Mayor Memmesheimer called the meeting to order and led Call to Order in the salute to the flag. A memo was received from the Superintendent of Public Works recommending that the bid be awarded to Howland Electric Company, low bidder, and that a purchase order be authorized for the purchase of 65 Radiant Flood Lights, sealed -beam R-80, 1200 W @ $23.19 each, 170 Radiant Flood Lights, sealed -beam R-80, 1400 W @ $21.78 each. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that a Purchase Order be issued for 65 Floodlights @ $23.19 each and 170 Floodlights @ $21.78 each. City Attorney Williams entered meeting at 7:30 p.m. The hour of 7:30 p.m. being the time set for the continued Continued Pub. public hearing on the appeal from denial of Variance Hrg. on appeal to permit an M-1 use in an R -3c zone, and also request frm. denial - for exemption of off-street parking requirements for Var. (Case V-142 M-1 use, on property at 310 N. Alameda Avenue. (Case O.H. Costill) V-142 -0, H. Costill) 'Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to close hearing. Motion to deny appeal died for lack of a second. Moved by Councilman Cooney, seconded by Councilman Solem and carried (Rubio voted No) that Variance be approved re: M-1 use, with condition that Variance shall cease to be effective unless, within 90 days, building is brought into compliance so as not to violate Section 203 of Bldg. Code and conforms to standard of the neighborhood to satisfaction of Building and Planning Commission. Invocation was given by Rev. Donald D. West of Edgewood Invocation Methodist Church. The Minutes of the meeting of November 1, 1965, were Appvl. Min. approved as submitted. 11/1/65 The City Clerk announced that bids were opened in his Cons. of Bids office at 10:00 a.m. on Thursday, November 11, 1965, for floodlights the furnishing of Sealed -Beam Lamps for Sports Lighting Memorial Park) at Memorial Park. Present at the bid opening were: bid awarded to City Administrator Foxworthy, Superintendent of Public Howland Electric) U Works Brusnahan, Recreation Director Dangleis, City Engineer Sandwick, City Clerk Miller. The City Clerk presented the affidavit of proof of publica- tion of the Notice Inviting Bids in the Azusa Herald & Pomotropic on November 3, and 10, 1965. Three (3) bids were received, as follows: Bidder Electric Suppliers Distributing Co. Commercial Lighting & Equipment Co. Howland Electric Wholesale Co. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that motion be amended to read five off-street parking spaces instead of seven. The hour of 7:30 p.m. being the time set for the continued Continued Pub. public hearing on the appeal from denial of Conditional Hrg. on appeal Use Permit to establish an auto -wrecking yard at 1125 W. frm. denial -CUP Gladstone St. (Planning Commission Resolution #561 - Case C-54 - H. M. Vallentine - from 11/1/65) Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to close hearing. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to accept dedication of 50' from Gladstone - 25' from H.M. Vallentine - 25' from Concrete Specialties and 25' to west of last dedications from AzUsa Rock and Sano, with condition that existing pot holes be t' repaired to Engineer's satisfaction, without cost to City. Moved by Councilman Cooney, seconded by Councilman McLees aand unanimously carried that Variance be approved under �j conditions recommended by Planning Commission and Attorney prepare necessary document. The City Treasurer's Financial Statement was submitted showing a balance of $968,298.75, as of October 31, 1965 Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to receive and file. Accept Dedication City Treas. Fin. Statement 'The hour of 8:00 p.m. being the time set for the continued Continued Pub. public hearing on Vacation of portion of Donna Beth Ave. Hrg. on Vacation and Newburgh Street, at intersection thereof. (from 10/8/65 and 11/1/65. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to close hearing. Resolution No. 4925 adopted unanimously, ordering vacation of portion of Donna Beth Ave. and Newburgh Street, at intersection thereof. A request by Mrs. Catherine Benson, owner of property at 138 E. Foothill Blvd., to appear before Council re: ABC application for Off -Sale Beer and Wine License. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that letter be sent to Alcoholic Control Board, withdrawing any objection to issuance of license. A request was received from the Disabled American Veterans, Azusa Chapter PT -109, for the issuing of a Proclamation proclaiming November 19 & 20 as "Disabled American Veterans Forget -Me -Not Days", and granting them permission to sell Forget-me-nots. 'Moved by Councilman Mc Lees, seconded by Councilman Cooney and unanimously carried to authorize sale of forget-me-nots. The City Clerk presented a letter from Lee Rose Shop, 161 E. Gladstone St., for an extension on her existing going -out -of -business sale. The request was for an additional 50 days. Chptr. to sell Forget- Me-Nots 11/19-20 Req. grntd. for going -out -of -bus. sale extension of 50 days, Lee Rose Shop tug Fj 1 CITY HALL AZUSA, CALIFORNIA MONDAY, NOVEMBER 15, 1965 Page 3 The City Clerk presented a request of the Azusa Seventh Req. grntd. for Day Adventist Church to do Christmas Caroling on the streets Caroling by Azusa of Azusa, from 7:00 p.m. to 9:00 p.m. starting on November Seventh Day Adv. 27th thru December 25th. They would contact all homes in Church 11/27 - Azusa, asking them to give a free will offering for 12/25/65 Welfare and Missions work. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that permission be granted. A request was presented by the City Clerk from the Girl Lease extended Scout Council of San Gabriel Valley, for renewal of for 1 -yr. on land their lease on the land for the Girl Scout Hall. for Girl Scout Hall Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried to adknowledge receipt of payment of $10. and that the existing lease be extended for one year. Notice was received from Alcoholic Beverage Control of an original application for On -Sale Beer & Wine License t- (Bona fide public eating place) by G.J. Fencl & H.F. ZKirby (Irwindale Inn - 200 S. Irwindale Ave., completion date, 3 months after approval.) GMoved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that Notice be filed. The City Clerk presented a letter from the City Recom. frm. City Beautification Committee, with several recommendations Beautification for Council approval. That the City Council authorize Comm. - Auth. for proceeding immediately with a program of beautification Operation Exp. of five different locations in the City, and also that the Council authorize an_appropriation of $100. for expenses of the Committee's operation. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to refer the recommendation re: program to the Engineer and Superintendent of Public Works for suggestions on type of plantings, costs, etc., and report back to Council. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried to authorize the $100. of Commun- ity Funds be set aside for expenses of Committee's operation, with all bills to be approved by City Administrator. The City Clerk presented San Mateo's request for a Res. #4927 re: supporting Resolution for U.S. Armed Forces fighting Armed Forces in in Viet Nam. Viet Nam Councilman Mc Lees offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXPRESSING SUPPORT AND DEVOTION TO THE MEMBERS OF THE ARMED FORCES OF THIS COUNTRY FIGHTING IN VIET NAM. Moved by Councilman Mc Lees, seconded by Councilman Solem 'and unanimously carried that further reading be waived. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that payment of dues be authorized. It was the recommendation of the Personnel Board that salary increases for the Planning Director and the Recreation Director were not justified at this time. The City Clerk informed Council that the Atcheson Topeka Escrow instruction & Santa Fe Railroad had signed escrow instructions for the re: Purchase of purchase of property by the City, and that a Resolution for City propty. by accepting the Grant Deed will be presented at the 12/6/65 AT&SF R.R. meeting. The City Attorney discussed the widening of Todd Avenue and condemnation of part of the land the City is taking from Mr. Jeffreys in the proceedings (City of Azusa vs. Oscar Jeffreys et al). Mr. Jeffreys has indicated he will settle for $200 and has signed a stipulation to this effect. Azusa Avenue or elsewhere. A request was received from the Police Chief for an Ordinance permitting the removal of vehicles parked in violation of the regulations, per Sec. 22652)d) of the Vehicle Code. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the City Attorney be authorized to prepare the necessary Ordinance. A request was received from the Police Chief for permission for Sergeant Gil Trujillo to attend the California Narcotics Officers Association Conference and Training, December 1, 2 and 3, at Sacramento, with reimbursement of accountable expenses. oved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to grant permission.
