SUBJECT: AUTHORIZATION TO INCREASE THE BLANKET PURCHASE ORDER WITH
THE COUNTY OF LOS ANGELES FOR GENERAL SERVICES
BACKGROUND:
The County of Los Angeles provides services to the City on an as-needed basis through a General
Services Agreement (GSA). The existing GSA between the City of Azusa and the County of Los
Angeles will expire on June 30, 2024. The recommended action will increase the blanket purchase order
with the County of Los Angeles for general services for FY 2020-20201.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1)Increase the blanket purchase order with the County of Los Angeles for general services from
$25,000 to $50,000 for FY 2020-2021.
ANALYSIS:
The GSA is a contract between the City of Azusa and the County of Los Angeles that provides the
authority for the County to render services requested by the City on an as-needed basis. This agreement
was authorized by the City Council on May 6, 2019. Services provided include prosecution of city
ordinances, direct assessment collection, plan checking, and a variety of public works activities.
The existing GSA is valid until June 30, 2024. In order to ensure continuation of services that the City
receives from the County of Los Angeles through the GSA, staff is recommending that the City Council
increase the blanket purchase order from $25,000 to $50,000.
The County sets rates annually much the same manner that the City of Azusa sets charges for the
services it provides. The cost of such service is based on the detailed work records covering labor,
supervision, planning, supplies, and incidental items. Total cost is dependent on the amount of services
provided. This fiscal year there have been several traffic collisions which required costly repairs to

traffic signal equipment. Additional funds may be needed to cover the cost of additional services for the
remainder of the fiscal year.
FISCAL IMPACT:
Funds for securing these services are budgeted within various City departments as part of their annual
operating budget and are only used on an as-needed basis.
