Mayor Memmesheimer called the meeting to order and led Call to Order in the salute to the flag. Invocation was given by Reverend Frank F. Mason of the Invocation First Baptist Church. Council Actions of meeting of March 21, 1966 were submitted Appv11 Council for Council approval, and were approved as written. No Bid It was the recommendation of the City Administrator that the low bid of Richfield Oil Corporation be accepted and that the Mayor be authorized to sign the agreement form. Moved by Councilman McLees, seconded by Councilman Solem and unanimously carried by roll call that the recommendation be accepted. The hour of 7:30 pm being the time set for the continued Pub. Hrg, re: Public Hearing on amendment to Section 9230.70 of the Sign Ordinance Municipal ',Code, entitled "Signs" (P.C. Res. #588 - P.C. initiated), the Mayor declared the hearing open. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to continue hearing to 5-16`-66 meeting at 7:30 PM. The hour of 7:30 pm being the time set for the continued Public Hearing on appeal from granting of a Variance by P Resolution #590, to permit construction of single-family residence on non -conforming lot created by an illegal lot split of 2 lots known as 1038 N. Sunset Ave. ,(Case V-149 Sterling Savings & Loan Association), the Mayor declared the hearing open. Pub. Hrg. re: C. Var. Gomez, dba Art's Auto Wrecking, for the lic. A. Gomez operation of an auto dismantling business at 1125 W. dba Art's Auto Gladstone Street, the Mayor declared the hearing open. Moved by Councilman Rubio, seconded by Councilman McLees and unanimously carried to continue the hearing to the 4-18-66 meeting. The tabled items regarding recommendation by Planning Commission for street name changes in Azusa..(from 2-21-66 meeting),'remained tabled. A request was received from the St. Frances of Rome School to use City owned booths, approximately 15, and any out- door games that would be available at the Parents Club annu- al picnic on 5-15-66. Moved by Councilman Cooney, seconded by Councilman Solem and unanimously carried that the request be referred to the Parks & Recreation Commission, with the provision that a reasonable deposit be required to guarantee safe return of City owned property upon favorable action by the Commission. A communication was received from Anthony M. Ortuno with regard to turn -over of Police Department personnel. An invoice was received for payment of dues to SCAG in the amount of,$406.14. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried by roll call to approve payment* Tabled Item Req. frm St. Frances of Rome to use city booths at picnic on 5-15-66 Comm. A.Ortuno Police turn over SCAG dues A communication was received from Clarence E. Chiapuzio Comm. frm C. dba Best Electric Company, 1605 W. Roosevelt St., with Chiapuzio re: regard to install cross -walks and stop sings on Irwindale traffic probl. Ave, and also to reduce speed limit. on IrwindaleAve. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to authorize and direct a traffic count be taken and that the situation be investigated by the City Engineer and the Police Department and the report of such traffic count and studies along with a recommenda- tion by the City Engineer be submitted to Council at the 4-18-66 meeting. A claim was received in the amount of $300 for damage caused by alleged stoppage of sewer on Armstead Street, property owned by Brooks Realty, 209 W. San Bernardino Rd., Covina, Calif. Moved by Councilman Solem, seconded by Councilman Cooney and unanimously carried to refer the claim to the City's insurance carrier. A communication was received from the City of Duarte regarding the de -annexation of triangular parcel to Hunsaker Tract #20671. Notice was received of the annual meeting of the San San Gab.Valley Gabriel Valley Protective Association, to be held on Mon- Protective Assn, day, 4-11-66, at 2:00 PM with request for appointment mtg. 4-11-66 of proxy. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that appointment would be made at the meeting. A notice was received from the AlcoholicBeverage Control of original application for On -sale Beer License by Joan and Paul H. Edes (Chef Paul #2 - 251 S. Irwindale Ave.). Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to receive and file. ABC Notice 251 S. Irwindal( (Chef Paul #2) A notice was also received from the Alcoholic Beverage ABC Notice Control of a Person -to -Person transfer application for 819 N. Vernon beer manufacturer off -sale beer and wine license (beer (Brewery) and wine importers), from General Brewing Corporation to Miller Brewing Company, premises at 819 N. Vernon Avenue. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried to receive and file. A request was received from the City of Los Angeles for the City of Azusa to join with other cities in three counties, Los Angeles, Orange and Ventura, for the purpose of identifying, studying and developing solutions to problems common to the jurisdictions and the interest of the citizens residing therein through utilization of professional and technical personnel now availabe to those governmental units. The City Attorney advised that the proposal simply stated that varioussstaffs in three counties work together, there would be no over-all supervision, no head, no governing body. Discussion was held regarding theproposal and two of the counties had declined to join and a number of cities had also declined to join. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that Mr. Nowell's interest card be sent back indicating no interest in his proposal. Notice was given that the Planning Commission by Resolution No. 596 (Case V-154 - General Telephone Co.) granted a Variance, with conditions, permitting reduction of the 14 required parking spaces to 'NO" Parking, and to waive the limitation of number of person employed at any given time, and waiving further the expansion of existing building as required in Resolution #3862, dated 2-17-59, Section 3 paragraphs 1, 5, and , respectively,, on property at 606 N. Azusa, 'Lots 27, 2d, 29 and the northerly 15 feet of Lot 30, Block 36, Map of Azusa. Moved by Mayor Memmesheimer, seconded by Councilman Cooney and unanimously carried that Council appeal from granting of Variance with a hearing to be set in May, after report from Planning Commission. Moved by Councilman Solem, seconded by Councilman McLees and unanimously carried that P.C. Resolution #596 be submitted to Planning Commission requesting clarification of same. Req. An Ordinance was presented for second reading amending Section 9206 of the Azusa Municipal Code defining auto 'wrecking yards and junk yards. Councilman Cooney offered for adoption the Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING PROVISIONS OF SECTION 9206 OF THE AZUSA MUNICIPAL CODE DEFINING AUTO WRECKING YARDS AND JUNK YARDS. Moved by Councilman Cooney, seconded by Councilman Solem, and unanimously carried that further reading be waived. An Ordinance was presented for first introductory reading amending Section 3200.31 of the Municipal Code relating to parking regulations. Councilman Solem offered for introductory first reading the Ordinance entitled: AN ORDINACE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE AZUSA MUNICIPAL CODE RELATING TO PARKING REGULATIONS. Moved by Councilman Solem, seconded by Councilman McLees and unanimously carried that further reading be waived. A proposed Resolution was presented repealing Resolution No. 4975 relating to the acquisition of certain property for street purposes (Cerritos Avenue). Councilman McLees offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REPEALING RESOLUTION NO. 4975. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that further reading be waived. 1st rdg. A communication was received from the Superintendent of Comm. re: appvl Light and Power with regard to recommended approval of of proposal by proposal by Bechtel Corporation for engineering services Bechtel Corp. fol for relocation of electric distribution facilities re: eng. servi. (Fool Foothill Freeway. Hill Freeway) Moved by Councilman McLees seconded by Councilman Cooney and unanimously carried that the recommendation be accepted and executed. A proposed Grant Deed for 3 ft. utility easement in front Res. ##5008 of Lots 1 through 129, Tract ##25309 (Hunsaker), was util. easement presented for Council consideration. A suggested revision of the Civil Service Rules and Regu- Amerd . Civil lations was presented to Council by the Superintendent Serv. R&R re: of Light and Water Smith. Mr. Smith suggested that Section 47 of the Rules and Regu- lations be amended with regard to compensation of the next higher rate for an employee working in that capacity, before 31 days, as stated in the Rules and Regulations. He also suggested that in lieu of this that Council approve promoting one 5th step Lineman from Range 23 to Range 24 as an emergency temporary Working Foreman, effective immediately. This would enable a split in the heavy gang crews and achieve more work. He also suggested that the City establish the classification of Working Foreman in the Light Department and hold an inter- departmental examination for the men qualified to fill this position. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that the suggested change in the Civil Service Rules and Regulations be submitted to the Personnel Board for study and recommendation. Moved by Councilman McLees, seconded by Councilman Solem and unanimously carried by roll call, that the emergency appointment of one 5th step Lineman from Range 23 to Range '24 be authorized. Moved by Councilman McLees, seconded by Councilman Solem and unanimously carried by roll call that the City:icreate the new classification of Working Foreman in the Light Department and that the Personnel Board be authorized to hold testing for same as soon as possible. A letter of resignation was submitted by the Fire Chief from Resign.Fireman Fireman James F. McMullen who accepted a position with J. McMullen the Pasadena Fire Department; said resignation to be eff. 4-18-66. effective April 18, 1966. Appt. of J. Jame eff 4-18-66 Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried to accept the resignation. The Fire Chief submitted the apppointment of Jesse James as Fireman, Step 1, effective 4-18-66 at 8:00 AM, subject to satisfactory passage of physical examination. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried to approve the appointment of Jesse James as probationary fireman. A communication was received from the Associated Student Req, re: Student 'Body, Azusa High School, Mr. Marvin R. Stewart, Director Government Day of Student Activites, requesting Student Government Day on May 2, 1966 from 1:00 p.m. until 3:.00 p.m., with a meeting with the City Council Members. Moved by Councilman McLees, seconded by Councilman Rubio and unanimously carried that the City Administrator direct a response to Mr. Stewart inviting representatives of the High School Student Body to participate in a Student Government Day on May 2, 1966. 478 I I I 1 1 1 CITY HALL AZUSA, CALIFORNIA MONDAY, APRIL 41 1966 A communication was received.from Mayor Joe Finkbiner, President, Foothill Freeway Association, requesting Council's cooperation in requesting of the Board of Supervisors an early meeting with all the cities of the Foothill Freeway Association before the project is placed in acute jeopardy. Page 8 Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that a letter be forwarded to the Board of Supervisors regarding early public hearing. It was also suggested that a letter be directed to SCAG in the same vein. Moved by Councilman Cooney, seconded by Councilman Mc Lees and unanimously carried by roll call authorizing Council Members to attend the Maytime Band Revuev;with expenses of $50.00 allowed. Comm.. re: Foothill Freeway The City Clerkx-read in full a Resolution authorizing Res. #5009 the payment of warrants by the City. Claims & Dem. Councilman Cooney offered for adoption the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Cooney, seconded by Councilman McLess that the Resolution be adopted.
