JOHNSON, DIRECTOR OF ADMINISTRATIVE SERVICES DATE: OCTOBER 19, 2020 SUBJECT: HUMAN RESOURCES ACTION ITEMS BACKGROUND: This action approves Personnel Action Requests reviewed and recommended by the Personnel Board. RECOMMENDATIONS: Staff recommends the City Council take the following actions: 1)Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s); and 2) Authorize the City Manager and City Attorney to execute the attached Side Letter of Agreement between the City and the International Brotherhood of Electrical Workers (IBEW) bargaining group revising Section 14.2 Differential Pay – Rubber Gloving of their MOU expiring July 31, 2021. Senior Recreation Leader ACEA Pending Creation $2,775.07 $3,373.11 IBEW MOU Revision to Section 14.2 – Rubber Gloving A current discrepancy exists between the step in which an employee in the Linemen series is required to ‘work hot’ on electrical poles and when they receive pay for such work. The attached Side Letter Agreement, if approved by Council, will allow those in Step 4 of the City’s Linemen Apprentice program to receive Rubber Glove pay. FISCAL IMPACT: All proposed changes were approved with the FY 2020/21 Adopted Budget and/or are able to be absorbed with anticipated salary savings from the current year budget. Side Letter Agreement – IBEW Rubber Gloving Page 1 of 2 CITY OF AZUSA SENIOR RECREATION LEADER DEFINITION Under direction, the Senior Recreation Leader is responsible for projects of the Recreation Division including senior and youth programs, summer activities, and special events, as well as supporting other critical administrative needs of the Department and Division. ESSENTIAL FUNCTIONS The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. Trains, assigns, supervises and evaluates all recreation staff. Orders inventory and equipment. Coaches and supervises recreation participants and programs; assists with activity registration and scheduling; inventories, manages, and distributes equipment; may assist in the coordination of transportation to and from events. Performs recreation program planning, scheduling and implementation in one or more specialized areas. Provides customer service; answers and returns phone calls; performs a variety of clerical duties to include typing, filing, and preparing documents. Sets-up and tears-down equipment for events; maintains scores for games and activities; assists public works staff as needed. Schedules and coordinates officials and referees. Performs community outreach at schools, health fairs, and other community events; distributes flyers and mailers. Completes accident and injury reports as needed. May work weekends and/or overtime hours as needed. Performs related duties as required. CLASS CHARACTERISTICS This single position class receives general supervision from the Recreation Manager and is responsible for exercising functional supervision of assigned activities to include scheduling, set-up, break-down, and promotion of events. This position is also responsible for exercising lead supervision over part-time Recreation staff. QUALIFICATION GUIDELINES Education and/or Experience Completed two years of college coursework in Recreation, Physical Education, Public Administration, or related field; AND one (1) year of professional experience in a recreation or related position with demonstrated increasing responsibility. Two years of experience may be substituted for each of the years of education. Attachment 1 Senior Recreation Leader Class Specification Page 2 of 2 Knowledge and Skills Knowledge of the activities, facilities, arrangements, resources, and equipment common to modern health and recreation programs. Working knowledge of programs for maintaining security and enforcing regulations at parks and recreational facilities. Knowledge of supervisory principles and practices; general office practices; customer service etiquette and methods; project and time management methods and practices; sports activities, equipment, and rules; work safety policies, procedures, and practices. Ability to operate basic office equipment; interact with the public and other contacted in the course of work professionally and tactfully; establish and maintain effective working relationships; communicate clearly both verbally and in writing. MARGINAL FUNCTIONS These are position functions which may be changed, deleted, or reassigned to accommodate an individual with a disability. SPECIAL REQUIREMENTS Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory driving record at time of hire. Must possess Infant, Child, and Adult CPR and First Aid certifications at time of hire. Environmental Conditions Work is performed throughout City recreation site and facilities; may be exposed to heat and outdoor conditions, bodily fluids from injuries, and cleaning agents; incumbents may be required to work extended hours including evenings and weekends from time-to-time. Physical Conditions Primary functions require sufficient physical ability and mobility; to stand or sit for prolonged periods of time; to stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination; and to verbally communicate to exchange information. SIDE LETTER OF AGREEMENT BETWEEN CITY OF AZUSA AND THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS This Side Letter of Agreement (“Agreement”) between the City of Azusa (“City”) and the International Brotherhood of Electrical Workers (“Association”) (collectively “Parties”) is entered into with respect to the following: WHEREAS, the Parties have a Memorandum of Understanding (“MOU”) that commenced on August 1, 2017 and is set to expire on July 31, 2021; WHEREAS, the Association and the City agrees a discrepancy exits between the City’s Linemen Apprentice Program and the pay for the Rubber Gloving in the MOU; WHEREAS, the MOU currently provides the 6% differential Rubber Gloving pay at successful completion of Step 5 of the Apprentice Program; WHEREAS, the City’s Apprentice Program assigns work in ‘hot rubber gloves’ in Step 4 of the Apprentice Program. LET IT BE RESOLVED, that MOU section 14.2 Differential Pay – Rubber Gloving will be replaced with: After successful completion of training in Rubber Gloving and the formal initiation of a rubber gloving program by the utility as declared by the Utilities Director, the following classifications shall receive a 6% differential to their base monthly salary: Electric Distribution Supervisor Electric Crew Supervisor Line Mechanic Apprentice Line Mechanic (Step 4 of Apprentice program, not salary range) LET IT ALSO BE RESOLVED, that the differential for those at Step 4 of the Apprentice Program shall be paid the 6% base pay for Rubber Gloving from the later date of October 1, 2020 or the first date the apprentices were assigned to perform hot work in rubber gloves.
