HomeMy WebLinkAboutD- 6 Staff Report Amendment to City's Position ClassificationCONSENT CALENDAR TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: VICTORIA CROSS, DIRECTOR OF HUMAN RESOURCES VIA: RICK COLE, CITY MANAGER DATE: MAY 19, 2003 SUBJECT: AMENDMENT TO THE CITY’S POSITION CLASSIFICATION PLAN ESTABLISHING THE POSITION AND COMPENSATION FOR RECREATION SUPERINTENDENT RECOMMENDATION The Personnel Board recommend, pursuant to City of Azusa Civil Service Rules Section 3.3 and 3.9, that the City Council adopt the newly created classification specification of Recreation Superintendent. BACKGROUND In preparation for the upcoming August 2003 retirement of the City’s Senior Services Manager, the newly established Recreation and Family Services Department reviewed its organizational structure in the area of Senior Services. Upon review of the divisional structure and needs within the newly created department, it was determined that a position of Recreation Superintendent would more accurately reflect the duties and level of responsibilities required by the department. The new classification of Recreation Superintendent will essentially replace the position of Senior Services Manager upon retirement of the incumbent and assume additional duties to include recreation and programming activities. Historically, the classification of Recreation Superintendent once existed, however, was abolished with the establishment of the Associate Directors of Recreation and Parks positions, which now have now also been replaced by the Director of Park Planning and Development and Director of Recreation and Family Services. The duties of the Recreation Superintendent will include managerial level responsibilities assisting in the overall management of the Recreation and Family Services Department. This classification also has an increased level of responsibility related to directing, coordinating and planning recreation and senior services activities. The Recreation Superintendent will assist the Director of Recreation and Family Services on various administrative projects and may act in the Director’s absence. The educational requirement for this position is a Bachelors’ Degree in Recreation or closely related field and five (5) years of increasingly responsible experience in the field of Recreation Services. This position is assigned under the Compensation and Benefits Memorandum covering Middle Management positions. The monthly salary range for this position is proposed at $4,723 to $5,741. This is an increase of approximately 17.5% over the existing “Senior Services Manager” level salary and brings the Recreation Superintendent monthly salary commensurate with similar internal classifications. FISCAL IMPACT The fiscal impact of the Recreation Superintendent is absorbed in the proposed Fiscal Year 2003-2004 Recreation and Family Services Department operating budget. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE CITY’S CLASSIFICATION PLAN AND ESTABLISHING COMPENSATION FOR THE CLASSIFICATION OF RECREATION SUPERINTENDENT WHEREAS, the Municipal Code and Civil Services Rules of the City of Azusa require that amendments or revisions to the Position Classification Plan be approved by Resolution of the City Council; and, WHEREAS, it has been determined that the classification of Recreation Superintendent under the Salary and Benefits Memorandum covering Middle Management Positions; and WHEREAS, it has been determined that the appropriate compensation for the position of Recreation Superintendent is: Monthly Salary (effective 07/01/03) Chief Information Officer: $4,772.85 - $5,740.62 Range: 3365 Step 1 Step 2 Step 3 Step 4 Step 5 $4772.85 $4958.97 $5206.90 $5467.24 $5740.62 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does hereby adopt the above salary range for the classification Recreation Superintendent, thereby amending the City’s Position Classification Plan.
