SUBJECT: REQUEST FOR ACCEPTANCE OF BID BY MORRISON HEALTH CARE, INC. FOR ON SITE
COOKING FOR SENIOR MEAL PROGRAM
RECOMMENDATION:
It is recommended that City Council accept the bid by Morrison Health Care, Inc. for on site cooking for
the Senior Meal Program. The bid is for $2.65 per congregate and home delivered meal served at
noon Monday thru Friday, an increase of only $.05 per meal. Dinner and other special event meals are
bid at $4.45 per meal. Again, an increase of only $.05 per meal above the current fiscal year.
BACKGROUND:
On May 5, 2003 City Council approved a staff request to go out to bid for the provision of meals for the
Senior Nutrition Program per Los Angeles County Area Agency on Aging required Third Party Contract
sample submitted to the City of Azusa. On May 6, 2003 the Bid Packets were mailed, picked up by or
delivered to all known interested bidders including all area caterers on the AAA approved kitchen list
(and including the pending approval list). The bid opening was at 10:00 am on May 19, 2003 in the
Office of the City Clerk. There was only one bid submitted.
Morrison’s Health Care, Inc. has been cooking in the Senior Center kitchen for the past 6 years.
Morrison staff has been working well with Center staff to provide quality meals at a reasonable cost to
the division budget. In spite of the increased cost of living expenses, it is imperative to keep the cost
of the meals as low as possible while still receiving good quality and adequate quantity of meals.
Morrison’s bid clearly recognizes that very philosophy.
FISCAL IMPACT:
The $.05 per meal increase will be absorbed by the increased per meal suggested donation that went
into effect September 1, 2002 increasing the suggested donation per meal from $1.50 to $1.75.
Per meal income is as follows: $1.35 actual per meal avg. donation
2.45 per meal AAA grant reimbursement
.53 per meal USDA reimbursement
$4.33 actual income per meal served.
The $1.88 income per meal over the actual meal cost is allocated to salary and operating expenses.
