HomeMy WebLinkAboutAgenda - December 7, 2020 AGENDA REGULAR MEETING OF THE CITY COUNCIL, THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY, THE PUBLIC FINANCING AUTHORITY OF THE CITY OF AZUSA CORONAVIRUS (COVID-19) ADVISORY Due to the state and local State of Emergency resulting from the threat of Novel Coronavirus (COVID-19), Governor Newsom has issued Executive Order N-29-20 in which Section 3 supersedes Paragraph 11 of Executive Order N-25-20 (issued on March 12, 2020) addressing Brown Act regulations. This new order states that the City does not need to make a physical location available for members of the public to observe a public meeting and offer public comment. The Order allows the City to hold City Council/Board meetings via teleconferencing and allows for members of the public to observe and address the meeting telephonically or electronically. To comply with the recent Health Orders issued by the Governor and Los Angeles County Health Department, the City Council meeting scheduled for Monday, December 7, 2020 at 6:30 & 7:30 p.m. are Closed to the Public. Those wishing to comment on items virtually on the closed session agenda 6:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 919 7563 5311 between 6:00 P.M - 6:30 P.M. Those wishing to make public comment virtually on the Regular City Council meeting agenda 7:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 930 2815 1166 between 6:30 P.M. – 7:30 P.M. No calls will be accepted after 7:30 P.M. Please note if you call in for Public Comment, you will be placed in a waiting room up until your turn to speak. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. ADOPT RESOLUTION APPROVING AN AMENDED CONFLICT OF INTEREST CODE PURSUANT TO THE POLITICAL REFORM ACT OF 1974. RECOMMENDED ACTION: 1) Adopt Resolution No. 2020-C69 approving and adopting the amended Conflict of Interest Code pursuant to the Political Reform Act of 1974. E. CONSENT CALENDAR – CITY COUNCIL/SUCCESSOR AGENCY The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF NOVEMBER 16, 2020. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED NOVEMBER 11, 2020 THROUGH DECEMBER 2, 2020. RECOMMENDED ACTION: Adopt Resolution No. 2020-C70 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 4. CANCELLATION OF JANUARY 5, 2021 REGULAR CITY COUNCIL MEETING. RECOMMENDED ACTION: Approve the cancellation of the Regular City Council Meeting scheduled for January 5, 2020. 5. AUTHORIZATION TO INCREASE THE BLANKET PURCHASE ORDER WITH THE COUNTY OF LOS ANGELES FOR GENERAL SERVICES. RECOMMENDED ACTION: Increase the blanket purchase order with the County of Los Angeles for general services from $25,000 to $50,000 for FY 2020-2021. 12/7/2020 - 4 - 6. AUTHORIZATION TO EXTEND PROFESSIONAL SERVICES AGREEMENT WITH KJSERVICES ENVIRONMENTAL CONSULTING, LLC FOR USED OIL AND BEVERAGE CONTAINER RECYCLING SERVICES. RECOMMENDED ACTION: Approve the amendment to the Professional Services Agreement with KJServices Consulting, LLC for administration of used oil and beverage container recycling in an amount not to exceed $20,000 per year from December 18, 2020 to December 18, 2022; and Authorize the City Manager to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. 7. REQUEST TO APPROVE SECOND AMENDMENT TO AGREEMENT WITH CALIFORNIA METRO PATORL FOR SECURITY SERVICES. RECOMMENDED ACTION: Approve the second amendment to California Metro Patrol to increase the not to exceed annual amount to $116,500 including a one (1) year extension; and Authorize the City Manager to execute an amendment to the contract, in a form acceptable to the City Attorney, on behalf of the City; and Approve necessary budget amendments and adjust the current fiscal year budget accordingly. 8. REQUEST FOR APPROVAL OF STANDARD FORM TEMPLATE FOR A RIGHT OF ENTRY AGREEMENT AND AUTHORIZE CITY MANAGER TO EXECUTE SUCH AGREEMENTS. RECOMMENDED ACTION: Approve a template for a Right of Entry Agreement; and Authorize the City Manager to execute said agreements on behalf of the City F.
