SUBJECT: AMENDMENT TO RESOLUTION O1 -C4 ESTABLISHING COMPENSATION FOR NON-
CLASSIFIED/PART-TIME POSITIONS
RECOMMENDATION
It is recommended that City Council adopt the attached resolution authorizing an amendment to
Resolution 01-C4, to qualify Bicycle assignment under Special Assignment Pay for part-time Police
Officer Reserves.
BACKGROUND
In 2001 the Police Department instituted a Bicycle Patrol Unit as an enhancement to the overall
Community Oriented Policing Program (COPPS). Since police priorities must go to patrol and
detective bureaus, full-time staffing is not feasible for bicycle patrol duties. In order for the
program to be cost-effective, full-time Police Officers voluntarily flex their schedules to participate
in the program. Since flexing schedules often causes personal and operational conflicts it is
efficient to staff the program with enough volunteers to make the program effective. With this
goal in mind, the Chief of Police would like to expand the program to Reserve Officers. Currently,
one Reserve Officer has volunteered to work this assignment.
In accordance with Resolution 01-C4, Reserve Police Officers are eligible for Special Assignment
Pay of 5% limited to Motor Officers (motorcycle assignment). This is consistent with the Special
Assignment Pay provided to full-time Police Officers. As such, the proposed 2.5% Special
Assignment Pay for Bicycle Patrol is commensurate with the same percentage special assignment
pay for full-time Bicycle Patrol Officers.
FISCAL IMPACT
There is no fiscal impact. The Special Assignment Pay will be absorbed into the existing approved
operating Police Department budget for Fiscal Year 2002-2003.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA AMENDING RESOLUTION 01-C4, WHICH SETS FORTH
COMPENSATION AND BENEFITS OF NON-CLASSIFIED/PART-
TIME EMPLOYEES AND ELECTED AND APPOINTED OFFICIALS
OF THE CITY OF AZUSA
WHEREAS, Compensation and benefits covering the Non-Classified/Part-Time
Employees and Elected Officials are set forth in Resolution 01-C4, it is approprite to amend
Resolution 01-C4 as follows:
SECTION 2.4 Special Assignment Pay
2.4.3 Bicycle Patrol
In addition to hourly basic pay, a part-time employee assigned
to the duties of Bicycle Patrol by the Chief of Police or designee,
shall receive a two and one-half percent (2.5%) of the base
hourly rate of pay.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does
hereby adopt the above Section 2.4, sub -section 2.4.3 Bicycle Patrol, thereby amending
Resolution 01-C4.
PASSED AND ADOPTED by the City Council of the City of Azusa at a regular meeting
held on the 19th day of May 2003.
