Mayor Memmesheimer called the meeting to order and led in Call to Order the salute to the flag. Invocation was given by Rev. James M. Fincher, of the Invocation Calvary Lutheran Church. Min. approved as submitted. 9/20/65 The City Clerk announced that bids were opened in his Bids/Constr. of i` office at 10:00 a.m. on Thursday, October 1, 1965, for Ben Lomond Ave. the construction of Ben Lomond Avenue from Alosta Ave. (Prof. #434) to 340 feet Southerly (Project No. 434). Present at the Awarded to Rex a bid opening were: Councilman Cooney, City Engineer Murphy Sandwick, City Clerk Miller. The City Clerk presented the afficavit of proof of publica- tion of the Notice Inviting Bids in The Azusa Herald & Pomotropic on September 26, 1965. Smith, City Clerk Miller The City Clerk presented the affidavit of proof of publica- tion of the Notice Inviting Bids in the Azusa Herald & Pomotropic on September 19, 1965. ' One bid was received (Anaconda Wire & Cable Co.) Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried that the Superintendent of Light & Power's recommendation be accepted to award the contract to Anaconda Wire & Cable Company for $7,611.97. (only bidder) The hour of 7:30 p.m. being the time set for the public hearing on the Weed Abatement Program. The Mayor declared the hearing open. Moved by Councilman Cooney, seconded by Councilman Mc Lees 1964-65 Auditor's Report. and unanimously carried that permission be granted. Moved by Councilman Mc Lees, seconded by Councilman Rubio and unanimously carried that both notices be filed. The City Clerk submitted for Council consideration the 1964-65 Auditors 1964-65 Auditor's Report. Report 1 1 CITY HALL. A resolution was presented for adoption, transferring Res. #4909 of certain funds from the Light Fund to other funds. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that further reading be waived. The City Clerk presented the affidavit of proof of publication of Resolution No. 4895 which set the hearing date as October 4, 1965, at 8:00 p.m., and which was published on September 15, 1965 in the Azusa Herald and Pomotropic. The City Clerk also presented the affidavit of posting Notices of passage of the Resolution of intention to vacate, by the Director of Public Works, which stated that posting was completed on September 17, 1965. The City Attorney stated this area was not to be vacated until the necessary improvements are made. After discussion, it was Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the hearing be continued to 10/18/65 at 8:00 p.m. A request was submitted from the Personnel Clerk that Req. for Correct - the name of Mrs. Evelyn Fischer was inadvertently ion re: name on included in the list of names for step increases at the step increase list last council meeting. Moved by Councilman Mc Lees, seconded by Councilman Solem and unanimously carried that the action regarding Mrs. Fischer's step raise be rescinded. No action taken by Council. The City Attorney submitted to Council a letter of clarification re: franchise to Azusa Valley Water Company, also a proposed letter of acceptance from the City. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that Council authorize the City Clerk to receive and file the letter of acceptance from the Azusa Valley Water Company, if it is substantially the form prescribed by the City Attorney. An Ordinance was presented for 2nd reading amending the Zoning Chapter of the Municipal Code re: maximum ground coverage in an R-1 zone. The City Administrator submitted for Council consider- ation the termination of Probationary Police Officer Richard Donovan, by Department Head, effective 9/26/65, the resignation of Van Boyd Anthony from Police Reserve Corps, effective 9/23/65, and confirming his appointment as Probationary Police Officer, effective 9/27/65. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the termination of Police 'Officer (probationary) be accepted. Metal Shelving The City Administrator submitted a report from the Bldg. Inspector, concerning the building at 83312 N. Azusa Ave. The Investigation of the subject structure indicates that the building was probably built prior to 1900. The general condition of the original structure is poor due to neglect and lack of repair. There was no evidence of modernization of the structure except on the front. t.. The walls and roof are of non -complying wood construction in a very poor condition. It was the opinion of the Bldg. zc; Inspector that if the building becomes totally unoccupied U it would be included in the Substandard Structures Abate- ment Program, because of its non -complying and neglected condition. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that a copy of the report of the Building Inspector be sent to owner of the building, with a statement that Council expects remedial action. The City Engineer submitted a report and recommendation regarding the improvements to Gladstone Street from Heathdale Avenue to Lark Ellen Avenue. This 4600 foot section of highway, carries an increasing number of vehicles per day, and the present roadbed is inadequate. The County had indicated their willingness and prepared Agreements to participate with the City of Azusa in order that this inadequate portion of highway may be improved. It is my recommendation that the City Council authorize the Mayor to sign and the City Clerk to attest the four copies of the Agreement. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that the recommendation be accepted and execution of the Joint Agreement be authorized. Moved by Councilman Cooney seconded by Councilman Rubio and unanimously carried that the City Engineer proceed with acquiring of the necessary Right-of-way. The City Engineer submitted a request from the Azusa Rock & Sand Company for the vacation of 1st Street from Van Ness Avenue to its easterly terminus. The Street has been baracaded for many years, weeds have taken over and tons of junk and debris have accumulated in the area. This portion of First Street was deleted from the City's Master Plan of Streets and Highways approximately two years ago. The City Engineer recommended that the City Council authorize the City Attorney to initiate proceed- ings to vacate First Street. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the recommendation of the City Engineer be accepted and the City Attorney be author- ized to initiate proceedings for the vacation of First Street from the east line to the former Van Ness Avenue to its present terminus, approximately 950 feet easterly. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that permission be granted. The Police Chief submitted the resignation of David F. Flota as Probationary Policeman, with the request that he be placed on the reinstatement list for this position, resignation effective 10/5/65. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to accept the resignation. Councilman Rubio presented a petition of (45 signatures) for the revocation of an ABC License of Flores Cafe, 301 N. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the Assistant City Attorney Willard Decker receive $200 advance accountable expenses for the LLC Conference in San Francisco. The City Clerk read in full a Resolution authorizing payment of warrants by the City. Councilman Cooney offered for adoption the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
