SUBJECT: PROJECT CONTRACT AWARD – CITYWIDE CONCRETE IMPROVEMENTS
RECOMMENDATION
It is recommended that the City Council award the contract for Citywide Concrete Improvements project
to Martinez Concrete Incorporated in the amount of $495,032.50
BACKGROUND
On June 3, 2003, the City Clerk’s Office received the following eight bids for the subject project:
1. Martinez Concrete Inc.$495,032.50
2. Ranco Corporation $537,550.00
3. Olivas Valdez, Inc.$595,595.00
4. Pima Corporation $622,975.00
5. Kalban Inc.$636,075.00
6. Gentry Brothers $646,162.50
7. Los Angeles Engineering $646,212.50
8. Damon Construction Co.$743,600.00
Staff has examined the bids and determined that Martinez Concrete Inc. is the low, responsible bidder.
Project Background
In the current year CIP list, $200,000 have been set aside for new sidewalks as well as repair of broken,
raised sidewalks and curb and gutter. Since this year we are implementing the City’s Pavement
Management Plan by neighborhood grids, we also included concrete improvements necessary in
neighborhood grids for years one and two of the improvements.
The result of the new approach is that we have created a comprehensive repair list, where the cost of the

improvements was estimated at $496,000. Pavement Improvement funding will be utilized to fund the
extra $296,000 worth of work.
As part of this project, the following streets will receive new sidewalks:
• On Virginia, south of Paramount
• On east side of Jackson, south of Paramount
• On Third, west of Angeleno
• And, small sections on Todd, Twelfth, and Hilltop
Gutter-plates will also be installed in the following streets:
800 to 1100 block of Angeleno, 900 to 1100 block of Sunset, 900 to 1100 block of Orange, 1000 block of
Enid, Vista Bonita, and 800 to 1100 block of San Gabriel.
FISCAL IMPACT
The current budget for this project stands at $496,000 from the following funding sources:
