DRAIN UPGARDES
RECOMMENDATION
It is recommended that the City Council approve the Sewer and Storm Drain Upgrades project plans and
specifications and authorize the City Clerk to advertise for bids.
BACKGROUND
Sewers
The City’s Master plan of Sewers, prepared in 2002, identified several deficiencies in the City’s sewer
system and recommended upgrades. Improvement areas for years one and two were selected for
enhancement at the following locations:
1. Enid Avenue, from Gladstone to Grandview, 780’
2. Calera from Mauna Loa to Holleyvale, 640’
3. Azusa Alley (the alley between Azusa and San Gabriel), from First to Foothill, 5100’
The existing lines are 8 inches in diameter and the Master plan recommended increased pipe sizes. The
new pipes will be 15 inches (except for a section of the Azusa Alley, which will be 18 inches for about 3200
feet).
As part of the sewer upgrades, the streets will be completely resurfaced with an asphalt concrete overlay
and the alleyways re-constructed.
Storm Drain Improvement on Soldano Avenue
The surface run-off water on Soldano Avenue has, for years, sheet-flowed over the County facility
adjacent to the Little Dalton Wash and into the channel. The constant flow of water has begun
undermining the Wash walls and needed to be re-directed.
To protect the structural integrity of the Little Dalton Wash, the surface water will be collected in two
catch basins and conveyed, via a pipe, into the channel directly. Plans have been prepared to install the
two catch basins and we have already received a construction permit from the County to begin the
construction phase. The estimate for the storm drain improvement is $48,000.
Both sewer and storm drain projects have been combined in order to potentially realize cost savings in
contractor mobilization.
FISCAL IMPACT
While only phase one of the sewer project was funded in the current fiscal year, the design was
completed for projects in years 1 and 2, both. There is a request in the upcoming year’s budget for year
two sewer upgrades in the amount of $555,000. This project will be advertised in one package for years
one and two. In case additional sewer funds are not secured for the year two projects, the unfounded
portion of the project will be deferred.
Engineer’s estimate for the total project cost is $1,200,000 from the following sources:
