CITY OF AZUSA
MINUTES OF THE CITY COUNCIL
SPECIAL MEETING
MONDAY, FEBRUARY 10, 2003 - 6:30 P.M.
The City Council of the City of Azusa met in Adjourned Regular session, at the above date and time in the
Azusa Light and Water Department Conference Room located at 729 N. Azusa Avenue, Azusa, California.
Mayor Madrid called the meeting to order.

ALSO PRESENT:
City Manager Cole, Assistant City Manager Person, Community Development Director Bruckner, Director
of Recreation and Family Services Jacobs, Human Relations Commission Coordinator Parker, Director of
Human Resources Cross, Director of Public Works Nakasone, City Librarian Tovar, Public Information
Officer Quiroz, Luisa Miranda, Volunteer, Acting Finance Director Kenoyer, Director of Park Planning and
Development Noriega, Chief of Police Davis, Information Systems Manager Gray-Gaynor, City Clerk
Mendoza, Deputy City Clerk Toscano
PUBLIC PARTICIPATION
Mr. Manual Pedroza addressed Council stating that he purchased his home in Azusa with the help of the
City. He requested that he be allowed to refinance his home in order to allow him to consolidate his bills.
City Manager Cole responded stating that there is a $13,000 second trust deed on his home by the City and
there is a policy that refinancing cannot take out funds. He asked that Council designate a sub-committee
to address this issue. Councilmember Chagnon was selected to look into the issue with City Manager Cole.
Assistant City Manager Person addressed Council and staff presenting the Semi-Annual Report to City
Council on the Workplan Progress. He provided a summary of the Workplan for the following
departments and projects: City Clerk, City Manager, Azusa Health Clinic, Fire Contract with Los Angeles
County, Human Relations Commission, City River Projects, Neighborhood Improvement Zone (NIZ)
Program, Economic Development Department, Finance, Human Resources, Information Technology,
Library, Planning, Police, Public Works, Parks and Recreation and Family Services. He and City Manager
Cole responded to questions posed.
Assistant City Manager Person presented an organizational chart and talked about reorganization of
certain departments. It was noted that certain departments will be handled under the City Manager and
others will be handled under Assistant City Manager. Discussion was held.
City Manager Cole spoke about possible changes in the budget due to State budget cuts, and current
Goals: Fiscal Growth, Neighborhood Improvement, Organizational Transformation. He noted that there
were four principle goals when he began his tenure at the City and detailed what they have meant to him
and asked if the Workplan as presented reflect the Councilmembers goals.
Lengthy discussion was held between Councilmembers and staff regarding the proposed projects,
specific areas of concern, responsibilities for certain projects, suggestions on how to market certain

projects and additional services that could be imposed. Some of the specific issues discussed were: free
swim program, Azusa Health Center, and Atlantis Gardens.
It was consensus of Councilmembers to adjourn.
