Mayor Memmesheimer called the meeting to order and led in the salute to the flag. Invocation was given by Dr Baptist Church. Frank F. Mason of the First Present at Roll Call: Councilmen: Rubio, Cooney, Solem, McLees, Memmesheimer Absent: Councilmen: None Also Present: City Administrator Foxworthy, City Attorney Williams, City Engineer Sandwick, Superintendent of Light & Water Smith, Deputy City Clerk Roehrich The Council Actions of the meeting of August 2, 1965 were approved as submitted. The Deputy City Clerk announced that bids were opened in the office of the City Clerk at 10:00 A.M. on Friday, August 13, 1965, for the installation of a traffic signal system at the Intersection of Cerritos Avenue and Gladstone St.eet. The Deputy City Clerk presented the Affidavit of Proof of Pub- lication of Notice Inviting Bids, and stated that bids were opened in the presence of City Administrator Foxworthy, City Engineer Sandwick and Deputy City Clerk Roehrich. The following bids were received: TOTAL PRICE BID Sherwin Electric Service $ 8,077.00 Paul Gardner Corporation 7,797.00 J Steiny and Mitchel, Inc. 8,037.00 # A recommendation was received from the City Engineer that the contract be awarded to Paul Gardner Corporation, 901 S. Sultana Avenue, Ontario, for the low bid price of $7,797.00. j Moved by Councilman Cooney, seconded by Councilman Rubio and j unanimously carried that the recommendation of the City Engineer be accepted, the bid awarded to the Paul Gardner Corporation as low bidder, and bid bonds be returned to the unsuccessful bidders. 7.30 P.M, Call to Order Invocation Roll Call Cncl:Actions 8/2/65 apprvd. R -GA zones The Deputy City Clerk presented the Affidavit of Proof of Publication of Notice of Public Hearing and stated that no communications were received. There being no one in the audience wishing to speak either in protest or in favor of the proposed amendment, it was Moved by Councilman McLees, seconded by Councilman Solem and unanimously carried that the hearing be closed. Moved by Councilman Solem, seconded by Councilman McLees and unanimously carried that the City Attorney be instructed to CITY HALL AZUSA, CALIFORNIA MONDAY, AUGUST 16, 1965 Page 2. prepare the necessary document to include the changes as recommended in Planning Commission Resolution No. 543, per- taining to Ground Coverage in the R-2, R-3 and R -GA zones, A communication was received from R. R. Gray, Azusa Crusade United Way Chairman for the United Way, requesting that a banner be banner to erected across Foothill Blvd. near Azusa Avenue from be erected October 1st to about the second week in November. Moved by Councilman McLees, seconded by Councilman Solem and unanimously carried that permission be granted for the banner to be erected and removed by City forces, and made according to specifications, and that Superintendent of Light and Water be contacted. A'communication was received from the Southern California Apptmnts,to Association of Governments Formation Committee (SCAG), SCAG gen'l. requesting the appointment of an official representative Assembly. and an alternate to represent the City in the SCAG General Assembly. Mayor Memmesheimer recommended the appointment of Council- man Solem as the City representative, and Mayor Memmesheimer as the alternate to the SCAG General Assembly, being the same appointments as on the LARTS Committee, Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the Mayor's recommendation be approved. A request was presented, containing twenty-one (21) signatures, Req, for for annexation of inhabited property between Cerritos and inhabited Donna Beth Avenues, south of Gladstone Street:, surrounding annex, bet. Murray School, and designated Proposed Annexation District Cerritos & No. 62. Donna Beth, so, of Planning Director Craig stated that there are approximately Gladstone 325 homes, with an estimated 300 or more voters, (#62) City Engineer Sandwick stated that this petition comes as a result of a letter mailed to residents in this area, to which there was a 55% favorable reply, as sewer facilities are needed for the area. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the request be referred to the Planning Commission for a report. The following notices of applications for person-to-person ABC Notices transfer were received from the Alcoholic Beverage Control.,__ 1. For On -Sale General, Bona Fide Public Eating Place, from R. L. Kesler to G. J. Malhiot, Jr, and J. Sandusky (Azusa Lanes - 645 E. 8th St.) Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the application be filed. 2. MONDAY, AUGUST 16, 1965 Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the application be filed. 4. For On -Sale Bee,, & Wine, Public Premises, from B.E. Collins to E.L. & J.L. Clinkenbeard known as Bonnie "B", located at 708 N. Azusa Ave. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the application be filed. 5. On -Sale Beer (rremises-to-premises) by American Legion Canyon City Post #180, located at 819 North Loren Avenue.. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to request the applicant to submit a plot plan to the Planning Department for approval, with a protest to be filed with the Alcoholic Beverage Control in the event the plan is not in compliance with the zoning ordinance regarding parking. Citrus Ave.) as declared in Resolution No. 4873, adopted July 6, 1965, the Mayor declared the hearing opened. The Deputy City Clerk presented the Affidavit of Proof of Publication of Notice of Public Hearing and stated that no communications were received. 'The following persons appeared before Council with objections to the annexation as long as it contains zoning that permits a drive-in restaurant: Mr. Charles W. Aubuchon, 918 E. Hollyvale St. Mr. Ronald G. Lohr, 915 E. Hollyvale St. Mr. Harry A. Trowbridge, 922 E. Hollyvale St. Mr. Ronald.Bowers, 6248 North Citrus Avenue, appeared before Council and stated his appreciation of the concern of the neighbors in the area, and that the sale of the property is conditional upon the zoning upon annexation. Mr. Bowers agreed that a buffer zone could be installed, such as a block wall or a hedge of Italian cypress. He further stated that the annexation of this property to the City of Azusa would give the neighbor3 a voice in the utilization of the property, and is of the opinion that the development to be made of the property would be mutually beneficial to the neighbors in the area. Following further discu3sion, it was Moved by Councilman Solem, seconded by Councilman McLees and unanimously carried that the hearing be closed. With reference to the request for annexation of a portion of Proposed No. the Rodeffer property, designated as Proposed Northerly Annex ,#66 Annexation No. 66, having been tabled from the meeting of (tabled) July 19, 1965s Council concurred that the item remain tabled. A communication was received from the Personnel Board recom- mending that the physical requirements for police officers be revised regarding visual functions, in order to comply with the requirements of the rules of the Commission on Peace Officers Standards and Training. This recommendation was submitted to the Personnel Board by Police Chief Kendrick. Moved by Councilman McLees, seconded by Councilman Solem and unanimously carried that the recommendation be approved. A communication was received from the Personnel Board advising Council that the Gold -Thompson Company has submitted a report to the Personnel Board pertaining to requests for salary increases. However, the Board will study the report further at their next meeting and advise Council of their recommenda- tions. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the communication be filed. A communication was received from the Park and Recreation Commission with recommendations regarding the proposed develop- ment plan for the east leg of Northside Park. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried to file the report until a review of the Capital Improvements is made after receipt of the Auditor's report which will be submitted -by September 30, 1965. Funk) Street, in the rear of a deep lot, requested by George Funk. The City Attorney notified Council of the proposed adoption Adopt Co. of the 1965 edition of the County Uniform Building Laws, Bldg. Laws consisting of a compilation of the Building Code, Electrical Code and Plumbing Code, which in turn adopts as secondary codes the Electrical Safety Orders, 1963 Edition, issued by the Division of Industrial Safety of the State of. California, 'and the National Electrical Code, 1962 Edition as approved by the American Standards Association, three copies of each to be on file in the office of'the City Clerk. Moved by Councilman Rubio, seconded by Councilman Cooney - and unanimously carried that three copies of the Los Angeles County Building Laws (1965 edition), three copies of the Electrical Safety Orders (1963 edition) and three copies of the National Electrical Code (1962 edition), be ordered and filed with the City Clerk for public reference. An Ordinance was presented for first reading, amending 1st rdg.Ord. the Municipal Code, Section 8100, adopting the "Los Angeles adopting County Building Laws, 1965 Edition", and making certain 1965 L.A. changes therein. Bldg, ' Councilman Cooney offered for first reading the following Laws Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE AZUSA MUNICIPAL CODE TO ADOPT THE "LOS ANGELES COUNTY BUILDING LAWS, 1965 EDITION" AND TO MAKE CERTAIN CHANGES THEREIN. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that further reading be waived.
