SUBJECT: RECOMMENDATION CONSENTING TO CONDUCT A JOINT PUBLIC HEARING ON THE
PROPOSED AMENDMENT TO THE CENTRAL BUSINESS DISTRICT AND WEST END
REDEVELOPMENT PROJECT AREAS, AND THE AMENDMENT TO THE IMPLEMENTATION
PLAN FOR THE AFOREMENTIONED PROJECT AREAS
RECOMMENDATION
It is recommended that the City of Azusa City Council and Redevelopment Agency adopt separate resolutions
that declare their consent to conduct a joint public hearing on the proposed amendments to the Central
Business District and West End Redevelopment Areas, and the amendment to the Implementation Plan for the
aforementioned redevelopment areas. The joint public hearing is requested for June 30, 2003 at 6:30 p.m. in
the city council chambers.
BACKGROUND
California Redevelopment Law typically requires that separate public hearings be conducted by the
redevelopment agency and the City Council prior to approval of an amended redevelopment plan, and
implementation plan. The implementation plan is a document that identifies the specific projects and
programs that a redevelopment agency will use to carry out the goals and objectives of the redevelopment
plan.
State lawmakers recognize that some City Councils also act as the Board of the Redevelopment Agency and
that separate public hearings are redundant in such situations. California Redevelopment Law provides an
alternative method that allows both public bodies to conduct a joint public hearing to provide for a more
efficient and timely process. To exercise this method both bodies must adopt resolutions that acknowledge
each bodies consent to conduct a joint public hearing.
FICAL IMPACT
This action has been budgeted as part of the redevelopment plan amendment effort. The proposed
redevelopment plan amendment, however, will provide the Agency with the ability to obtain property tax
increment revenues in the future.

RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
AZUSA CONSENTING TO JOINT PUBLIC HEARING ON THE PROPOSED
AMENDMENTS TO THE REDEVELOPMENT PLANS FOR THE MERGED
CENTRAL BUSINESS DISTRICT AND WEST END REDEVELOPEMNT
PROJECTS AND AUTHORIZING PUBLIC HEARING ON THE PROPOSED
AMENDMENT TO THE IMPLEMENTATION PLAN
WHEREAS, the Redevelopment Agency of the City of Azusa (“Agency”) has prepared the
Amendments to the Redevelopment Plans for the Merged Central Business District and West End
Redevelopment Projects (“Amendments”); and
WHEREAS, Sections 33355 and 33354.6 of the California Community Redevelopment law authorize
a joint public hearing on the proposed Amendments with the consent of the Agency and the City Council of the
City of Azusa (“City Council”); and
WHEREAS, the Agency on February 7, 2000, by Resolution No.00-R4, adopted a second Five-Year
Implementation Plan (“Implementation Plan”), pursuant to Section 33490 of the California Community
Redevelopment Law, for the Central Business District and West End Redevelopment Projects, and the
proposed Amendments would affect the Implementation Plan; and
WHEREAS, the Agency will prepare a proposed amendment to the Implementation Plan, which will
be contained in Part XIII of its Report to the City Council on the proposed Amendments; and
WHEREAS, Section 33490 provides that the Agency may amend the Implementation Plan after
conducting a public hearing on the proposed amendment; and
WHEREAS, the Agency desires to hold a public hearing on the proposed Implementation Plan
amendment concurrently with the joint public hearing on the proposed Amendments.
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of Azusa as
follows:
Section 1. The Agency hereby consents to a joint public hearing on the proposed
Amendments, and requests the City Council to call a joint public hearing of the Agency and the City Council,
at such date and time as it may determine, in the City Council Chambers to consider and act upon the proposed
Amendments and all documents and evidence pertaining thereto.
Section 2. The Agency hereby authorizes a public hearing on the proposed Implementation
Plan amendment to be held concurrently with the joint public hearing on the proposed Amendments.
Section 3. The Agency hereby approves the publication and mailing of such notices and
documents previously completed by the Executive Director of the Agency and the City Clerk of the City of
Azusa.
Section 4. The Executive Director shall, in cooperation with the City Clerk, do all other acts
as may be necessary to carry out the purposes of this resolution.

AND CALLING A JOINT PUBLIC HEARING ON THE PROPOSED AMENDMENTS TO
THE REDEVELOPMENT PLANS FOR THE MERGED CENTRAL BUSINESS
DISTRICT AND WEST END REDEVELOPMENT PROJECTS
WHEREAS, the Redevelopment Agency of the City of Azusa (“Agency”) consented to and requested
that the City Council of the City of Azusa (“City Council”) call a joint public hearing of the Agency and the
City Council to consider and act upon the proposed Amendments to the Redevelopment Plans for the Merged
Central Business District and West End Redevelopment Projects (“Amendments”); and
WHEREAS, Sections 33354.6 and 33355 of the California Community Redevelopment Law (Health
and Safety Code, Section 33000 et seq.) authorize a joint public hearing on the proposed Amendments with the
consent of the Agency and the City Council.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Azusa as follows:
Section 1. The City Council hereby consents to, and, at the request of the Redevelopment
Agency, calls a joint public hearing of the Agency and the City Council in the City Council Chambers to
consider and act upon the proposed Amendments and all documents and evidence pertaining thereto. The time
and date of such joint public hearing shall be June 30, 2003, at 7:30 p.m. or as soon thereafter as the matter may
be heard.
Section 2. The City Council hereby approves the publication and mailing of such notices and
documents previously completed by the Executive Director of the Agency and the City Clerk of the City of
Azusa.
Section 3. The City Clerk shall, in cooperation with the Executive Director, do all other acts
as may be necessary to carry out the purposes of this resolution.
