HomeMy WebLinkAboutK- 5 Staff Report Humane Services Joint Powers Authority AgreementCONSENT CALENDAR TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: KING DAVIS, CHIEF OF POLICE VIA: RICK COLE, CITY MANAGER DATE: JUNE 16, 2003 SUBJECT: APPROVAL OF HUMANE SERVICES JOINT POWERS AUTHORITY AGREEMENT IN THE AMOUNNT OF $160,170.00 FOR F/Y 03/04. RECOMMENDATION It is recommended that City Council approve the San Gabriel Valley Animal Joint Powers Authority agreement for animal care and control with the San Gabriel Valley Humane Society, 851 E. Grand, San Gabriel , CA 91776, a non-profit corporation in the amount of $160,170.00 for F/Y 03/04. BACKGROUND The Police Department administers the contract for Humane/Animal Control services for the city. Azusa belongs to a Joint Powers Authority comprised of five cities which have formed the JPA: Azusa, Monrovia, Monterey Park, San Gabriel, and Temple City. Azusa’s current City Council representative to the JPA’s Executive Committee is Councilmember Dave Hardison. When Mr. Hardison is unavailable, Captain Bob Garcia represents the city at official meetings. The day-to-day operations of the JPA are carried out by the Administrative Committee which is comprised of staff personnel from each of the member cities along with the JPA’s Executive Director, Mr. Michael Burns. The current agreement between the JPA and the San Gabriel Valley Humane Society will expire at the end of this F/Y. A new agreement has been successfully negotiated between the Humane Society and the JPA and is presented tonight for final approval. The other four member cities of the JPA have indicated they intend to approve the new agreement. This agreement has been reviewed by Azusa’s City Attorney, Ms. Sonia Carvalho, and signed off as to form and content. Mr. John Coleman, the San Gabriel Valley Humane Society’s Executive Director has also signed the agreement. Highlights of the new agreement include that it is a three year deal with an option for an additional three years. The additional three years must be negotiated and any increases will be tied to the Consumers Price Index (CPI-U). The new rates for dog license fees reflect a $5.00 per year increase as follows: 1 year license fees Current: $15.00 spayed/neutered animal Proposed: $20.00/year. Current: $35.00 intact animal Proposed: $40.00/year. 3 year license fees Current: $45.00 spayed/neutered animal Proposed: $60.00/3 years. Current: $105.00 intact animal Proposed: $120.00/3 years. Lifetime license with microchip (spayed/neutered only) Current: $150.00 Proposed: $155.00. FISCAL IMPACT The contract amount of $160,170.00 has been budgeted in the “P.D.
