BACKGROUND:
On September 8, 2020, Well 7 was taken out of service as part of Azusa Light & Water’s
(“ALW”) Well Rehabilitation Program. To restore production capacity, and improve efficiency
and reliability, Staff recommends replacing the drive motor, pump, column, piping, liner,
packing, oil lubricated shaft, bowl assembly, and pump to waste piping. Updates in water quality
regulations require the well pump base be raised 18 inches above grade to prevent water
intrusion from flooding. Subsequently, the well building, which has exceeded its design life, will
also need to be replaced. The preceding work is proposed to be accomplished by ALW’s Well
and Booster Pump Maintenance contractor, General Pump Company, under an existing Master
Maintenance Services Agreement.
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1)Award Task Order 11 for Well 7 Rehabilitation to General Pump Company, under the
existing Master Maintenance Services Agreement, for a not-to-exceed amount of
$456,802.39.
ANALYSIS:
ALW Well 7 was originally constructed in 1920 with a capacity of 1,000 gallons per minute and
an average production of 500 acre feet per year. The well pump has not been inspected since it
was originally installed circa 1956, although the pump motor has been replaced/retrofitted
several times over the last few decades. Recent performance tests show that the well is running at
55 percent efficiency.

On September 8, 2020, Staff authorized General Pump Company, currently operating under a
Master Maintenance Services Agreement, to pull the pump, video log the entire 250 feet of the
well, and provide recommendations for repair. After a complete assessment of the well, the mild
steel casing was found to be deteriorating, with large holes seen throughout. The liner is also in
poor condition and in need of replacement to prevent collapse. With this project, the motor,
entire column, impellers and pump, oil lubricated line shaft and couplings, six bowl assemblies,
and cone strainer will be replaced. Included in the recommendation is an upgrade of the pump
strainer, impellers, bowl bolting, shaft coupling, line shaft, and head shaft with stainless steel
material to ensure long-life and limited corrosion.
Updates in State Water Resources Control Board regulations regarding water quality and source
protection require the well pump base be raised approximately 18 inches above grade to prevent
water intrusion from flooding. As a result, the well discharge piping will need to be modified.
Subsequently, the existing wooden framed well building, which was constructed circa 1956, will
also need to be replaced to accommodate the raised pump base and piping. Staff reviewed
similarly designed “roll away” style buildings for replacement that are in use by other, nearby
water districts. The style selected was found acceptable for ALW’s needs and will save
considerable costs compared to constructing a block building. The new wooden framed building
will be installed on a track, similar to the old building, allowing it to “roll away” to access the
pump and motor for future maintenance. With the approval of this Task Order, Staff will
coordinate with General Pump to start work as soon as possible to get the well back in service
before high demand summer months.
FISCAL IMPACT:
Funding for Task Order 11 is available in Water Fund 32, Capital Improvement Project Well
Rehabilitation Program – Well 7, Account No. 32-80-000-721-7130/72121A. The total project
cost for Well 7 Rehabilitation is $456,802.39, which includes a 10% contingency.

and compact area for new concrete. Install new 10" steel discharge piping through
wall of new well building including a 10” Romac Epoxy coated flex coupling
with restraints inside at well head and a 10" Victaulic connection outside for
removable section in order to roll back well building. Install new 2" air vac before
check valve. Provide and install new 10" rubber flapper swing check valve. Make
up 10" piping as needed to riser connection including injection and sample points.
Install 6" pump to waste line before 10" check valve including new 6" gate valve,
install existing 6" pump to waste control valve, and make up 6" piping as needed
to new 6” riser connection.
