CITY OF AZUSA
PRINCIPAL CIVIL ENGINEER
DEFINITION
Under administrative direction, supervises and participates in a variety of field and office professional
engineering work; plans, designs, and reviews the various stages of capital improvement projects; performs
technical studies; and performs related work as required.
CLASS CHARACTERISTICS
Incumbents of this class perform professional level assignments and are responsible for independent
engineering analysis and recommendations. Incumbents supervise the work of lower level engineering
staff. This single class position reports to the Director of Public Works/City Engineer.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be filled, the
essential functions will be noted in the announcement of position availability.
The following tasks are essential for this position. Incumbents in this classification may not perform
all of these tasks, or may perform similar tasks not listed.
Prepares designs and plans for a wide variety of public works capital improvement projects which
may involve streets, traffic safety, street lighting, public buildings, sidewalks, parking lots, or water
utility facilities.
Performs contract administration of projects including the technical review and approval of project
plans, designs, and construction; evaluates project proposals and recommends award of contract.
Supervises and performs inspections of construction projects; makes field inspections of existing city
facilities to determine adequacy and estimate stabilizing requirements; meets with contractors to
resolve items of non-compliance.
Investigates complaints, conducts technical studies and prepares reports and recommendations related
to civil engineering projects, such as capital improvement projects, and other specialized studies.
Reviews and approves proposed residential, commercial, and industrial developments by checking
site plans and tentative and final subdivision maps for compliance with appropriate regulations, city
standards, and accepted engineering practices; and prepares conditions of approval.
Attends and participates in meetings as a representative of the City as requested.
Supervises professional and technical engineering staff and represents the City Engineer as assigned.
Prepares engineering reports; supervises the collection and management of data; conducts studies;
investigates complaints of safety issues and makes recommendations.

Participates in basic administrative activities, e.g.: budgeting, planning and program coordination
associated with general operation of the department, evaluations of lower level engineering staff
Prepares capital improvement project plans, specifications, and estimates for a variety of projects.
Assists City Engineer in project oversight, attending meetings, and preparing reports related to the
City’s Storm Water Program.

QUALIFICATIONS GUIDELINES
Education and/or Experience: Any combination of education and/or experience that has provided the
knowledge, skills, and abilities necessary for satisfactory job performance.
Education: A bachelor’s degree in civil engineering or related field. Additional graduate training in civil
engineering, engineering economics, public administration, or related fields is highly desirable.
Experience: Four years of increasingly responsible professional civil engineering experience involving the
planning, design, and construction of major public works projects plus one year of related supervisory
experience highly desirable.
Knowledge, Skill and Abilities: Thorough knowledge of engineering principles and practices as applied to
planning and development, design, and construction; methods and techniques utilized in the preparation of
project designs and related plans, specifications, and cost estimates; related federal and state laws, ordinances,
and regulations. Working knowledge of the methods and techniques of supervision. Ability to communicate
clearly and concisely, both orally and in writing; keep accurate records; analyze data and information and
draw logical conclusions; perform professional engineering work; use and care for engineering and drafting
instruments and equipment; conduct inspections of projects; perform engineering calculations; conduct traffic
surveys; prepare engineering plans; communicate effectively with a variety of personnel and
establish/maintain effective working relationships; explain and apply policies and procedures; interpret and
apply rules, regulations, legislation and policies; understand and follow verbal and written directions; work
independently; operate a computer and use a variety of computer software.
Ability to create and design public works projects of all types; to check designs, drafting, and
specifications, and to certify as to their correctness; to perform technical research and make detailed
analysis and prepare reports; assume responsibility for an assignment in general terms, where the objective
only is given, and to conceive, plan, and carry out a reasonable solution; draft and prepare specifications;
assist in budget preparation; supervise and coordinate the work of professional and sub-professional
engineering personnel; establish cooperative working relationships and to communicate effectively
verbally and in writing.
Special Requirements: Possession of or ability to obtain a Class C California driver’s license and a
satisfactory driving record; a valid certificate of registration as a Civil Engineer issued by the California
State Board of Registration for Professional Engineers and Professional Land Surveyors is required.
Registration as a Qualified SWPPP Developer (QSD) is highly desirable.

HUMAN RESOURCES SPECIALIST I/II
DEFINITION
To perform a variety of responsible technical and administrative staff work in support of Human
Resources and Risk Management Divisions functions; provide responsible administrative
assistance to professional and management staff.
ESSENTIAL FUNCTIONS
The following essential functions are typical for this classification. Incumbents may not perform all
of the listed functions and/or may be required to perform additional or different functions from
those below, to address business needs and changing business practices:
Provide responsible technical and administrative staff support, including preparation of
correspondence and reports.
Conduct special studies and surveys; perform research and statistical analyses; compile and
assemble data and prepare related reports.
Assist in the development and implementation of goals, objectives, policies and procedures.
Verify and review materials for completeness, accuracy and conformity with established
procedures.
Respond to complaints and requests for information from the public and City staff.
May provide functional and technical direction and oversight to clerical staff.
ASSIGNMENTS TO THE HUMAN RESOURCES/PERSONNEL SECTION:
Plan and initiate recruitment and selection activities including: composing job announcements and
advertisements; reviewing job applications; scheduling, administering, and proctoring,
examinations; preparing and maintaining eligibility lists; and making offers of employment to
candidates;
Monitor and maintain employee data base; act as administrator for the on-line applicant tracking
system; and monitor and maintain on-line position control system; verify requests from personnel
vacancy replacements against position control system;
Process personnel action forms for employee status change and track hours worked to determine
benefit eligibility;
Conduct new employee orientations and enroll new employees in health plans;

ASSIGNMENTS TO THE RISK MANAGEMENT SECTION:
Provide assistance and information to employees and others concerning benefits and disability
programs;
Process employee benefit applications and requests for disability leave, FMLA, COBRA, over-
aged dependents, retirement, death and other qualifying events;
Monitor medical, dental, life and long term disability utilization trends, expenditures and claims
administration;
Process Workers' Compensation claims; complete Workers' Compensation payroll reporting and
assist with related Workers' Compensation claims management activities;
Assist with general liability claims administration and other risk management programs as
assigned.
Perform related duties as assigned.
CLASS CHARACTERISTICS
Human Resources Specialist I: This is the entry-level class in the Human Resources Specialist
series. This class is the trainee level and distinguished from the Human Resources Specialist II by
the lesser degree of independence, responsibility and accountability exercised in the fulfillment of
duties, and by the performance of more complex, routine tasks and assignments.
Human Resources Specialist II: This is the journey-level class in the Human Resources Specialist
series. Positions in this class are flexibly staffed and are normally filled by advancement from the
Human Resources Specialist I and require performance of duties with greater independent
judgement or complexity, or when filled from the outside, normally require prior public sector
human resources experience in a variety of the Human Resources and Risk Management
functions.

QUALIFICATIONS GUIDELINES
Education and/or Experience
A combination of experience and education that would likely provide the required knowledge and
abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:
Human Resources Specialist I:
Experience: One year of responsible Human Resources experience is required.
Education: Equivalent to an Associate of Art's degree from an accredited college or university with
major course work in business administration, public administration, psychology or a related field.
Human Resources Specialist II:
Experience: Two or more years of responsible Human Resources experience is required. 18
months of related public sector human resources experience can be substituted for the two-year
requirement.
Education: Equivalent to a Bachelor's degree from an accredited college or university with major
course work in business administration, public administration, psychology or a related field.
Knowledge and Skills
Knowledge of basic principles, practices and techniques of public personnel administration,
benefits administration, and recruitment and selection. Applicable state and federal legislation and
codes. Basic principles and methods of administrative research, report preparation and methods
of statistical analysis. English language usage necessary to compose correspondence and
administrative reports. Organizational and management practices as applied to the analysis and
evaluation of programs, policies and operational needs. Human resources information systems,
applicant tracking systems, and word processing, spreadsheet, database and presentation
Software applications.
Ability to analyze problems, identify alternative solutions, project consequences of proposed
actions and implement recommendations in support of goals. Interpret and apply memorandums
of understanding, City policies, procedures, rules and regulations. Interpret and apply Federal,
State and local policies, procedures and laws and regulations pertaining to personnel
administration. Perform a variety of administrative duties with general supervision, after training
period. Prepare clear and concise correspondence and reports. Select appropriate methods of
data analysis and reporting and make arithmetic and statistical calculations accurately.
Communicate clearly and concisely, both orally and in writing.
Provide assistance to the public and staff and handle sensitive and emotional situations with
empathy, appropriate firmness and good judgment. Maintain the confidentiality of privileged and
confidential information. Appear for work on time. Follow directions from a supervisor. Understand
and follow posted work rules and procedures. Accept constructive criticism.

Environmental Conditions
Work is performed primarily in a standard office setting; incumbents may be required to work
extended hours including evenings and weekends from time-to-time.
Physical Conditions
Primary functions require sufficient physical ability and mobility to work in an office setting; to
stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and
twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office
equipment requiring repetitive hand movement and fine coordination including use of a computer
keyboard; and to verbally communicate to exchange information.
CITY OF AZUSA
COURT LIAISON OFFICER
DEFINITION
Under general supervision, performs a variety of responsible, sensitive, non-sworn
specialized and clerical tasks; relieves sworn staff of duties related to the filing of
criminal cases; serves as liaison between the courts and the department; provides staff
support; maintain and update criminal sex offender files and performs other duties as
assigned/required.
CLASS CHARACTERISTICS
The Court Liaison Officer is a single non-sworn position responsible to perform
sensitive, specialized and confidential work under the Police Department’s operations
division.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Reviews misdemeanor and felony case paperwork for accuracy and completion;
coordinates corrections as needed; responsible for presenting/filing felony and
misdemeanor (including misdemeanor traffic citations) cases with the District Attorney's
Office and responds to related questions.
Provides information as necessary/appropriate to District Attorney’s Office and court
personnel to resolve issues related to filing of criminal complaints and traffic citation
matters; presents Probable Cause Declaration forms to judges to determine if arrested
person(s) meet criteria to remain in-custody beyond 48 hours prior to their arraignment.
Reviews daily prisoner roster for cases requiring immediate disposition and takes
appropriate action; processes juvenile petitions (arrests) with the District Attorney’s
Office, juvenile division, for criminal filing consideration; may be required to testify in
court on work related matters; administers the subpoena serving system ensures
adherence to safe work methods, procedures and practices
Serve as liaison between the courts and department; update department regarding changes
in court policy/procedures; respond to questions/concerns from public, staff and other law
enforcement agencies regarding a variety of issues.
Maintain and update sexual offender files to remain current with Department of Justice
regulations; possess fingerprint recognition expertise in order to review all latent
fingerprints recovered from crime scenes to determine if the prints are of suitable quality
for entry into the CAL-ID database.
Coordinate the transportation of prisoners released from state prison who have
outstanding arrest warrants related to department cases. Coordinates the release of Azusa

Police Department prisoners from court jail facilities on cases where the District
Attorney’s Office declined prosecution.
Work closely with Police Department personnel and understand and interpret a wide
variety of statutory and case laws.
QUALIFICATION GUIDELINES
Education/Experience - Any combination of education and/or experience that has
provided the knowledge, skills and abilities necessary for satisfactory job performance.
Example combinations include high school graduation or G.E.D. equivalent and at least
two years of closely related, responsible law enforcement agency experience. Completion
of college level courses in criminal justice or related field are highly desirable.
Knowledge, Skills and Abilities – Considerable knowledge of applicable local and state
laws, court procedures, criminal filing processes and related department policies;
fingerprint identification; registration requirements of sex offenders; various department
and law enforcement computer systems; report preparation; computerized and manual
recordkeeping procedures; records processing and municipal law enforcement operations.
Possess skill in the operation of general office equipment, law enforcement computer
systems, typing on a typewriter or word processor at an acceptable rate and delivering
high customer service. Ability to communicate clearly and concisely, both orally and in
writing; interpret, apply, and explain applicable local municipal codes, department
policies, rules, laws, and regulations; learn data retrieval techniques for the Department
of Justice and Megan’s Law databases; interact with employees, District Attorney’s
office, other law enforcement agencies, court employees, arrested parties, sex registrants
the public and others in a professional and competent manner; establish and maintain
effective relationships with those contacted in the course of work; maintain the
confidentiality of sensitive law enforcement related information; write clear and accurate
reports; use correct English grammar, punctuation, and spelling; use good judgment and
make sound decisions in accordance with established policies and procedures; understand
and follow verbal and written directions; work independently; learn local, state and
federal laws and apply to a given set of circumstances.
Special Requirements
Due to the highly confidential and sensitive nature of this position, candidates will be
required to undergo and successfully complete a thorough background, polygraph and
psychological screening in addition to the standard pre-employment examination process.
Candidate must possess or have the ability to obtain a Class C California driver's license
and have a satisfactory driving record.
Possess or ability to obtain an advanced latent fingerprint identification certificate.
