PERSON, ASSISTANT CITY MANAGER VIA: RICK COLE, CITY MANAGER DATE: JUNE 2, 2003 SUBJECT: JOINT AGREEMENT WITH LOS ANGELES COUNTY DEPARTMENT OF PUBLIC WORKS, WATERSHED MANAGEMENT DIVISION FOR SAN GABRIEL CANYON SPREADING BASINS LANDSCAPING PROJECT – PHASE I RECOMMENDATION It is recommended that the City of Azusa enter into an agreement with Los Angeles County Department of Public Works, Watershed Management Division to landscape the northeast corner of the San Gabriel Canyon Spreading Basins (Phase I), incorporating the preliminary design the City has created for the San Gabriel River Regional Bike Path Extension Trailhead/Parking Lot and the Chamber of Commerce Heritage Tree Project. BACKGROUND Los Angeles County Department of Public Works, Watershed Management Division (the County), has been involved in several river restoration projects, including the San Gabriel River Master Plan. The County has identified the City of Azusa (the City) as a regional leader in river restoration efforts, and as such has approached the City for a possible demonstration project to landscape the northeast corner of the San Gabriel Canyon Spreading Basins (across Highway 39, west of the Forest Service Entrance Station). The proposal is designed to respect access, maintenance, and security of the groundwater recharging facility. Two adjacent parcels are proposed: APN 8684-013-906 owned by the County and APN 8684-013-911 owned by the City of Azusa. North of these two parcels is the San Gabriel Regional Bike Path which is under United States Army Corps of Engineers jurisdiction. South of these two parcels is a San Gabriel River Water Committee (Committee of Nine) water conveyance canal. These two aforementioned stakeholders will be notified and included in this project. The County has agreed to incorporate into this project the City’s Bike Path Extension Trailhead/Parking Lot and also to re-create the failed Azusa Chamber of Commerce Heritage Tree Project. Interest as a demonstration project signifies that the County is willing to move rapidly with this project and is envisioning a ceremonial completion on Earth Day (April 2004). FISCAL IMPACT City of Azusa to provide water supply to native plant landscaping (irrigate for first 2 years until plants are established, monitor for 3 years to insure success), and to provide on-going maintenance including: tree trimming ($40.00 per tree * # of trees planted = annual cost), Landscape maintenance ($5,000 per acre / per year to include weeding, trimming, trash pick up), and graffiti removal (in house provided). Utilities costs for both electricity and water must also be factored into the Parks Maintenance Budget. Our estimated cost is $4,000. L.A. County to provide engineering design and development, and fund capital improvements. Attachments
