SUBJECT: APPROVAL OF PLANS AND SPECIFICATION TO ADVERTISE FOR BIDS – RECREATION
BUILDING UPGRADES PROJECT
RECOMMENDATION
It is recommended that the City Council approve the Recreation Building Upgrades Project plans and
specification and authorize the City Clerk to advertise for bids.
BACKGROUND
In the current year CIP list, $375,000 have been set aside for miscellaneous improvements in the
Recreation Building located at 320 N. Orange Place.
PW as well as Recreation staff worked jointly and identified the following needed improvements in the
building:
Item 1. Interior Building Painting
This item includes labor and materials to paint the “new addition” in the recreation center in areas
designated as main offices, hall way, conference rooms, kitchen, and all the rest rooms. The areas to be
painted will be covered in detail during the pre-bid walk through on July 2, 2003, but will include walls,
doors and frames, panel boards, and bathroom ceilings. The paint will be Vista Carefree Semi-gloss, or an
equal to be approved by the City. The colors will match the existing to be approved by staff.
Item 2. Administration Office Carpet
This item includes providing labor and materials to replace all the existing carpeting in the building
including the large conference room with heavy duty, commercial grade, and glue down carpet.
Carpet will be Cambridge Commercial, Seacroft with I loc MB backing 26 oz solution dyed graphic level
loop adhesive and seam sealer-beaulieu Sure ‘N Easy Base-Burke 4” Rubber Base, or City approved equal.

The floor will be patched as needed when the existing carpet is removed. A new rubber base will be
installed. The color and texture will match the existing to be approved by staff.
Item 3. T-bar Ceiling in Meeting Rooms
This item includes providing labor and materials to replace the existing ceiling with a T-bar ceiling in
meeting rooms 4 and 8. For meeting room 5, the Day Care, the ceiling will not be lowered, only the
existing panels will be replaced with new ones. Four new banks of T-5 lights will be added to room 5 and
the existing light lenses will be replaced with clear lenses Lucite Acrylic Primatic, contractor grade, or City
approved equal. Existing lights in rooms 4 and 8 will be salvaged and delivered to the City Yard; new
recessed T-5 lights will be installed in place of the existing lights.
This item also includes lowering the HVAC ducts and upgrade of the lighting system to accommodate the
new T-5 lights. The T-bar ceiling shall correspond to the following specifications: Ceiling tile-USG 2742
Second Look 2X4 radar tegular tiles Grid-USG Donn grid system, or City approved equal. The color and
texture will match the existing to be approved by staff.
Item 4. Flooring in Meeting Rooms, Hallway, and Kitchen
This item includes providing labor and materials to encapsulate or remove the old floor and add new tiles
on the top. The new tiles will be Armstrong 12” X 12” Excelon squares or Mannigton 12” X 12” Essentials,
or City approved equal. The color and texture will match the existing to be approved by staff.
Item 5. Gymnasium Restroom Renovations
This item includes providing labor and materials to renovate the restrooms by:
In Men’s room - painting, installing black privacy shields between urinals, and installation of two new
toilets to be American Standard low flush water closets, or City approved equal.
In Ladies’ room – paint all walls and ceiling.
In both, men’s and ladies’ rooms, re-finish floors with Aliphatic Polyurethane Top Coat, or City approved
equal, in accordance with manufacturer specifications. The color will match the existing to be approved
by staff.
Item 6. Gymnasium Tack Strip Replacement
This item includes providing labor and materials to remove and replace the existing bulletin board tack
strip surrounding inside of the gym. The new strip will be heavy-duty ball proof and comply with Tackwall
specifications as provided by Tri-Best Visual Display Products (800/281-3411), or City approved equal. The
color and texture will match the existing to be approved by staff.
Item 7. Gymnasium Brick Recondition & Seal Coat
This item includes providing labor and materials to clean and coat the existing brick inside the
gymnasium. Thompson’s sealant, or City approved equal, will be applied.
Item 8. Kitchen Remodel
This item includes providing labor and materials to replace and or re-finish the existing as detailed below:
Schedule of Items
a. Appliance: Replace the existing range with a new “Residential II Wolf range,” or City approved
equal. The existing range will be salvaged and delivered to the City Yard.
b. New flooring as explained under item 4.
c. Replace existing counter top, including back splash, with plastic laminate.
d. Sand down and apply varnish on all cabinetry.
e. Remove and replace the existing sink with 18 gage stainless steel sink.
The colors will match the existing to be approved by staff.
Item 9. Remodel Dining Room Restrooms
This item includes providing labor and materials to remove and replace the existing with new counter
tops, black privacy shields in between urinals, stall dividers, new vanities in each bathrooms, two new
sinks, new lighting (T-5 lighting), tissue dispensers, painting including ceilings, and associated plumbing to
include new faucets and sinks. The new faucets shall be Reliant, model 2385.400, or City approved equal.
Colors will match the existing to be approved by staff.
Item 10. Power wash building exterior bricks
This item includes providing labor and materials to power wash and clean the brick exterior with
environmentally friendly cleaners. City staff will approve the cleaning agents.
Item 11. Interior Wall Treatment
This item includes providing labor and materials to replace the existing carpeting on interior walls. Carpet
will be Cambridge Commercial, Seacroft with I loc MB backing 26 oz solution dyed graphic level loop
adhesive and seam sealer-beaulieu, or City approved equal. The color and texture will match the existing
to be approved by staff.
Item 12. Stage Storage Doors
This item includes providing labor and materials to replace the existing stage storage doors with heavy-
duty one and one quarter plastic laminate and heavy duty locking devices, deadbolt hardware. The color
and texture will match the existing to be approved by staff.
Item 13. Main Hallway Bathroom Remodel
This item includes providing labor and materials to renovate both restrooms by painting (including
ceilings), replacing mirrors, black privacy shields, stall dividers, new T-5 lighting, and the complete
overhaul of the plumbing that will include:
3 New toilets, American Standard low flush water closets, or City approved equal.
4 new sinks.
4 lavatory faucets, Reliant, model 2385.400, or City approved equal.
Colors and textures will match the existing to be approved by staff.
Item 14. New Drinking Fountain
This item includes providing labor and materials to replace the existing water fountain in the hallway,
including the backsplash guard. The fountain will be ADA complaint, HAWS, model HWCA8, or City
approved equal. The wall will be reinforced with steel plates. The color will match the existing to be
approved by staff.
Item 15. Re-finish Flagpole
This item includes providing labor and materials to refinish the existing flagpole to the top by sanding and
painting it with Sintex Industrial enamel, or City approved equal. The color will match the existing to be
approved by staff.
Item 16. Structural Roof Upgrades per Plan
This item includes providing labor and materials to beef up the existing roof in the dinning area as shown
on the structural plan.
FISCAL IMPACT
Engineer’s estimate of the project is $330,000 from the following funding sources:
