020 at 6:30 p.m. will be closed to the Public. Those wishing to comment on items on the closed session agenda 6:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 926 2856 7872 between 6:00 P.M - 6:30 P.M. Those wishing to make public comment on the Regular City Council meeting agenda 7:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 979 2864 2127 between 6:30 P.M. – 7:30 P.M. No calls will be accepted after 7:30 P.M. Please note if you call in for Public Comment, you will be placed in a waiting room up until your turn to speak. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. DISCUSS AND PROVIDE DIRECTION REGARDING ASSEMBLY BILL 571 (AB 571) MANDATORY LOCAL CAMPAIGN CONTRIBUTION LIMITS. RECOMMENDED ACTION: Option 1) Discuss and decide on setting contribution limits or keeping it as unlimited amount from one contributor. Option 2) Introduce First Reading, by title only, the following Draft Ordinance No. 2020-07: AN ORDINANCE OF THE CITY OF AZUSA, CALIFORNIA, ADDING CHAPTER 2 ARTICLE I SECTION 2-3 GENERAL PROVISIONS OF THE AZUSA MUNICIPAL CODE ESTABLISHING CANDIDATE CAMPAIGN CONTRIBUTION LIMITS Option 3) Declare it will accept the default limits set by FPPC as a result of passage of AB 571. 2. DISCUSS AND PROVIDE DIRECTION REGARDING UTILITY BOARD MEETING SCHEDULE. RECOMMENDED ACTION: Discuss and provide direction regarding the Regular Time and Place of Monthly Utility Board Meetings. 10/5/2020 - 4 - E. CONSENT CALENDAR – CITY COUNCIL/SUCCESSOR AGENCY The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF SEPTEMBER 21, 2020 AND SPECIAL MEETINGS OF SEPTEMBER 23, 2020 AND SEPTEMBER 28, 2020. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED SEPTEMBER 17, 2020 THROUGH OCTOBER 1, 2020. RECOMMENDED ACTION: Adopt Resolution No. 2020-C54 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. AUTHORIZE STAFF TO SUBMIT ANNUAL FUNDING PLAN FOR FY 2020/2021 TO LOS ANGELES COUNTY FLOOD CONTROL DISTRICT TO RECEIVE MEASURE W FUNDS THROUGH THE SAFE, CLEAN WATER PROGRAM. RECOMMENDED ACTION: Authorize staff to submit Annual Funding Plan for FY 2020/20201 to Los Angeles County Flood Control District in order to receive Measure W funds through the Safe, Clean Water Program. 4. APPROVAL OF AMENDED AND RESTATED MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF AZUSA AND THE AZUSA MID MANAGEMENT ASSOCIATION (AMMA). RECOMMENDED ACTION: Approval of amended and restated Memorandum of Understanding between the City of Azusa and the Azusa Mid-Management Association for the term of July 1, 2020 through June 30, 2024. 5. ACCEPTANCE OF GRANT FROM CALIFORNIA LIBRARY LITERACY SERVICES (CLLS). RECOMMENDED ACTION: Accept the grant award from California Library Literacy Services (CLLS); and Approve necessary budget amendments and adjust the current fiscal year budget accordingl y. 6. ACCEPTANCE OF GRANT FROM CALIFORNIA STATE LIBRARY FOR FAMILY LITERACY. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING AND UPDATING THE PROCLAMATION OF LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19). RECOMMENDED ACTION: Review and adopt the following Resolution No. 2020-C62: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING AND UPDATING THE PROCLAMATION OF LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19) 10. ADOPT 2020 LOCAL GUIDELINES FOR IMPLEMENTING THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. RECOMMENDED ACTION: Approve Resolution No. 2020-C63 adopting the 2020 Local Guidelines for Implementing the California Environmental Quality Act for the City of Azusa. 11. REQUEST FOR 2ND AMENDMENT TO THE CONTRACT FOR CONSTRUCTION OF THE WEST WING BUILDING REMODEL PROJECT TO 2A CONSTRUCTION AND 2ND AMENDMENT TO THE PURCHASE ORDER TO CATALYST FOR NEW OFFICE FURNITURE. RECOMMENDED ACTION: Approve 2nd Contract Amendment to 2A Construction of Santa Ana, California for Consumer Services Project WWBR-2020-01 in a new total not-to-exceed amount of $246,618.00, of which a total $37,118.00 is for the additional scope of work, plus an existing allowance of $20,950.00 for potential change orders; and Authorize the Mayor to execute the document on behalf of the City in a form acceptable to the City Attorney; and Approve 2nd Purchase Order Amendment to Catalyst in a new amount new total amount not- to-exceed $178,000.00, of which $84,213.49 is for the new furniture, plus an existing allowance of $9,717.87. 10/5/2020 - 6 - F.
