The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Memmesheimer called the meeting to order and led in
the salute to the flag.
Invocation was given by Dr

The Council Actions of the meeting of August 2, 1965 were
approved as submitted.
The Deputy City Clerk announced that bids were opened in the
office of the City Clerk at 10:00 A.M. on Friday, August 13,
1965, for the installation of a traffic signal system at the
Intersection of Cerritos Avenue and Gladstone St.eet. The
Deputy City Clerk presented the Affidavit of Proof of Pub-
lication of Notice Inviting Bids, and stated that bids were
opened in the presence of City Administrator Foxworthy, City
Engineer Sandwick and Deputy City Clerk Roehrich.

recommended in Planning Commission Resolution No. 543, per-
taining to Ground Coverage in the R-2, R-3 and R -GA zones,
A communication was received from R. R. Gray, Azusa Crusade United Way
Chairman for the United Way, requesting that a banner be banner to
erected across Foothill Blvd. near Azusa Avenue from be erected
October 1st to about the second week in November.
Moved by Councilman McLees, seconded by Councilman Solem
and unanimously carried that permission be granted for the
banner to be erected and removed by City forces, and made
according to specifications, and that Superintendent of
Light and Water be contacted.
A'communication was received from the Southern California Apptmnts,to
Association of Governments Formation Committee (SCAG), SCAG gen'l.
requesting the appointment of an official representative Assembly.
and an alternate to represent the City in the SCAG General
Assembly.
Mayor Memmesheimer recommended the appointment of Council-
man Solem as the City representative, and Mayor Memmesheimer
as the alternate to the SCAG General Assembly, being the
same appointments as on the LARTS Committee,

unanimously carried that the Mayor's recommendation be
approved.
A request was presented, containing twenty-one (21) signatures, Req, for
for annexation of inhabited property between Cerritos and inhabited
Donna Beth Avenues, south of Gladstone Street:, surrounding annex, bet.

Planning Director Craig stated that there are approximately Gladstone
325 homes, with an estimated 300 or more voters, (#62)
City Engineer Sandwick stated that this petition comes as a
result of a letter mailed to residents in this area, to which
there was a 55% favorable reply, as sewer facilities are
needed for the area.
Moved by Councilman Rubio, seconded by Councilman Cooney and
unanimously carried that the request be referred to the
Planning Commission for a report.

the plan is not in compliance with the zoning ordinance

'The following persons appeared before Council with objections
to the annexation as long as it contains zoning that permits
a drive-in restaurant:
Mr. Charles W. Aubuchon, 918 E. Hollyvale St.
Mr. Ronald G. Lohr, 915 E. Hollyvale St.
Mr. Harry A. Trowbridge, 922 E. Hollyvale St.
Mr. Ronald.Bowers, 6248 North Citrus Avenue, appeared before
Council and stated his appreciation of the concern of the
neighbors in the area, and that the sale of the property is
conditional upon the zoning upon annexation. Mr. Bowers
agreed that a buffer zone could be installed, such as a
block wall or a hedge of Italian cypress. He further stated
that the annexation of this property to the City of Azusa
would give the neighbor3 a voice in the utilization of the
property, and is of the opinion that the development to be
made of the property would be mutually beneficial to the
neighbors in the area.

Moved by Councilman Cooney, seconded by Councilman Solem and

A communication was received from the Personnel Board recom-
mending that the physical requirements for police officers be
revised regarding visual functions, in order to comply with
the requirements of the rules of the Commission on Peace
Officers Standards and Training. This recommendation was
submitted to the Personnel Board by Police Chief Kendrick.

unanimously carried that the recommendation be approved.
A communication was received from the Personnel Board advising
Council that the Gold -Thompson Company has submitted a report
to the Personnel Board pertaining to requests for salary
increases. However, the Board will study the report further
at their next meeting and advise Council of their recommenda-
tions.

A communication was received from the Park and Recreation
Commission with recommendations regarding the proposed develop-
ment plan for the east leg of Northside Park.

and unanimously carried to file the report until a review of
the Capital Improvements is made after receipt of the Auditor's
report which will be submitted -by September 30, 1965.

Code and Plumbing Code, which in turn adopts as secondary
codes the Electrical Safety Orders, 1963 Edition, issued by
the Division of Industrial Safety of the State of. California,
'and the National Electrical Code, 1962 Edition as approved
by the American Standards Association, three copies of each

3. Mr. Mack be charged (in addition to the appraised

' thereafter, including roof over -hang, shall be by a
revocable encroachment permit granted by the City
Council which may be terminated at any time whenever
public convenience and necessity would require, and
such removal shall be at the property owner's expense.
Mr. Hutchison, of Walsh-Forkert--ffutehison Civil Engineers, Inc.,
appeared before Council with reference to the traffic
engineering study submitted by his firm, indicating that the
location of the existing building does not decrease the traffic
safety of the intersection_.
