ESTABLISHING A USER FEE SCHEDULE FOR VARIOUS MUNICIPAL ACTIVITIES
AND SERVICES
RECOMMENDATION
It is recommended City Council conduct a public hearing and adopt a resolution establishing
a user fee schedule for various municipal activities and services in accordance with the
recently completed Cost of Service Study.
BACKGROUND
During FY 2002, the City retained the services of Revenue and Cost Specialists, LLC, to
conduct a revenue and cost analysis and to develop a computerized cost distribution and
cost control system for the City for all of its services. The motivation for this study is the
need of both the City Council and City staff to maintain the City’s services at a level
commensurate with the standards previously set by City Council and to maintain effective
policy and management control of all City services. The study analyzed the cost of providing
each city service in order for City Council to determine what services should be fully funded
by user fees or to subsidize the service with general tax dollars. As part of the agreement
with Revenue and Cost Specialists, LLC, the software to update the fee schedule on an
annual basis was purchased by the City. This report provides the mechanism to increase the
fees based on this update.
FISCAL IMPACT
Approval of staff recommendations will result in approximately $160,000 in new net revenue
to the General Fund and approximately $75,000 in the Light and Water Funds.
