The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer called the meeting to order and led in Call to Order
the salute to the flag.
Invocation was given by Reverend Charles A. Bailey of First Invocation
Assembly of God Church.

Councilman Cooney offered the Resolution entitled:

OF THE MARSHBURN MEMORIAL LIBRARY AND OTHER IMPORTANT

COLLEGE ON SUNDAY, MARCH 6, 1966.

It was the recommendation of the City Administrator that
the low bid of Hersey-Sparling Meter Company be accepted
and that the City Administrator be authorized to issue
a purchase order in the amount of $4749.50. Further that
the cashier's checks of the unsuccessful bidders be returned.
Moved by Councilman Cooney, seconded by Councilman Solem
and unanimously carried by roll call that the recommenda-
tion of the City Administrator be approved.

hearing on Amendment to Section 9230.70 of the Municipal re: Amendment
Code entitled "Signs" and also communication from Foster to AMC "Signs"
& Kleiser re: business license fee on signs, it was
moved by Councilman Rubio and seconded by Councilman
Cooney and unaimously carried to continue hearing to the
meeting on 4-4-66 at 7:30 p.m.
The hour of 7:30 p.m. being the time set for the public Pub.Hrg. re:
hearing on an appeal from the granting of a variance by variance (Ster-
Planning Commission Resolution #590, to permit construction ling Savings
of a single family residence on non=conforming lot & Loan)
created by an illegal lot split of two lots, known as
1038 N. Sunset Ave., (Case V-149 - Sterling Savings & Loan
Association)., the Mayor declared the hearing open.
Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried to close the hearing.
Moved by Councilman Rubio to refer to City Attorney, City
Administrator and Planning Director for study and to withhold
decision til 4-4-66. Motion died for lack of a second.

hearing be re -opened and continued to 4-4-66 at 7:30 p.m.

granting of this Variance. Hearing before Council to be set

Notice was given that the Planning Commission by Resolution
#593 (Case C-57 - First Church of Christ, Scientist) granted
a Conditional Use Permit to allow the construction of
a Church and Sunday School in R-2 residential zone on
property at northwest corner of Sixth Street and Cerritos
Avenue. No action taken by Council.
Notice was also given that the Planning Commission by
Resolution #594 (Case V-153 - First Church of Christ,
Scientist) granted a Variance to permit a reduction of
front yard setback to 20 feet on Cerritos Avenue, for
purpose of constructing a Church and Sunday School on the
northwestcorner ofSixth Street & Cerritos Avenue. No
action taken by Council.
Notice was also given that the Planning Commission by

The Police Chief presented a letter of resignation from
Reserve Police Officer C. 41. Spraggins, effective March
155 1966, due to his being inducted into the Armed Forces.
It was also requested that he be reinstated as a Reserver
Police Officer upon his return from active duty, upon
application and that he be physically -'fit.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried that resignation be accepted with
'condition stated by Police Chief as to reinstatement.

resolution to repeal Resolution #4975, adopted, 2-7-66,
finding that the public interest, convenience and necessity
require acquisition of Cerritos Avenue for street purposes, re:
original alignment as proposed 2-7-66.

and unanimously carried that the City Engineer and City
Administrator be authorized to proceed with application to
P.U.C. for crossing in conjunction with proposed alternate
alighment of Cerritos Avenue.

crossing possibilities in case P.U.C. does not approve
application.

Up Campaign with recommended dates of the campaign to be Campaign
April 23rd to May 2nd, 1966, also authorization to purchase
a skip loader and also the authorization to hire temporary
personnel.

and unanimously carried by roll call that the City Admini-
strator be authorized to issue a Purchase Order in the amount
of $1610 for purchase of used Skiploader from Clean -Up Campaign
Funds.

unanimously carried to accept the report of the Clean -Up
Committee and recommendation of setting April 23rd to May 2nd
for Clean -Up Campaign.

authorized to employ temporary personnel, as needed, for campaign.

A request was presented to Council from Mr. & Mrs. Joe H.
Zavala, owners of the property located at 428 N. Alameda,
for 30 day extension of time requirement for demolition
of substandard structure (Case No. 118).
Moved by Councilman Rubio, seconded by Councilman Solem
and unanimously carried that the 30 day extension of time
be granted and that the City Administrator forward the
information to Mr. & Mrs. Zavala.

A communication was received from the Police Chief with a Req. for Res.
letter from Supervisor Warren Dorn of the Fifth District of on marijuana.
Los Angeles County opposing any Constitutional Amendment Res. #5003
which would abolish the prohibition against marijuana. It
was requested that a Resolution be adopted by the City Council
and copies forwarded to the Governor as well as the California
Peace Officers Association.
Councilman Cooney offered the Resolution entitled:

OPPOSING PROPOSED CONSTITUTIONAL INITIATIVE TO LEGALIZE

The City Administrator presented the letter of resignation
from Planning Director Johnston C. Craig, effective April
15 1966 at 5:00 pm and his offer of temporary service on
a consulting basis.

unanimously carried that the City Administrator be authorized
to engage Mr. Craig's services on a temporary consulting basis,
as neede, with compensation at $10.00 per hour.

unanimously carried that the Personnel Board be authorized to
recruit new Planning Director.
A report from the Finance Committee's meeting of Tuesday Finance Comm.
March 15, 1966 was presented for Council consideration. meeting report
Councilman Cooney read the report in full.

unanimously carried that the report be accepted and file, also
that copies be distributed as needed to representatives of
Employees Association and Personnel Board, who will constitute
committee to be appointed for meeting on April 21, 1966 at 7:00 pm
in the Library Board Room for continued study of these and other
requests.

A communication was received from the Police Chief for Req. for Sgt.
'permission to detail Sergeant Gerald Calhoun and Range- Calhoun & Off.
master William Wilkinson to the Institute for Police Wilkinson to
Marksmanship Instructors at the Pasadena Civil Defense attnd Inst.on
Training Center, Pasadena, on April 18th through April marksmanship
22nd, 1966, and that reimburseable funds of $25.00 each
be granted upon satisfactory completion of the course.

Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried that City Attorney prepare Resolution
of public convenience and necessity for acquiring portion
of Club property for street purposes and notify new owner
of this motion by certified mail.
City Attorney suggested sending excerpt of pay, etc., to
new owner.
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried to authorize Engineer to obtain
Condemnation Report and appraisal.
The City Council received a communication from the V.F.W. Invitation frm
in Azusa inviting Councilmen to view film titled "Why VFW to view
Viet Nam r',,on April 19th, 1966 at 8:00 pm. film "Why Viet
No action 'taken by Council. Nam?"
Discussion regarding present non-conformance with condi- Mr. Gomez non
tionslof Conditional Use Permit by Mr. Gomez, tenant of conf. w/cond.
Mr. Vallentine on property at Gladstone Street. (Auto use permit
'Wrecking Yard).
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried that Mr. Gomez and Mr. Vallentine
be sent noticer:of hearing on 4-4-66 to revoke business license.
Moved by Councilman Come y,seconded by Councilman Rubio and
unanimously carried to adjourn.
