Construction Triangle Flow Control Structure W-354CONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: NOVEMBER 23, 2020 SUBJECT: AWARD OF CONTRACT FOR CAPITAL IMPROVEMENT PROJECT W-354 FOR CONSTRUCTION OF THE TRIANGLE FLOW CONTROL STRUCTURE BACKGROUND: Capital Improvement Project W-354 will automate the operation of several critical water system valves at Sierra Madre Avenue and San Gabriel Canyon Road. As such, in September 2020, staff issued Notice of Inviting Bids to contractors for Water Project W-354 Triangle Flow Control Structure, involving the installation of a new flow control valve, as well as new electrical and Supervisory Control and Data Acquisition (SCADA) hardware. After completing the formal bid process, the proposed actions will award the project to the lowest, responsible bidder; and execute the contract documents. RECOMMENDATION: Staff recommends the Utility Board take the following actions: 1)Approve the Award of Contract to Fraijo Brothers, Inc., of Covina, California, for the construction of Water Project W-354 Triangle Flow Control Structure, in an amount not-to-exceed $242,407; and 2) Authorize the Mayor to execute the Contract, in a form acceptable to the City Attorney. ANALYSIS: Several critical water transmission mains intersect at Sierra Madre Avenue and San Gabriel Canyon Road, referred to as the “Triangle.” One of the transmission mains is a 24-inch, low pressure line, that carries treated effluent water from the Joseph F. Hsu Water Filtration Plant (Filtration Plant). This line connects to another 24-inch transmission main coming from Azusa E-4Approved Utility Board 11/23/20 Award Triangle Flow Control Structure W-354 November 23, 2020 Page 2 Light & Water’s (ALW) well field; in particular Well 2 and Well 3. The pressure routinely fluctuates on the transmission main coming from the well field, which affects the flow of water coming from the Filtration Plant. Currently, when the flow is changed at the Filtration Plant, the existing isolation valves at the “triangle” must be adjusted manually to compensate for the well field fluctuations. The existing valves that were installed for isolating the pipelines are not designed to control flow. ALW staff consulted with Stantec Consulting Services, Inc., under an existing Professional Services Agreement, to prepare construction plans and specifications for automation of the current site. The proposed work consists of constructing a new automated flow control structure, including: installation of power to the site, electrical, instrumentation, remote terminal unit (RTU), SCADA communication hardware, a 16-inch Cla-Val flow control valve, connections, tie-ins, removals, abandonments, appurtenances, street restoration, landscape restoration, traffic control, and all supplies, equipment, shoring, and transportation necessary to construct and complete the project titled: Triangle Flow Control Structure Project No. W-354. On September 21, 2020, the Azusa Utility Board authorized advertisement and solicitation of bids for Project W-354 Triangle Flow Control Structure Capital Improvement Project. Public notices soliciting bids started on September 22, 2020. Notices were posted on the City of Azusa website and published in the San Gabriel Valley Tribune on September 25 and October 5, 2020. Staff received responses from nineteen potentially interested parties, which included contractors, sub-contractors, suppliers, and plan holder agencies. A mandatory pre-bid meeting was held via Zoom teleconference on October 20, 2020; with six contractors in attendance. Three parties submitted bids by the required deadline on October 27, 2020. On October 27th, at the Azusa City Clerk’s office near the outside fountain, bids were publicly opened and showed via a live stream Zoom teleconference. Several contractors, subcontractors and suppliers expressed their appreciation to ALW for allowing them to view the opening via live stream during the current pandemic. The companies and their respective bid pricing, as submitted, are as follows: 1 Fraijo Brothers Inc. $ 242,407.00 2 J. De Sigio Construction $ 314,050.00 3 Stephen Doreck Equipment Rentals, Inc. $ 348,810.00 Fraijo Brothers Inc. was determined to be the lowest, responsible bidder. Based on the package review and assessment, the lowest bidder met all of the requirements of the contract documents. Accordingly, Staff recommends that Fraijo Brothers, Inc. be awarded the project. FISCAL IMPACT: The fiscal impact of the award of contract is $242,407.00, which includes a standard 10% contingency. Funding for this project is available in the Water Division’s Capital Improvement Program, Account No. 32-80-000-721-7145/72120B-7145.
