TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: RANDY NORIEGA, DIRECTOR OF PARK PLANNING AND DEVELOPMENT

DATE: MAY 5, 2002
SUBJECT: APPROVAL OF BID DOCUMENT AND PLANS AND SPECIFICATIONS FOR THE MEMORIAL
AND NORTHSIDE PARK’S BALL FIELD BACKSTOP, ATHLETIC FIELD, AND TENNIS COURT
FENCING REPLACEMENT PROJECT FOR PURPOSES OF FORMAL PUBLIC BIDDING AS PER
CITY POLICY
RECOMMENDATION:
It is recommended that City Council approve the bid documents and plans and specifications for the
Memorial and Northside Park’s ball field, athletic field, and tennis court fencing replacement project for
the purpose of formal public bidding as per City policy.
BACKGROUND:
In the FY2002 Capital Improvement Project Budget , Memorial Park fencing replacement was initiated
through the use of Proposition A funds. However, there were not sufficient funds to complete the entire
project. The FY2003 CIP includes sufficient funding in Proposition 12 funding to complete the Memorial
Park Fencing Project that includes the east softball field, the south and east athletic field perimeter
fencing sections, the north west baseball field backstop foul ball netting area and snack bar/bleacher
area and tennis courts. Due to the similarity in projects and available funding through the Mountain Cove
Community Facilities District these specifications include tennis court fencing replacement at Northside
Park. Other funded park fencing projects are dependent on other work being completed first and will be
bid as a separate project(s).
FISCAL IMPACT:
The Memorial Park Project is funded with $124,000 of Proposition 12 dollars. The Northside Park Project
is funded with $30,000 in Mountain Cove CFD dollars. The project budget total is $154,500.
