HomeMy WebLinkAboutE-6 Staff Report - Resolution for blanket Measure A app approvalCONSENT ITEM E-6 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKI CARPENTER, COMMUNITY RESOURCES DIRECTOR DATE: OCTOBER 19, 2020 SUBJECT: ADOPTION OF RESOLUTION ALLOWING STAFF TO APPLY FOR MEASURE A ALLOCATIONS BACKGROUND: In November of 2016, Los Angeles County voters approved Measure A through a supermajority vote (2/3 or 66.67 percent). Measure A is a parcel tax on improved properties, which took the place of assessments from 1992 and 1996, which were expired or have since expired. The tax is to support projects consistent with the 2016 Countywide Parks Needs Assessment. Currently, a separate resolution is required prior to staff applying for each grant to be funded by Measure A. The attached resolution would allow staff to submit the application and obtain approval prior to coming to City Council for grant acceptance and more specific project details. Projects submitted for approval will be consistent with those identified by the Parks and Recreation Commission as priority projects and subsequently included in the CIP Budget Requests. RECOMMENDATION: Staff recommends that City Council take the following action: 1)Approve Resolution No. 2020-C65 providing blanket authority to staff to file applications for grant funds from the Los Angeles County Regional Park and Open Space District for Measure A funding for projects and programs. The tax, as approved, is to develop or implement projects consistent with the 2016 Countywide Parks Needs Assessment. including, but not limited to, projects protecting, developing, enhancing, and preserving parks, play areas, beaches, open APPROVED CITY COUNCIL 10/19/2020 Measure A Blanket Application Resolution October 19, 2020 Page 2 space lands, natural areas, waterways, water resources, and equestrian facilities, promoting health and encouraging community use including for seniors and youth, investing in areas with high needs for parks, developing and improving local regional recreational facilities, maintaining and improving park safety, healthiness, and accessibility, and providing and facilitating safe places to play, afterschool programs, career development, job training, educational and cultural resources. In order to submit an application for use of these funds, there are a number of Los Angeles County Regional Park and Open Space District requirements in the way of outreach and community engagement. Community engagement must be preceded by robust outreach that encourages meaningful public participation and inclusive decision-making processes. Based on the annual amount of Azusa’s allocation (between $140,000 - $160,000 thus far), a minimum community engagement of one Information Sharing engagement and either two Concurrent Participatory Engagements or one Dedicated Participatory Engagement are required. Information Sharing can occur at meetings, in the form of written communications such as newsletters or website posting, or through individual contact and should be done at each critical stage of each project. Concurrent Participatory Engagement actively seeks input from community members and may occur as part of any public meeting with multiple agenda items whereas Dedicated Participatory Engagement events must focus entirely on parks and open space projects, plans, or priorities. Measure A funded project application submissions will be consistent with the Parks and Recreation Commission’s priority projects, which have been included as part of the 5 Year CIP Budget Plans. Due to the extensive outreach requirements and the previous City Council approval of the projects on a conceptual level, staff is looking to streamline the process by having blanket approval to submit applications for Measure A project funding. FISCAL IMPACT: There is no fiscal impact associated with this action. Prepared by: Reviewed and Approved: Nikki Rosales Miki Carpenter Senior Management Analyst Director of Community Resources Reviewed and Approved: Sergio Gonzalez City Manager Attachment: 1) Resolution No. 2020-C65 RESOLUTION NO. 2020-C65 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING THE BLANKET AUTHORITY TO FILE APPLICATIONS FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR MEASURE A FUNDING FOR PROJECTS AND PROGRAMS WHEREAS, the voters of the County of Los Angeles on November 8, 2016, approved the Safe, Clean Neighborhood Parks, Open Space Beaches, Rivers Protection, and Water Conservation Measure (Measure A); and WHEREAS, Measure A also designated the Los Angeles County Regional Park and Open Space District (the District) to administer said funds; and WHEREAS, the District has set forth the necessary policies and procedures governing the application for grant funds under Measure A; and WHEREAS, the District’s policies and procedures require the governing body of the City of Azusa to approve of the filing of an application before submission of said application to the District; and WHEREAS, said application contains assurances that the City of Azusa must comply with; and WHEREAS, the City of Azusa will enter into Agreement(s) with the District to provide funds for acquisition projects, development projects, and/or programs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Azusa: 1.The City Council approves the blanket authority to file applications with the Los Angeles County Regional Park and Open Space District for Measure A Funds for projects or programs; and 2.The City Council certifies that the City of Azusa understands the assurances and will comply with the assurances in the application form; and 3.The City Council appoints the City Manager or designee, to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests and so forth, which may be necessary for the completion of projects or programs.
