HomeMy WebLinkAboutAgenda - November 16, 2020 11/16/2020 - 1 - AGENDA REGULAR MEETING OF THE CITY COUNCIL, THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY, THE PUBLIC FINANCING AUTHORITY OF THE CITY OF AZUSA CORONAVIRUS (COVID-19) ADVISORY Due to the state and local State of Emergency resulting from the threat of Novel Coronavirus (COVID-19), Governor Newsom has issued Executive Order N-29-20 in which Section 3 supersedes Paragraph 11 of Executive Order N-25-20 (issued on March 12, 2020) addressing Brown Act regulations. This new order states that the City does not need to make a physical location available for members of the public to observe a public meeting and offer public comment. The Order allows the City to hold City Council/Board meetings via teleconferencing and allows for members of the public to observe and address the meeting telephonically or electronically. To comply with the recent Health Orders issued by the Governor and Los Angeles County Health Department, the City Council meeting scheduled for Monday, November 16, 2020 at 6:30 & 7:30 p.m. are Closed to the Public. No Closed Session Items. Those wishing to make public comment on the Regular City Council meeting agenda 7:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 930 7875 2932 between 6:30 P.M. – 7:30 P.M. No calls will be accepted after 7:30 P.M. Please note if you call in for Public Comment, you will be placed in a waiting room up until your turn to speak. NOTE: You will not be able to hear the meeting live from the call but may access the meeting by clicking the link below or on your local cable access channel. Members of the public may also submit written comment by emailing PublicComment@azusaca.gov by 5:30pm. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. WORKSHOP AND PRESENTATION REGARDING PROPOSED DEVELOPMENT OF ADDITIONAL TWENTY-THREE (23) HOUSING UNITS AND THE GREAT PARK GENERALLY LOCATED ON THE NORTH SIDE OF EAST PROMENADE BETWEEN AZUSA VETERANS WAY AND ROSEDALE AVENUE IN THE ROSEDALE COMMUNITY. RECOMMENDED ACTION: 1) Receive a presentation from staff and provide appropriate comments and direction concerning the design elements. E. CONSENT CALENDAR – CITY COUNCIL/SUCCESSOR AGENCY The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF NOVEMBER 2, 2020. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED OCTOBER 27, 2020 THROUGH NOVEMBER 10, 2020. RECOMMENDED ACTION: Adopt Resolution No. 2020-C68 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 4. APPROVAL OF OFF-CAMPUS FEDERAL WORK STUDY PROGRAM AGREEMENTS WITH AZUSA PACIFIC UNIVERSITY. RECOMMENDED ACTION: Approve an agreement with Azusa Pacific University for Azusa Reads, Writes, Counts; and Authorize the City Manager to execute the amendments, in a form acceptable to the City Attorney, on behalf of the City. 11/16/2020 - 4 - 5. REQUEST TO AMEND EXISTING PROFESSIONAL SERVICES AGREEMENTS WITH MIG TO PROVIDE ENVIRONMENTAL CONSULTANT SERVICES FOR THE DHAMMAKAYA INTERNATIONAL MEDITATION CENTER (DIMC) LOCATED AT 865 E. MONROVIA PLACE. RECOMMENDED ACTION: Approve First Amendment to Professional Services Agreement with MIG to provide environmental consultant services for the Dhammakaya International Meditation Center (DIMC) that would extend the contract to June 3, 2021; and Authorize the City Manager to prepare and execute the agreements, in a form acceptable to the City Attorney, on behalf of the City. 6. AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH SOUTHERN CALIFORNIA FLEET SERVICES, INC. FOR FLEET MAINTENANCE SERVICES. RECOMMENDED ACTION: Authorize the Mayor to execute an Agreement with Southern California Fleet Services, Inc. for fleet maintenance services. 7. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF AUGUST 2020. RECOMMENDED ACTION: Receive, review, and file the City Treasurer’s Report for the month of September 2020. 8. CITY TREASURER’S ACCOUNTING OF ALL RECEIPTS, DISBURSEMENTS AND FUND BALANCES FOR THE MONTHS OF MAY 2020 AND JUNE 2020. RECOMMENDED ACTION: Receive, review, and file the City Treasurer’s Reports of Receipts, Disbursements and Fund Balances for the months of May 2020 and June 2020. 9. REQUEST TO APPROVE PROFESSIONAL SERVICE AGREEMENT WITH MIG TO CONDUCT THE CITY’S HOUSING ELEMENT 6TH CYCLE 2021-2029 UPDATE. RECOMMENDED ACTION: Approve a Professional Services Agreement (PSA) with MIG to conduct the Housing Element Update – 6th Cycle – 2021-2029 in the amount of $150,000 plus an allowance of $15,000 (10%) for contingencies, for a total not-to-exceed amount of $165,000; and Authorize the City Manager to prepare and execute the agreements, in a form acceptable to the City Attorney, on behalf of the City. F. SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED OCTOBER 2, 2020 THROUGH NOVEMBER 10, 2020. RECOMMENDED ACTION: 11/16/2020 - 5 - Adopt Resolution No. 2020-R15 allowing certain claims and demands to be paid out of Successor Agency Funds. G.
