RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
MODIFYING THE DECISION OF THE PLANNING COMMISSION
RELATED TO PRECISE PLAN OF DESIGN NO. P-2002-249 WHICH
ALLOWS THE CONSTRUCION OF TWO CONCRETE TILT-UP
INDUSTRIAL BUILDINGS AT 720 NORTH TODD AVENUE.
WHEREAS, the Planning Commission of the City of Azusa, has given notice thereof as
required by law, held a public hearing on the application of Howard Parsell, with respect to the
requested Precise Plan of Design No. P-2002-249, to construct two concrete tilt-up industrial
buildings at 720 North Todd Avenue; and
WHEREAS, on April 16, 2003, the Planning Commission carefully considered all pertinent
testimony and the staff report offered in the case as presented at the public hearing. Based on the
required findings, the Planning Commission approved Precise Plan of Design No. P-2002-249,
subject to the conditions of approval marked Exhibit “A” dated April 16, 2003.
WHEREAS, the Planning Commission voted unanimously to adopt Resolution No. 2003-21
approving Precise Plan of Design No. P-2002-249, and
WHEREAS, on May 5, 2003, the City Council, in accordance with Section 88-170 of the
Azusa Municipal Code, appealed the decision of the Planning Commission regarding Precise Plan of
Design No. P-2002-249.
WHEREAS, on June 2, 2003, the City Council of the City of Azusa conducted a duly noticed
public hearing as required by law, on the appeal of the application of Howard Parsell, with respect
to the requested Precise Plan of Design No. P-2002-249, to construct two concrete tilt-up industrial
buildings at 720 North Todd Avenue; and
WHEREAS, the City Council of the City of Azusa carefully considered all the pertinent
evidence and testimony regarding Precise Plan of Design No. P-2002-249;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1: Pursuant to the California Environmental Quality Act Guidelines, the project
has been deemed to be Categorically Exempt and the finding has been made that the proposed
project could not have a significant effect on the environment.
SECTION 2: That in accordance with Section 88-585 of the Azusa Municipal Code, it is
found that the project would not unreasonably interfere with the use or enjoyment of property in the
vicinity, and would not adversely affect the public peace, health, safety or general welfare, and
provided the project is modified in accordance with Exhibit “E” dated June 2, 2003 (revised site plan
and elevations) and Exhibit “D” dated June 2, 2003 (Revised conditions of approval), the City
Council hereby modifies the decision of the Planning Commission and approves said Precise Plan of
Design based on the following findings:

1. That the proposed precise plan of design is consistent with the General Plan.
Land Use Element Goal No. 1 and 2 of the General Plan calls for promoting and a strong and
diversified industrial sector, the elimination of blight and deterioration in industrial areas, and
improvements to existing industrial areas in order to improve the opportunities for future
growth. As such, the project is consistent with the City’s General Plan.
2. That the nature, condition, and development of the adjacent uses, buildings, and
structures have been considered, and the use will not adversely affect or be materially
detrimental to these adjacent uses, buildings, or structures.
The uses directly adjacent to the subject property are industrial and commercial. The
construction of the two new buildings, as modified, will be compatible with existing uses in
the area. Furthermore, the additional architectural enhancements to the rear elevation and
landscaping along the alley and adjacent to the east elevation will improve the aesthetics of
the streetscape and area. Therefore, the project will not adversely affect or be materially
detrimental to adjacent uses, buildings, or structures.
3. That the site is of adequate size and shape to accommodate the use, buildings, yards, fences
and walls, parking, landscaping, and other development features proposed.
A Development Review Board meeting was held to receive comments from City
departments/divisions. Standard conditions and requirements were given by the various
departments. The project meets all of the applicable provisions of the Azusa Municipal Code
and West End Specific Plan to accommodate the use, buildings, yards, fences and walls,
parking, landscaping, and other development features proposed.
4. That the proposed precise plan of design complies with all of the applicable development
standards of the zone district.
The proposal meets all of the applicable standards of the West End Specific Plan and
industrial district in which it is located. Staff has analyzed each development standard and
prepared a Zoning Conformance Table to show compliance.
5. That the site is adequately served by highways or streets of sufficient width and improved
as necessary to accommodate the type of traffic associated with the proposed use.
The City Engineering Division has reviewed the proposal and has concluded that truck and vehicle
trips are anticipated to be insignificant to the flow of traffic on Foothill Boulevard and Todd Avenue.
It also indicated that the existing streets could accommodate the type of traffic associated with
proposed use. Standards conditions have issued.
6. That the proposed precise plan of design observes the spirit and intent of the Zoning
Ordinance.
The intent of the zoning ordinance is to address all relevant issues pertaining to uses within

the West End Specific Plan and impose the necessary conditions to prevent impacts and/or
mitigate them to a level of insignificance. Conditions of approval have been included to
observe the intent of the Zoning Ordinance.
SECTION 3: Based on the aforementioned findings, the City Council does hereby modify
the decision of the Planning Commission and approve Precise Plan of Design No. P-2002-249 for
the property located at: 720 North Todd Avenue, subject to the site plan and elevations revised
June 2, 2003, and conditions of approval attached hereto as Exhibit “D”, dated June 2, 2003, and
incorporated herein by reference, as though set out in full and at length.
SECTION 4: The City Clerk shall certify to the adoption of this resolution.
