SUBJECT: RECOMMENDATION TO AUTHORIZE THE TRANSMITTAL OF THE “PRELIMINARY
REPORT FOR THE PROPOSED AMENDMENT TO THE CENTRAL BUSINESS DISTRICT AND
WEST END REDEVELOPMENT PROJECTS” TO THE AFFECTED TAXING ENTITIES.
RECOMMENDATION
The City of Azusa Redevelopment Agency recommends that the Agency Board adopt a resolution
(attached) authorizing transmittal of the attached “Preliminary Report for the Proposed
Amendments to the Central Business District and the West End Redevelopment Projects” (The
Preliminary Report) to affected taxing agencies.
BACKGROUND
The redevelopment plan amendment process involves three interrelated processes: the taxing
agencies consultation process, environmental review, and the citizen participation process. From
these processes, various documents are prepared that provide analysis and input on the purpose,
scope, and content of the amended redevelopment plans (“the Plans”). Final proposed
amendments to the Central Business District and West End redevelopment project areas will emerge
from the analysis and input provided by these documents.
One of the document’s that elicit input and analysis for the final proposed amendment is the
Preliminary Report. This document is required by Community Redevelopment Law to be submitted
to taxing agencies that will be affected by the amendments to the redevelopment plans. The
document allows taxing entities to assess the financial impact the Plans will have on them. It
provides information on program needs, goals, activities, and cost. The submittal of the Preliminary
Report to the taxing agencies is significant to the consultation phase of the amendment process, and
the input and analysis resulting from these consultations will shape the final amendments to the
Central Business District and West End redevelopment projects.
FICAL IMPACT
The expenditures for this action have been budgeted as part of the redevelopment plan amendment
effort and include the cost for copying, postage, mailing supplies and staff time. The proposed
amendment to the redevelopment plan will provide the Agency with the ability to obtain additional
property tax increment revenue in the future.

AMENDMENTS TO THE REDEVELOPMENT PLANS FOR THE MERGED
CENTRAL BUSINESS DISTRICT AND WEST END REDEVELOPMENT
PROJECTS
WHEREAS, pursuant to Sections 33354.6 and 33344.5 of the California Community
Redevelopment Law (Health and Safety Code Section 33000 et seq.), the Redevelopment Agency of the
City of Azusa has prepared a preliminary report for transmittal to the affected taxing agencies on the
proposed Amendments to the Redevelopment Plans for the Merged Central Business District and West
End Redevelopment Projects.
NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA
DOES RESOLVE AS FOLLOWS:
Section 1. The Preliminary Report on the proposed Amendments to the Redevelopment
Plans for the Merged Central Business District and West End Redevelopment Projects is hereby approved
and adopted by the Agency in the form attached hereto.
Section 2. The Executive Director is hereby authorized and directed to transmit the
Preliminary Report to each affected taxing agency for purposes of consultation.
