SUBJECT: MOBILE COMPUTER HARDWARE FOR PATROL CARS
RECOMMENDATION
1.It is recommended that the City Council waive formal sealed bids in accordance with
Azusa Municipal Code Section 2-522 section C due to the fact that CDCE is covered
under the California Multiple Award Schedule CMAS agreement number 3-95-70-
0110A which allows cities to waive formal bidding.
2. It is recommended that the City Council approve the purchase of 2 Mobile
Computer Systems for two Azusa Police Patrol cars from CDCE. Total purchase price
(including tax) is $20,628.12.
BACKROUND
The Police Department has issued laptop computers to each of its officers over the
last four years. These laptop computers have served both report writing and mobile
communications needs for each officer. After four years of service, most of these
computers are in need replacement. With four years of mobile experience and
changes in technology under our belt, it was determined that in order to save money
in both replacement and repair costs that we begin to use the ruggedized laptop
with a ratio of one laptop per patrol car, versus one laptop per officer. We will deploy
fewer laptops with greater capacity to Azusa’s patrol fleet. Our new deployment

plan will reduce the total number of notebook computers needed for our field
operation from 61 to 25. This includes 3 back up laptops to be put in place while
repairs or maintenance is being completed.
FISCAL IMPACT
Funding for requested purchase has been allocated in this fiscal year’s Capital
Equipment Budget (10 2311 000 7142) in the Police Department.
