SUBJECT: REQUEST TO AMEND THE 2002-2003 CIP BUDGET AND PROGRAM $120,000
FROM THE CAPITAL IMPROVEMENTS PROJECT BUDGET (CIP) FUND BALANCE TO
COMPLETE THE MEMORIAL PARK RESTROOM REPLACEMENT PROJECT FOR A
NEW TOTAL PROJECT COST OF $340,000 AND TO ACCEPT THE LOW BID FOR THE
PROJECT AND ENTER INTO AN AGREEMENT WITH 4 -CON ENGINEERING OF
FONTANA TO CONSTRUCT THE NEW RESTROOM
RECOMMENDATION
It is recommended that City Council approve the request to amend the 2002-2003 CIP budget
and program $120,000 from the CIP surplus fund to the under -funded Memorial park CIP
approved park restroom replacement project and to accept the low bid for the project and enter
into an agreement with 4 -Con Engineering of Fontana to construct the new restroom.
BACKGROUND:
This project is a direct -result or-the-Neighbmntrood Improvement Zone #2 citizens request. The
replacement of the Memorial Park ball field/picnic area restroom was the number one
improvement the residents wanted to see completed in their neighborhood park. Crane
Architectural Group of Fullerton was hired to produce the project plans and specifications. The
approved 2002-2003 CIP project budget for this project was $220,000. $120,000 of the project
budget is from CDBG, $87,500 is from the state of California Park Proposition 12 Bond Act and
the final $12,500 is from the Mountain Cove Community Facility District.
The project was approved for public bidding by the City Council on March 17, 2003. The project
was advertised through the local newspaper and the "Green Sheet" contractor's project
advertising publication. A mandatory pre-bid contractor's meeting was held on April 8, 2003 to
detail the project's requirements. Eight construction firms attended the meeting. Two sealed bids
were received and opened on the advertised deadline of April 15, 2003.
Bids were received from Katromic Contracting Inc. of Glendale in the amount of $410,000 and 4 -
Con Engineering Inc. of Fontana (the Skate park contractor) in the amount of $318,000. Both
bids received exceeded the project budget amount of $220,000.
After discussing the project with the Director of Recreation and Family Services and the City
Engineer, the following options are available.
Reject the bids and re -design the restroom to lesser standards and a reduced size of the
restroom and eliminate the much needed storage section and re -bid the project.
2. Request additional funding through non -general fund means and proceed with the project
with the low bidder.
Staff is recommending that the City add funding by programming $120,000 from the CIP Fund
Balance. The amendment to the 2002-2003 CIP budget would bring the Memorial Park restroom
replacement project budget total to $340,000. This would include a $318,000 low bidder price
and a $22,000 project contingency fund.
FISCAL IMPACT:
If Vie 2002-2003 CIP budget amendment is approved, the Memorial Park restroom replacement
project will be funded by:
