DAVIS, CHIEFOF POLICE VIA: RICK COLE, CITY MANAGER DATE: JUNE 16, 2003 SUBJECT: PURCHASE OF DETECTIVE BUREAU CARS RECOMMENDATION It is recommended that in accordance with Azusa Municipal Code (A.M.C.) 2-518 (b), Supplies and Equipment Bidding and Contracting, the City Council approve the issuance of a Purchase Order to Enterprise Rent-A-Car in the amount of $24,972.29 for the purchase of one 2000 Jeep Grand Cherokee ($17,139.88) and one 2001 Ford Escort ($7,832.41), to be used as Detective Bureau cars. BACKGROUND The Police Department needs to purchase two detective cars; one car will be used to replace an old detective car and the second will be used by the newly added Special Enforcement Team sergeant for undercover narcotic and gang enforcement. The Police Department will release the following car to the Purchasing Department as surplus: 1992 Dark Blue Chevrolet Lumina, CA License 2YWX065 128,000 miles A.M.C. 2-518 (b) allows for an informal or alternative purchasing procedure for supplies and equipment between $10,000 and $24,999. This “alternative” purchasing procedure is defined under A.M.C. 2-511 (b), which includes a “simplified pricing procedure,” wherein the authorized contracting party, or his or her designee, obtains oral price quotes from one or more potential contractors or suppliers, and accepts the quote which is to be determined to be in the best interests of the City. Therefore, the Police and Purchasing Departments have negotiated with no less than three local Azusa car dealerships and identified the two listed cars at Enterprise Rent-A-Car that will best fit the needs of our Detective Bureau. Enterprise had the best selection, cleanest, best maintained cars and no other dealer offered the one year warranty offered by Enterprise. FISCAL IMPACT The $24,972.29 budget established for the purchase of these two cars will be funded by the California State COPS Grant money and Federal LLEBG account and will not impact the City’s General Fund.
