HomeMy WebLinkAboutAgenda - October 19, 2020 10/19/2020 - 1 - AGENDA REGULAR MEETING OF THE CITY COUNCIL, THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY, THE PUBLIC FINANCING AUTHORITY, AND SPECIAL AZUSA UTILITY BOARD MEETING OF THE CITY OF AZUSA CORONAVIRUS (COVID-19) ADVISORY Due to the state and local State of Emergency resulting from the threat of Novel Coronavirus (COVID-19), Governor Newsom has issued Executive Order N-29-20 in which Section 3 supersedes Paragraph 11 of Executive Order N-25-20 (issued on March 12, 2020) addressing Brown Act regulations. This new order states that the City does not need to make a physical location available for members of the public to observe a public meeting and offer public comment. The Order allows the City to hold City Council/Board meetings via teleconferencing and allows for members of the public to observe and address the meeting telephonically or electronically. To comply with the recent Health Orders issued by the Governor and Los Angeles County Health Department, the City Council meeting scheduled for Monday, October 19, 2020 at 6:30 p.m. will be closed to the Public. Those wishing to comment on items on the closed session agenda 6:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 978 5214 8432 between 6:00 P.M - 6:30 P.M. Those wishing to make public comment on the Regular City Council meeting or Special Utility Board meeting agenda at 7:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 978 5214 8432 between 6:30 P.M. – 7:30 P.M. No calls will be accepted after 7:30 P.M. Please note if you call in for Public Comment, you will be placed in a waiting room up until your turn to speak. PUBLIC PARTICIPATION – CITY COUNCIL AND UTILITY BOARD This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. RECOMMENDED ACTION: Approve minutes as written. 10/19/2020 - 4 - 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED OCTOBER 2, 2020 THROUGH OCTOBER 14, 2020. RECOMMENDED ACTION: Adopt Resolution No. 2020-C64 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s); and Authorize the City Manager and City Attorney to execute the attached Side Letter of Agreement between the City and the International Brotherhood of Electrical Workers (IBEW) bargaining group revising Section 14.2 Differential Pay – Rubber Gloving of their MOU expiring July 31, 2021. 4. LOS ANGELES COUNTY DISTRICT ATTORNEY’S OFFICE AND THE CITY OF AZUSA OPERATIONAL AGREEMENT FOR AUGUST 1, 2020 – JULY 31, 2025. RECOMMENDED ACTION: Approve the agreement between the Los Angeles County District Attorney’s Office and the City of Azusa; authorize the City Manager, or designee, to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City; and approve subject to non-substantive changes approved by the City Attorney and City Manager. 5. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF AUGUST 2020. RECOMMENDED ACTION: Receive, review, and file the City Treasurer’s Report for the month of August 2020. 6. ADOPTION OF RESOLUTION ALLOWING STAFF TO APPLY FOR MEASURE A ALLOCATIONS. RECOMMENDED ACTION: Approve Resolution No. 2020-C65 providing blanket authority to staff to file applications for grant funds from the Los Angeles County Regional Park and Open Space District for Measure A funding for projects and programs. 7. APPROVAL OF LEASE AGREEMENT WITH OPTIONS FOR LEARNING LOCATED AT 328 N. ORANGE PLACE, AZUSA, CA. RECOMMENDED ACTION: Approve a three-year Lease, with two potential one-year extensions, to Options for Learning for Space and Modular Trailers at 328 N. Orange Place; and Authorize the City Manager to execute the Lease Agreement, in a form acceptable to the City Attorney, on behalf of the City. 10/19/2020 - 5 - 8. CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT AMENDMENT WITH KOA CORPORATION FOR THE TRAFFIC MANAGEMENT SYSTEM PROJECT. RECOMMENDED ACTION: Approve an agreement amendment in the amount of $175,286, which includes a 10% contingency for potential change orders, increasing the not-to-exceed amount to $874,487, in a form acceptable to the City Attorney, on behalf of the City; and Authorize the City Manager to execute an agreement amendment with KOA Corporation, in a form acceptable to the City Attorney, on behalf of the City. 9. REQUEST TO INCREASE FISCAL YEAR 2020/21 BLANKET PURCHASE ORDER FOR EMERGENCY COVID-19 CLEANING. RECOMMENDED ACTION: Approve an increase to the Emergency Response Crime Scene Cleaning Blanket Purchase Order for Fiscal Year 2020/21 to a not-to-exceed amount of $70,000. 10. APPROVE THE PURCHASE OF SPORTAFENCE WHEELED SYSTEMS PORTABLE FENCE SECTIONS. RECOMMENDED ACTION: Waive purchasing procedures as authorized under Azusa Municipal Code Section 2.520(b), Sole source purchases, and approve the purchase of the SportaFence Wheeled Systems in the amount not to exceed $75,068.96 from SportaFence Marketing Enterprises, LLC; and Authorize the City Manager to execute a purchase agreement with SportaFence Marketing enterprises, LLC for the purchase of the SportaFence Wheeled Systems. AUTHORIZATION TO SOLICIT BIDS FOR PROJECT W-356 NORTH RESERVOIR REHABILITATION CAPITAL IMPROVEMENT PROJECT. RECOMMENDED ACTION: Approve the project W-356 plans and specifications; and Authorize advertisement and solicitation of bids for Project W-356 North Reservoir Rehabilitation Capital Improvement Project. 3. APPROVAL OF A ONE (1) YEAR EXTENSION FOR THREE PROFESSIONAL SERVICES AGREEMENTS FOR ON-CALL PROFESSIONAL ENGINEERING AND CONSTRUCTION MANAGEMENT SERVICES. RECOMMENDED ACTION: Approve a one-year extension of the professional services agreement with Stetson Engineering, Inc., for on- call professional engineering and construction management services; and Approve a one-year extension of the professional services agreement with Stantec Consulting Services, Inc., for on-call professional engineering and construction management services; and Approve a one-year extension of the professional services agreement with NV5, Inc. (formerly known as CivilSource, Inc.) for on-call professional engineering and construction management services; and Authorize the Mayor to execute, in a form acceptable to the City Attorney, amendments to the professional services with each of the above firms. 4. AWARD TASK ORDER 11 FOR WELL 7 REHABILITATION TO GENERAL PUMP COMPANY. RECOMMENDED ACTION: Award Task Order 11 for Well 7 Rehabilitation to General Pump Company, under the existing Master Maintenance Services Agreement, for a not-to-exceed amount of $456,802.39. 5. AWARD BID CONTRACT TO TEICHERT ENERGY & UTILITIES GROUP, INC. FOR FURNISHING AND INSTALLING UNDERGROUND ELECTRIC SUBSTRUCTURES ALONG WEST GLADSTONE STREET & SOUTH MOTOR AVENUE IN ACCORDANCE TO PLAN AND SPECIFICATION LD2020-5. RECOMMENDED ACTION: Approve the award of a construction contract for Project LD2020-5 to Teichert Energy & Utilities Group, Inc. in an amount not-to-exceed $749,764.76; and Authorize the Mayor to execute the Contract in a form acceptable to the City Attorney. 10/19/2020 - 7 - 6. APPROVAL OF THE NOTICE OF COMPLETION FOR FURNISHING AND INSTALLING OF UNDERGROUND ELECTRIC SUBSTRUCTURES ON AEROJET AVENUE IN ACCORDANCE WITH PLAN AND SPECIFICATIONS FOR PROJECT LD2020-2. RECOMMENDED ACTION: Find that TSR Construction & Inspection has completed the Aerojet conduit extension with plans and specifications for Project LD2020-2; and Approve the Notice of Completion and authorize the Mayor to execute the Notice of Completion on behalf of the City; and Authorize the City Clerk to submit the Notice of Completion for recordation to the Office of the County Recorder of Los Angeles County, within ten days of the Utility Board approval, as required by Section 3093 of the California Civil Code. 7. APPROVAL OF CANCELLATION OF OCTOBER UTILITY BOARD MEETING. RECOMMENDED ACTION: Cancel the Utility Board regular meeting on October 26, 2020. I.
