The City Council of the City of Azusa met in adjourned regular session at the above time and place. Mayor Memmesheimer called the meeting to order. Call to Order Present at Roll Call: Councilmen: Rubio Cooney, Solem, Roll Call McLees, Memmesheimer Also Present: City Administrator Foxworthy, Deputy City Clerk Roehrich, City Clerk Miller The City Clerk presented affidavits of posting of Affts.Posting notices of adjourned meetings of June 7 and June 16, Not.Adj.Mtgs. 1965. A request was received from the American Little League Exempt permit of Azusa, requesting exempt permit for a fund-raising for fund - dance to be held on 6/25/65 at the Machinists Hall, raising dance 521 N. Virginia Avenue. by Amer.Little League, 6/25/6! Moved by Councilman McLees, seconded by Councilman Rubio and unanimously carried to grant the request, provided the necessary deposit for clean-up is paid and cleared with the Police Department. The budget synopsis was presented and discussed. Budget Synop- sis Council considered budget requests for Conferences, Conferences, Dues, Memberships, etc. (Object Account 330). Dues, etc. (Obj.Acct.330) The Mayor brought to Council's attention the letter from Governor Brown re: Conference on Children and Youth, to be held in two sections: the first in Sacra- mento on November 11, 12 and 13, and the second in Long Beach on February 10, 11 and 12. The Mayor planned to attend the conference in November. Councilman Rubio discussed the Sister City Program and stated he has taken over the chairmanship for the time being. Discussion was held regarding attendance at the Sister City Conference to be held in Santa Monica. Discussion was held regarding the Police Captains Conference to be held in San Diego. Moved by Councilman Cooney, seconded by Councilman Solem Council and unanimously carried to add $900 to Account #5010 Acct. O10) (Council), Object Account 330, for the Sister City Police Conference in Santa Monica and for the Governor'sAcct.#5210) Conference on Children and Youth in Sacramento; and to Obj Acct.330) add $100 to Account #5210 (Police), Object Account 330, for the Police Captains Conference in San Diego. After discussion, it was 1 1 1 CITY HALL AZUSA, CALIFORNIA WEDNESDAY, JUNE 16, 1965 Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried to add $29,500 to Account #5611 (Parks), Object Account 330, to $2,500 already approved, making a total of $32,000. Some discussion was held regarding budget requests for Capital Outlay, but no action was taken by Council at this time. After discussion re: car allowances, it was Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that requests for car allowance be approved as submitted, to include the Planning Director if he desires, with no further expansion of requests. Discussion was held re: salaries of City Administra- tor, Recreation Director, and Planning Director, but no action taken by Council. An oral report was given of the recommendations of,the Salary Committee, as follows: 1. That the requests of the Planning Director and Recreation Director for salary increase be referred to the Personnel Board for study and recommendation. That Gold -Thompson Co, be engaged on a monthly retainer basis to conduct a reclassification study, as recommended by the Personnel Board, with the report to be submitted by April 15, 1966. 3. That the recommendation of the Personnel Board for a 3% salary increase to all City Employees be accepted. 4. That the request of the City Employees Associa- tion in their letter of April 28, 1965, pertain- ing to job classifications in the Ranges 11 thru 15, be referred to the Personnel Board for study and recommendation. 5. That the item of $600 annual salary increment as Deputy License Collector for Mrs. Gladine Ryrie be deleted from the budget as it was found, after reviewing her position, that this was part of her duties. 6. That the City Administrator's salary be increased 5% in addition to the 3% increase granted to all City employees, as a step toward eliminating the differential existing between the City Administra- tor's position and the next highest paid depart- ment head below that of City Administrator. Moved by Councilman Rubio, seconded by Councilman Solem and unanimously carried to accept the recommendations of the Salary Committee. Council suggested that a written report of the Salary Committee be submitted. Moved by Councilman Cooney, and unanimously carried that amended, be approved. seconded by Councilman McLees Appvd.Cap. Library (Account #5510) be approved at 30 mils per @ 30 mils assessed valuation. (Acet.#5510) Moved by Councilman Cooney, seconded by Councilman Rubio Approp.bal. and unanimously carried that any funds left over be funds for appropriated in this year's budget for Police facilities.
