HomeMy WebLinkAboutA- 6 Staff Report Redevelopment Project Central Business DistrictJOINT COUNCIL/AGENCY CONSENT ITEM TO: THE HONORABLE CHAIRMAN AND MEMBERS OF THE AGENCY BOARD FROM: MICHAEL HENNESSEY, ECONOMIC DEV./REDEVELOPMENT DIRECTOR JOSE AMADOR, ECONOMIC DEV./REDEVELOPMENT ASSISTANT DIRECTOR VIA: RICK COLE, EXECUTIVE DIRECTOR DATE: JUNE 16, 2003 SUBJECT: REPORT TO THE CITY COUNCIL ON THE PROPOSED AMENDMENT TO THE CENTRAL BUSINESS DISTRICT AND WEST END REDEVELOPMENT PROJECTS BY THE CITY OF AZUSA REDEVELOPMENT AGENCY. RECOMMENDATION It is recommended that the City of Azusa Redevelopment Agency (Agency) Board adopt a resolution (attached) authorizing approval and transmittal of the attached “Report to the City Council on the Proposed Amendments to the Central Business District and the West End Redevelopment Projects” (Report to City Council); it is also recommended that the City Council adopt a resolution acknowledging Receipt of the Report to the City Council. BACKGROUND Since March 2003, the Agency Board has taken action on several legally required documents prepared for the Proposed Amendment to the Redevelopment Plan for the Merged Central Business District Redevelopment and the West End Redevelopment Projects. These documents include: 1. The Proposed Amendment to the Redevelopment Plan for the Merged Central Business District Redevelopment and the West End Redevelopment Project. This document contains the actual changes and updates being proposed for the amendment; 2. The Environmental Impact Report. This document evaluates the possible environmental impacts that may result from the changes and updates (amendments) to the existing redevelopment plans; and 3. The Preliminary Report on the Proposed Amendments. This is required to be prepared and transmitted to all affected taxing entities that receive property tax revenues. It is intended to assist them in evaluating the potential revenue impact on them. As a reminder, the amendments for the redevelopment plans call for the addition of fifteen new areas, an update of the existing redevelopment plans financial limits, and eminent domain authority over seven commercial areas specifically identified as blighted and targeted for redevelopment either because they are vacant, or as a result of citizen input through the City’s General Plan update effort know as the Citizens Congress. In preparation for the adoption of the proposed redevelopment plans amendment, a Report to the City Council has been prepared to provide the City Council with a comprehensive analysis of the scope, basis for, and impacts of the redevelopment plans amendment. Much of the information in this report is contained in the documents mentioned above, and in many ways is a summary of their information and analysis. The action requested is meant to formally recognize that the Agency has prepared the report and is now transmitting it to the City Council for their review and use in the upcoming joint public hearing scheduled for June 30, 2003. FISCAL IMPACT The expenditures for this action have been budgeted as part of the redevelopment plan amendment effort and include the cost for copying, postage, mailing supplies, and staff and consultant’s time. The proposed amendment to the redevelopment plan will provide the Agency with the ability to obtain additional property tax increment revenue in the future. Exhibit: A Agency Resolution B Council Resolution Resolution No. _________ RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE AZUSA APPROVING THE AGENCY’S REPORT TO THE CITY COUNCIL ON THE PROPOSED AMENDMENTS TO THE REDEVELOPMENT PLANS FOR THE MERGED CENTRAL BUSINESS DISTRICT AND WEST END REDEVELOPMENT PROJECTS AND AUTHORIZING SUBMITTAL OF REPORT AND AMENDMENTS TO CITY COUNCIL WHEREAS, the Redevelopment Agency of the City of Azusa (“Agency”) has prepared Amendments to the Redevelopment Plans for the Merged Central Business District and West End Redevelopment Projects (“Amendments”); and WHEREAS, the Agency has submitted the proposed Amendments to the Planning Commission of the City of Azusa for its report and recommendation; and WHEREAS, pursuant to Sections 33352 and 33354.6 of the California Community Redevelopment Law (Health and Safety Code Section 33000 et seq.) the Agency has prepared a Report to City Council on the proposed Amendments; and WHEREAS, on June 2, 2003, the Agency, by Resolution No. 03-R14, and the City Council of the City of Azusa (“City Council”), by Resolution No. 03-C45, consented to a joint public hearing on the proposed Amendments pursuant to Sections 33355 and 33354.6 of the California Community Redevelopment Law. NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of Azusa as follows: Section 1. The Agency hereby approves its Report to the City Council of the City of Azusa on the proposed Amendments to the Redevelopment Plans for the Merged Central Business District and West End Redevelopment Projects in the form attached hereto. Section 2. The Agency hereby submits to the City Council the proposed Amendments to the Redevelopment Plans for the Merged Central Business District and West End Redevelopment Projects in the form attached hereto, and the Agency’s Report to City Council. PASSED, APPROVED AND ADOPTED this ______ day of __________________, 2003.
